precedent, as it is clear that venues offering adult<br />

entertainment involving nudity function and interact within<br />

the <strong>local</strong> community in a unique way.<br />

In addition, the Licensing Act 2003 has made it increasingly<br />

problematic for Local Authorities to monitor clubs and<br />

applications in their jurisdictions.<br />
