Creating the environment for business It should be noted that the Department for Communities and Local Government have proposed changes to Table D.2 of PPS25, that would result in sewage treatment plants and water treatment plants being classified as ‘essential infrastructure’ and would therefore only be suitable if the Exception Test can be passed.
