events. Our thanks go to the European Federation of Nurse Associations (EFN),
the European Federation of Public Service Unions (EPSU), the European
Hospital and Healthcare Federation (HOPE), the European Hospital and
Healthcare Employers’ Association (HOSPEEM), the European Union of
Medical Specialists (UEMS) and the World Medical Association (WMA).
Finally, we would like to thank our colleagues at the Observatory and WHO
with whom we worked over the years and will keep working in the future. A
heartfelt thanks to Jonathan North, Caroline White and Jane Ward for their
dedicated, patient assistance in producing this volume; and, of course, many
thanks to Josep Figueras for his steadfast support and advice. Our special thanks
go to all the WHO country offices which have been extremely instrumental
in helping us find suitable country contacts, correspondents and authors.
Many of them have been actively involved in organizing policy dialogues
and seminars. We have benefited greatly from this exceptional infrastructure.
WHO headquarters in Geneva and the WHO Regional Office for Europe have
been pushing vigorously for the implementation of the WHO global code of
practice on the international recruitment of health personnel. This code has
been key to this volume. We would like to express our gratitude to our Geneva
colleagues for their excellent collaboration. Rüdiger Krech and Amani Siyam
supported our input at the Oslo (Norway) preparatory meeting, the followup
meeting of the 2008 Tallinn charter (2013) and the Third Global Forum
on Human Resources for Health in Recife, Brazil (2013). At home in Europe
Hans Kluge from the WHO Regional Office for Europe has always been very
supportive during all events, discussions and projects. Finally we want to thank
our colleague and friend Galina Perfilieva, WHO Regional Adviser for Human
Resources for Health, for her unconditional and very engaged support for
whatever initiative improves human resources for health. Thank you Galina.
