<strong>Dear</strong> <strong>Contestant</strong>,<br />

<strong>On</strong> <strong>behalf</strong> <strong>of</strong> <strong>the</strong> <strong>New</strong> <strong>York</strong> <strong>State</strong> <strong>Golf</strong> <strong>Association</strong> and <strong>the</strong> Otesaga’s Lea<strong>the</strong>rstocking <strong>Golf</strong> Course,<br />

welcome to <strong>the</strong> 2013 <strong>New</strong> <strong>York</strong> <strong>State</strong> Amateur Four-Ball & Senior Amateur Four-Ball Championship.<br />

Please take a few minutes to review <strong>the</strong> following information pertaining to this championship:<br />

Lea<strong>the</strong>rstocking <strong>Golf</strong> Course: Lea<strong>the</strong>rstocking GC is located at 60 Lake Street, Cooperstown, NY<br />

13326.<br />

Practice Rounds: A practice round is available for all contestants in <strong>the</strong> field and may now be<br />

scheduled for a date and time <strong>of</strong> your choosing by calling <strong>the</strong> Lea<strong>the</strong>rstocking <strong>Golf</strong> Course<br />

pr<strong>of</strong>essional shop (607-547-5275). The price for <strong>the</strong> practice round is $21 and will include a cart.<br />

Format: This championship will be conducted over two stipulated rounds consisting <strong>of</strong> 18 holes<br />

played at four-ball stroke play. The USGA defines this format <strong>of</strong> play as follows:<br />

“A competition in which two competitors play as partners, each playing his own ball. The lower score<br />

<strong>of</strong> <strong>the</strong> partners is <strong>the</strong> score for <strong>the</strong> hole. If one partner fails to complete <strong>the</strong> play <strong>of</strong> a hole, <strong>the</strong>re is no<br />

penalty.”<br />

The team in each division (Open/Senior) with <strong>the</strong> lowest score after 36 holes will be <strong>the</strong> winners. In<br />

<strong>the</strong> case that a tie exists for ei<strong>the</strong>r championship division at <strong>the</strong> conclusion <strong>of</strong> 36 holes, a hole-byhole<br />

play-<strong>of</strong>f will begin immediately on <strong>the</strong> first hole.<br />

Player Registration: All teams must register in person at Lea<strong>the</strong>rstocking <strong>Golf</strong> Course (see “Schedule<br />

<strong>of</strong> Events” for times).<br />

Attire: Players must be dressed in appropriate golf attire at all times. No jeans, cut-<strong>of</strong>f shorts, t-shirts<br />

or <strong>the</strong> like will be permitted.<br />

Course Yardage: Attached is <strong>the</strong> scorecard with <strong>the</strong> approximate distance that <strong>the</strong> course will be set<br />

up to play for both divisions.<br />

Driving Range: The use <strong>of</strong> <strong>the</strong> driving range, which is located just north <strong>of</strong> <strong>the</strong> property on Route 80,<br />

will be available compliments <strong>of</strong> Lea<strong>the</strong>rstocking on Sunday afternoon and Monday morning (starting<br />

at 6:30am).<br />

<strong>Contestant</strong> Dinner: The NYSGA invites all players to be our guests at <strong>the</strong> <strong>Contestant</strong> Dinner to be<br />

held in <strong>the</strong> Otesaga Resort’s ball room to begin at 6:30pm, shortly after <strong>the</strong> completion <strong>of</strong> Sunday’s<br />

first round. Guests tickets are available will be sold at registration for $40 each, cash or check only<br />

pleaset. Dress for dinner is golf attire.<br />

Food Service at Otesaga: Players will be responsible for any food and beverage purchases outside <strong>of</strong><br />

<strong>the</strong> contestant dinner. The Lea<strong>the</strong>rstocking <strong>Golf</strong> Grill & Patio and <strong>the</strong> Otesaga’s Hawkeye Restaurant<br />

will be open for service throughout <strong>the</strong> championship, and will accept <strong>the</strong> following payment options:<br />

cash, credit and room charges for hotel guests.<br />

C<strong>of</strong>fee Service: Complimentary c<strong>of</strong>fee service will be provided on Monday morning in <strong>the</strong><br />

Lea<strong>the</strong>rstocking <strong>Golf</strong> Grill & Patio for all competitors. Players will be responsible for <strong>the</strong>ir own<br />

breakfast.<br />

Local Rules and Conditions <strong>of</strong> Competition<br />

The Rules <strong>of</strong> <strong>the</strong> United <strong>State</strong>s <strong>Golf</strong> <strong>Association</strong> govern play. For additional Local Rules and Conditions <strong>of</strong><br />

Competition, see applicable championship or qualifying round Notice to Players and Entry Application.<br />

