Vets With KDSM License Plate<br />

Donald R. Duffy (KWVA-KVA<br />
Chapter 299) explained why he felt the<br />
process was so important. “We will not stand<br />
by and permit Korea veterans to be forgotten,”<br />
he noted. “From 1945 to this hour, there<br />
has not been peace in Korea, and the DMZ is<br />
the heaviest militarized border in the world<br />
today. It is has been by the sacrifice and service<br />
rendered by United States veterans, and<br />
those of other nations, that Korea, while not<br />
at the level of peace (no peace treaty) we<br />
would like to see is, however, a thriving, successful<br />
and free nation. That is why this<br />
license plate is so important to Pennsylvania<br />
<strong>Korean</strong> <strong>War</strong> veterans who were awarded the<br />
Korea Defense Service Medal.”<br />
Once he saw the need for the license<br />
plate, Duffy got the ball rolling by contacting<br />
PA state representative Chris Sainato. He<br />
asked Duffy to prepare a packet concerning<br />
the Korea Defense Service Medal and<br />
explaining the significance of Korea veterans<br />

Pennsylvania Approves<br />
Special License Plates<br />
Pennsylvania has joined become the<br />
second state in the country to have the<br />
Korea Defense Service Medal on its<br />
license plate. It is the third state in the country<br />
to recognize Korea Defense Service<br />
<strong>Veterans</strong>. Massachusetts was first, Maine<br />
second, and now Pennsylvania.<br />
The Korea <strong>Veterans</strong> of America Chapter<br />
#299 has had a hand in passing all three<br />
bills, and KWVA National President Louis<br />
Dechert personally sent several letters to<br />
the Pennsylvania Legislature in support of<br />
this bill. If it were not for recently deceased<br />
Marty O’Brien and the CPL Clair<br />
Goodblood MOH Chapter (CID 79) of<br />
<strong>Aug</strong>usta, ME speaking up in support of<br />
their fellow Korea veterans, the Maine bill<br />
did not have a chance of passing.<br />
KWVA and KVA Asst. Legislative<br />
Officer Donald R. Duffy reported that<br />
Pennsylvania State Representative Chris<br />
Sainato introduced HB 2995 (see below) in<br />
2005. The intent of the bill was to allow<br />
<strong>Korean</strong> <strong>War</strong> veterans who live in<br />
Pennsylvania, and who have received the<br />
Korea Defense Service Medal, to show the<br />
KDSM designation on their license plates.<br />

packet and Sainato went to work in<br />
Harrisburg, the state capital.<br />
Legislation began with Sainato and his<br />
H.B. 2295, which he introduced into the<br />
House on Dec. 6th, 2005. Sainato’s bill<br />
gained momentum and passed in the House<br />
unanimously. Senator Robert Robbins,<br />
District 50 (PA) moved H.B. 2295 through<br />
the state senate. Duffy emphasized that<br />
Robbins was a great help, and he and his staff<br />
deserve considerable thanks, as does Senator<br />
Gerald La Valle, PA state senator.<br />
Duffy modestly admits to playing a small<br />
role with H.B. 2295 by prodding, pestering,<br />
and preventing stalling. But, he did not do the<br />
job alone. He had the help of the <strong>Korean</strong> <strong>War</strong><br />
<strong>Veterans</strong> <strong>Association</strong> (KWVA) and its president,<br />
Louis T. Dechert, and Jeffrey J.<br />
Brodeur, KWVA National Director and<br />
Korea <strong>Veterans</strong> of America (KVA) Chapter<br />
299 Commander. Phyllis R. Duffy, Don<br />
Duffy’s wife, played a prominent role in the<br />
effort as well. She did all the computer work.<br />
Duffy also offered special thanks to the<br />
PA House and Senate transportation committee<br />
and its respective leaders, (Rep. Geist and<br />
Rep. McCall, State Senator Maddigan and<br />
his staff members, Craig and Patty).<br />
Finally, H.B. 2295 went to the governor<br />
of the Great State of Pennsylvania, Edward<br />
Rendell. Final honor was paid to these<br />
deserving Korea <strong>War</strong> veterans when he<br />
signed the bill into law on <strong>Jul</strong>y 7, <strong>2006</strong>.<br />
What will Duffy do next? Who knows?<br />
But, the odds are he will do something to get<br />
more recognition for <strong>Korean</strong> <strong>War</strong> veterans.<br />
AN ACT<br />
Amending Title 75 (Vehicles) of the Pennsylvania Consolidated statutes, providing for a special registration plate for recipients of the <strong>Korean</strong><br />
Defense Service Medal. The General Assembly of the Commonwealth of Pennsylvania hereby enacts as follows:<br />
Section 1. Title 75 of the Pennsylvania Consolidated Statutes is amended by adding a section to read:<br />
§ 1350.1. Special plates for recipients of <strong>Korean</strong> Defense Service Medal.<br />
Upon application of any person who is a recipient of the <strong>Korean</strong> Defense Service Medal, accompanied by a fee of $20 which shall be in addition<br />
to the annual registration fee and by such documentation as the department shall require, the department shall issue to the person a special registration<br />
plate designating the vehicle so licensed as belonging to a person who is a recipient of the <strong>Korean</strong> Defense Service Medal. The department<br />
shall design and produce the special registration plate.<br />
The special registration plate may be used only on a passenger car or truck with a registered gross weight of not more than 9,000-10,000 pounds.<br />
