Dear Contestant,
On behalf of the New York State Golf Association and the Otesaga’s Leatherstocking Golf Course,
welcome to the 2013 New York State Amateur Four-Ball & Senior Amateur Four-Ball Championship.
Please take a few minutes to review the following information pertaining to this championship:
Leatherstocking Golf Course: Leatherstocking GC is located at 60 Lake Street, Cooperstown, NY
13326.
Practice Rounds: A practice round is available for all contestants in the field and may now be
scheduled for a date and time of your choosing by calling the Leatherstocking Golf Course
professional shop (607-547-5275). The price for the practice round is $21 and will include a cart.
Format: This championship will be conducted over two stipulated rounds consisting of 18 holes
played at four-ball stroke play. The USGA defines this format of play as follows:
“A competition in which two competitors play as partners, each playing his own ball. The lower score
of the partners is the score for the hole. If one partner fails to complete the play of a hole, there is no
penalty.”
The team in each division (Open/Senior) with the lowest score after 36 holes will be the winners. In
the case that a tie exists for either championship division at the conclusion of 36 holes, a hole-byhole
play-off will begin immediately on the first hole.

Player Registration: All teams must register in person at Leatherstocking Golf Course (see “Schedule
of Events” for times).
Attire: Players must be dressed in appropriate golf attire at all times. No jeans, cut-off shorts, t-shirts
or the like will be permitted.
Course Yardage: Attached is the scorecard with the approximate distance that the course will be set
up to play for both divisions.
Driving Range: The use of the driving range, which is located just north of the property on Route 80,
will be available compliments of Leatherstocking on Sunday afternoon and Monday morning (starting
at 6:30am).
Contestant Dinner: The NYSGA invites all players to be our guests at the Contestant Dinner to be
held in the Otesaga Resort’s ball room to begin at 6:30pm, shortly after the completion of Sunday’s
first round. Guests tickets are available will be sold at registration for $40 each, cash or check only
pleaset. Dress for dinner is golf attire.
Food Service at Otesaga: Players will be responsible for any food and beverage purchases outside of
the contestant dinner. The Leatherstocking Golf Grill & Patio and the Otesaga’s Hawkeye Restaurant
will be open for service throughout the championship, and will accept the following payment options:
cash, credit and room charges for hotel guests.
Coffee Service: Complimentary coffee service will be provided on Monday morning in the
Leatherstocking Golf Grill & Patio for all competitors. Players will be responsible for their own
breakfast.

