This book, the second volume of the PROMeTHEUS project, could not have<br />

been written without the ground-laying work delivered by our colleagues from<br />

all over Europe contributing to the first volume as country informants, country<br />

correspondents and authors. As authors and editors of the second volume we<br />

are deeply indebted to their intellectual leadership, expertise and commitment!<br />

The aim and concept of this book were substantially shaped and refined by<br />

insights gained from the interaction with policy-makers and senior officials<br />

in a continuous string of face-to-face meetings including policy dialogues<br />

in Prague, Venice, Stockholm (2009), Slovenia, Lithuania (2010), Hungary,<br />

the policy dialogues in Louvain/Leuven during the Belgian EU Presidency<br />

(2010), and the Baltic policy dialogue in Tallinn (2013), the joint workforce<br />

conference in Brussels (2011), parallel forums and workshops at the EHFG,<br />

Gastein (2009–2011), the event in the European Parliament (2011) and the<br />

discussion in the European Council 2011 in Gödöllő under the Hungarian<br />

EU Presidency. EHMA provided a platform for launching the first volume<br />

and discussing implications for the second at its annual conference in Porto,<br />

Portugal (2011). The editors presented preliminary results of this volume in<br />

a large number of talks and presentations, and we have to admit that we are<br />

unaware of all the presentations delivered by our authors. For all these events<br />

mentioned above we are most grateful for the funding, support and advice<br />

from the European Commission, the WHO Regional Office for Europe and all<br />

the governments and institutions involved. Particular thanks go to Willy Palm<br />

(European Observatory) for organizing, co-organizing and/or supporting all<br />

mentioned face-to-face meetings.<br />
