WHO headquarters in Geneva and the WHO Regional Office for Europe have

practice on the international recruitment of health personnel. This code has
been key to this volume. We would like to express our gratitude to our Geneva
colleagues for their excellent collaboration. Rüdiger Krech and Amani Siyam
supported our input at the Oslo (Norway) preparatory meeting, the followup
meeting of the 2008 Tallinn charter (2013) and the Third Global Forum
on Human Resources for Health in Recife, Brazil (2013). At home in Europe
Hans Kluge from the WHO Regional Office for Europe has always been very