The New York State Golf Association’s
Local Rules and Conditions of Competition
The Rules of the United States Golf Association govern play. For additional Local Rules and Conditions of
Competition, see applicable championship or qualifying round Notice to Players and Entry Application.
The complete text of the Rules, including Appendix I, may be found in the 2012-2015 Rules of Golf.
LOCAL RULES
Out of Bounds — Defined by inside points, at ground level, of
white stakes and fence posts. Rule 27-1.
Water and Lateral Water Hazard Stakes and Lines — When a
water hazard or a lateral water hazard is defined on only one
side, it is deemed to extend to infinity. When a water hazard or
lateral water hazard is bounded by out of bounds, the hazard
margin extends to and coincides with the out of bounds line.
Ground Under Repair — Defined by white lines. Fire ant hills,
sod-covered trenching for temporary cables and French drains
are deemed to be ground under repair. Rule 25-1. (Note: For a
player whose ball is in a water hazard and is affected by a fire
ant hill — see Decision 1-4/10.)
Ground under repair may include areas of unusual damage,
including areas where spectators or other traffic has combined
with wet conditions to affect materially the ground surface,
but only when so declared by an authorized member of the
Committee. When immediately adjacent to an obstruction,
such an area is part of the obstruction.
Seams of Cut Turf (Sod Seams) — The Local Rule as prescribed
in Appendix I is in effect.
Immovable Obstructions — Include plastic bumpers on roads
and paths and mats secured to the ground with spikes when
the bumpers or mats cover cables.
White-Lined Areas Tying Into Artificially-Surfaced Roads and
Paths — Have the same status as the roads and paths, that of
obstructions.
Wood Chips and Mulch — Are loose impediments, unless otherwise
provided for in Notice to Players.
Embedded Ball Through the Green — Local Rule as prescribed
in Appendix I is in effect.
Integral Parts of the Course — Include cables, rods, wires or
wrappings when closely attached to trees; artificial walls and
pilings when located in hazards, unless otherwise provided for
in Notice to Players.
Temporary Power Lines and Cables — Local Rule as prescribed
in Appendix I is in effect.
Temporary Immovable Obstructions — Local Rule as prescribed
in Appendix I is in effect.
CONDITIONS OF COMPETITION
List of Conforming Driver Heads — Optional Condition as
prescribed in Appendix I is in effect.
List of Conforming Golf Balls — Optional Condition as prescribed
in Appendix I is in effect.
Discontinuance of Play — Optional Condition as prescribed
in Appendix I is in effect. All practice areas are closed during
suspension for a dangerous situation until the Committee has
declared them open. Players who practice on closed practice
areas will be asked to cease doing so; failure to comply may
result in revocation of entry.
Note: A suspension for a dangerous situation will be signaled
by one prolonged airhorn note. All other types of suspension
will be signaled by three consecutive airhorn notes, repeated.
Resumption of play will be signaled by two short airhorn
notes, repeated.
Metal/Ceramic Spikes — The use of metal or ceramic spikes is
prohibited. Use of these spikes will result in disqualification.
Pace of Play — See separate memorandum to players for pace
of play guidelines, when applicable.
Distance Measuring Devices — A player may obtain distance
information by using a device that measures distance only. If,
during a stipulated round, a player uses a distance-measuring
device that is designed to gauge or measure other conditions
that might affect his play (e.g., gradient, wind speed, temperature,
etc.), the player is in breach of Rule 14-3, for which the
penalty is disqualification, regardless of whether any such
additional function is actually used.
Close of Competition — The competition is deemed to have
closed when the trophy has been presented to the winner or,
in the absence of a prize ceremony, when all scores have been
approved by the Committee.
The result of a match is considered to have been “officially
announced” when the Committee has approved the result as
posted on the public scoreboard.

Pace of Play Policy
It is a condition of the competition that the competitors be aware of the Pace of Play Policy for this competition.
The relevant guidelines are contained herein.
“Out of Position” Defined
The first group to start will be considered out of position if, at any time during the round, the group is behind
the schedule indicated on the reverse side of this page. The second or third group will be considered out of
position if it (a) is taking more than the allotted time to play and (b) reaches the teeing ground of a par 3 hole
which is clear, fails to clear the teeing ground of a par 4 hole before the preceding group clears the putting
green, or arrives at the teeing ground of a par 5 hole when the preceding group is on the putting green. Regardless
of its overall time, any subsequent group will be considered out of position if it reaches the teeing
ground of a par 3 which is clear, fails to clear the teeing ground of a par 4 hole before the preceding group
clears the putting green, or arrives at the teeing ground of a par 5 hole when the preceding group is on the
putting green.
Note: At any time, the Committee reserves the right to time a group when the Committee deems it necessary.
Players should also be aware that the Committee under Rule 6-7 may assess a penalty to a player in a group
which is out of position if the player makes no effort to help get his group back in position. An example of
this would be a player who unduly delays play between shots.
Warnings
Players in a group which is out of position may be timed. When possible, Rules Officials will instruct the players
in a group if the group is lagging behind but not yet out of position. Rules Officials will advise a group if it
is being timed.
Timing and Penalties
The timing of a player’s stroke will begin when he has had reasonable opportunity to reach his ball, it is his
turn to play and he can play without interference or distraction. On the putting green, timing will begin after
a player has been allowed a reasonable amount of time to mark, lift, clean and replace his ball, repair his ball
mark and other ball marks on his line of putt, and remove loose impediments on his line of putt. The player is
expected to play a stroke within 40 seconds. Time spent walking forward or backward for determining yardages
as well as time spent looking at the line of putt from beyond the hole and/or behind the ball will count
as part of the time taken for the next stroke.
If a group is being timed, any player who takes more than 40 seconds to play a stroke is subject to the following
penalties:
First Offense: One Stroke
Second Offense: Two Strokes
Third Offense: DISQUALIFICATION
Note: If a group being timed regains its proper position, any previous bad timings will be carried over for the
remainder of the round in the event that the group requires additional timing.
Note: If a ruling of other uncontrollable delay causes a group to lose its position, the group is expected to
regain its position within a reasonable time.
