teach the language within the context of its
epistemology (whakapapa). The effect is that the
learning of the language is a vehicle for personal
growth and the development of Māori cultural
competency. The programme begins from elementary
te reo Māori and can progress up to level 4 if learners
require, although for the majority, levels 1 and 2 are
sufficient.

Previous quality assurance
history:
Funding placement reductions from the Tertiary
Education Commission have significantly reduced the
number of learners enrolled. The Society is aware that
this may impact on its long-term viability.
The Society was last quality assured by NZQA by audit
in 2008. The audit found that the Society met all but
one requirement of QA Standard One, the quality
standard then in force. The requirement not met related
to physical and learning resources, specifically an
expired building warrant of fitness. However, during
this EER the evaluation team sighted a current building
warrant of fitness.
2. Scope of external evaluation and review
The agreed scope of the external evaluation and review was twofold:
• Governance, management, and strategy
• Te Reo me ona Tikanga Māori course.
For this report, governance, management, and strategy was a mandatory focus area. Te Reo
me ona Tikanga Māori was selected as a focus area as it is the only programme offered by
the Society.
3. Conduct of external evaluation and review
All external evaluation and reviews are conducted in accordance with NZQA’s published
policies and procedures. The methodology used is described fully in the document Policy
and Guidelines for the Conduct of External Evaluation and Review available at:

The external evaluation and review team comprised an external lead evaluator and a second
external evaluator. The team visited the Society on 15 February 2011, and in a whānau hui