The complete text <strong>of</strong> <strong>the</strong> Rules, including Appendix I, may be found in <strong>the</strong> 2012-2015 Rules <strong>of</strong> <strong>Golf</strong>.<br />

LOCAL RULES<br />

Out <strong>of</strong> Bounds — Defined by inside points, at ground level, <strong>of</strong><br />

white stakes and fence posts. Rule 27-1.<br />

Water and Lateral Water Hazard Stakes and Lines — When a<br />

water hazard or a lateral water hazard is defined on only one<br />

side, it is deemed to extend to infinity. When a water hazard or<br />

lateral water hazard is bounded by out <strong>of</strong> bounds, <strong>the</strong> hazard<br />

margin extends to and coincides with <strong>the</strong> out <strong>of</strong> bounds line.<br />

Ground Under Repair — Defined by white lines. Fire ant hills,<br />

sod-covered trenching for temporary cables and French drains<br />

are deemed to be ground under repair. Rule 25-1. (Note: For a<br />

player whose ball is in a water hazard and is affected by a fire<br />

ant hill — see Decision 1-4/10.)<br />

Ground under repair may include areas <strong>of</strong> unusual damage,<br />

including areas where spectators or o<strong>the</strong>r traffic has combined<br />

with wet conditions to affect materially <strong>the</strong> ground surface,<br />

but only when so declared by an authorized member <strong>of</strong> <strong>the</strong><br />

Committee. When immediately adjacent to an obstruction,<br />

such an area is part <strong>of</strong> <strong>the</strong> obstruction.<br />

Seams <strong>of</strong> Cut Turf (Sod Seams) — The Local Rule as prescribed<br />

in Appendix I is in effect.<br />

Immovable Obstructions — Include plastic bumpers on roads<br />

and paths and mats secured to <strong>the</strong> ground with spikes when<br />

<strong>the</strong> bumpers or mats cover cables.<br />

White-Lined Areas Tying Into Artificially-Surfaced Roads and<br />

Paths — Have <strong>the</strong> same status as <strong>the</strong> roads and paths, that <strong>of</strong><br />

obstructions.<br />

Wood Chips and Mulch — Are loose impediments, unless o<strong>the</strong>rwise<br />

provided for in Notice to Players.<br />

Embedded Ball Through <strong>the</strong> Green — Local Rule as prescribed<br />

in Appendix I is in effect.<br />

Integral Parts <strong>of</strong> <strong>the</strong> Course — Include cables, rods, wires or<br />

wrappings when closely attached to trees; artificial walls and<br />

pilings when located in hazards, unless o<strong>the</strong>rwise provided for<br />

in Notice to Players.<br />

Temporary Power Lines and Cables — Local Rule as prescribed<br />

in Appendix I is in effect.<br />

Temporary Immovable Obstructions — Local Rule as prescribed<br />

in Appendix I is in effect.<br />

CONDITIONS OF COMPETITION<br />

List <strong>of</strong> Conforming Driver Heads — Optional Condition as<br />

prescribed in Appendix I is in effect.<br />

List <strong>of</strong> Conforming <strong>Golf</strong> Balls — Optional Condition as prescribed<br />

in Appendix I is in effect.<br />

Discontinuance <strong>of</strong> Play — Optional Condition as prescribed<br />

in Appendix I is in effect. All practice areas are closed during<br />

suspension for a dangerous situation until <strong>the</strong> Committee has<br />

declared <strong>the</strong>m open. Players who practice on closed practice<br />

areas will be asked to cease doing so; failure to comply may<br />

result in revocation <strong>of</strong> entry.<br />

Note: A suspension for a dangerous situation will be signaled<br />

by one prolonged airhorn note. All o<strong>the</strong>r types <strong>of</strong> suspension<br />

will be signaled by three consecutive airhorn notes, repeated.<br />

Resumption <strong>of</strong> play will be signaled by two short airhorn<br />

notes, repeated.<br />

Metal/Ceramic Spikes — The use <strong>of</strong> metal or ceramic spikes is<br />

prohibited. Use <strong>of</strong> <strong>the</strong>se spikes will result in disqualification.<br />

Pace <strong>of</strong> Play — See separate memorandum to players for pace<br />

<strong>of</strong> play guidelines, when applicable.<br />

Distance Measuring Devices — A player may obtain distance<br />

information by using a device that measures distance only. If,<br />

during a stipulated round, a player uses a distance-measuring<br />

device that is designed to gauge or measure o<strong>the</strong>r conditions<br />

that might affect his play (e.g., gradient, wind speed, temperature,<br />

etc.), <strong>the</strong> player is in breach <strong>of</strong> Rule 14-3, for which <strong>the</strong><br />

penalty is disqualification, regardless <strong>of</strong> whe<strong>the</strong>r any such<br />

additional function is actually used.<br />

Close <strong>of</strong> Competition — The competition is deemed to have<br />

closed when <strong>the</strong> trophy has been presented to <strong>the</strong> winner or,<br />

in <strong>the</strong> absence <strong>of</strong> a prize ceremony, when all scores have been<br />

approved by <strong>the</strong> Committee.<br />

The result <strong>of</strong> a match is considered to have been “<strong>of</strong>ficially<br />

announced” when <strong>the</strong> Committee has approved <strong>the</strong> result as<br />

posted on <strong>the</strong> public scoreboard.


The <strong>New</strong> <strong>York</strong> <strong>State</strong> <strong>Golf</strong> <strong>Association</strong>’s<br />

Pace <strong>of</strong> Play Policy<br />

It is a condition <strong>of</strong> <strong>the</strong> competition that <strong>the</strong> competitors be aware <strong>of</strong> <strong>the</strong> Pace <strong>of</strong> Play Policy for this competition.<br />

The relevant guidelines are contained herein.<br />

“Out <strong>of</strong> Position” Defined<br />

The first group to start will be considered out <strong>of</strong> position if, at any time during <strong>the</strong> round, <strong>the</strong> group is behind<br />

<strong>the</strong> schedule indicated on <strong>the</strong> reverse side <strong>of</strong> this page. The second or third group will be considered out <strong>of</strong><br />

position if it (a) is taking more than <strong>the</strong> allotted time to play and (b) reaches <strong>the</strong> teeing ground <strong>of</strong> a par 3 hole<br />

which is clear, fails to clear <strong>the</strong> teeing ground <strong>of</strong> a par 4 hole before <strong>the</strong> preceding group clears <strong>the</strong> putting<br />

green, or arrives at <strong>the</strong> teeing ground <strong>of</strong> a par 5 hole when <strong>the</strong> preceding group is on <strong>the</strong> putting green. Regardless<br />

<strong>of</strong> its overall time, any subsequent group will be considered out <strong>of</strong> position if it reaches <strong>the</strong> teeing<br />

ground <strong>of</strong> a par 3 which is clear, fails to clear <strong>the</strong> teeing ground <strong>of</strong> a par 4 hole before <strong>the</strong> preceding group<br />

clears <strong>the</strong> putting green, or arrives at <strong>the</strong> teeing ground <strong>of</strong> a par 5 hole when <strong>the</strong> preceding group is on <strong>the</strong><br />

putting green.<br />

Note: At any time, <strong>the</strong> Committee reserves <strong>the</strong> right to time a group when <strong>the</strong> Committee deems it necessary.<br />

Players should also be aware that <strong>the</strong> Committee under Rule 6-7 may assess a penalty to a player in a group<br />

which is out <strong>of</strong> position if <strong>the</strong> player makes no effort to help get his group back in position. An example <strong>of</strong><br />

this would be a player who unduly delays play between shots.<br />

Warnings<br />

Players in a group which is out <strong>of</strong> position may be timed. When possible, Rules Officials will instruct <strong>the</strong> players<br />

in a group if <strong>the</strong> group is lagging behind but not yet out <strong>of</strong> position. Rules Officials will advise a group if it<br />

is being timed.<br />

Timing and Penalties<br />

The timing <strong>of</strong> a player’s stroke will begin when he has had reasonable opportunity to reach his ball, it is his<br />

turn to play and he can play without interference or distraction. <strong>On</strong> <strong>the</strong> putting green, timing will begin after<br />

a player has been allowed a reasonable amount <strong>of</strong> time to mark, lift, clean and replace his ball, repair his ball<br />

mark and o<strong>the</strong>r ball marks on his line <strong>of</strong> putt, and remove loose impediments on his line <strong>of</strong> putt. The player is<br />

expected to play a stroke within 40 seconds. Time spent walking forward or backward for determining yardages<br />

as well as time spent looking at <strong>the</strong> line <strong>of</strong> putt from beyond <strong>the</strong> hole and/or behind <strong>the</strong> ball will count<br />

as part <strong>of</strong> <strong>the</strong> time taken for <strong>the</strong> next stroke.<br />

If a group is being timed, any player who takes more than 40 seconds to play a stroke is subject to <strong>the</strong> following<br />

penalties:<br />

First Offense: <strong>On</strong>e Stroke<br />

Second Offense: Two Strokes<br />

Third Offense: DISQUALIFICATION<br />

Note: If a group being timed regains its proper position, any previous bad timings will be carried over for <strong>the</strong><br />

remainder <strong>of</strong> <strong>the</strong> round in <strong>the</strong> event that <strong>the</strong> group requires additional timing.<br />

Note: If a ruling <strong>of</strong> o<strong>the</strong>r uncontrollable delay causes a group to lose its position, <strong>the</strong> group is expected to<br />

regain its position within a reasonable time.
