The Physician Assistant Advisory Committee of the Board of Medical Licensure and
Supervision met on April 29, 2010, in accordance with the Open Meeting Act. The meeting was
held at the office of the Board, 101 NE 51 st Street, Oklahoma City, Oklahoma. Members present
were:

The meeting was called to order at 3:00 p.m. The minutes from January 7, 2010,
Committee meeting were reviewed. Dr. McNeill moved to approve the minutes as presented.
Ms. Gillispie seconded the motion and the vote was unanimous in the affirmative.
LINDSEY MICHELLE SCHAEFER appeared in support of her application for Physician
Assistant licensure. Ms. Schaefer had been asked to appear in response to an arrest for driving
under the influence. Ms. Schaefer testified regarding the incident that led to her arrest. She
stated that it was completely out of character for her and would never happen again. A
proposed Agreement for licensure was present that would allow the Board to monitor Ms.
Schaefer. Dr. McNeill moved to recommend approval for licensure and warned Ms. Schaefer
that if anything like this happens again, her license would be in serious jeopardy. Ms. Tudor
suggested that, due to Dr. McNeill's connection with Ms. Schaefer through the PA Program that
he abstain from voting. Dr. McNeill withdrew his motion. Dr. Wootan moved to recommend
approval of the application under terms of the Agreement. Mr. Coody seconded the motion
and all voted in favor of the motion with Dr. McNeill abstaining. (See attachment #1)
Staff reported on pending disciplinary cases. The Complaint in the case of Betti Wymer,
PA was reviewed. Allegations were that Ms. Wymer employed her supervising physician and

allowed unlicensed personnel to treat her patients when neither a physician nor PA was in the
clinic. The Committee was deeply concerned that, if the allegations were true, that Ms. Wymer
was still licensed to practice. Dr. Wootan moved to recommend that the Board curtail her
practice until the case is heard. Ms. Gillispie and Mr. Coody seconded the motion and the vote
was unanimous in the affirmative. (See attachment #2)
Staff reported on the Complaint filed against Scott Gregory Bearden, PA for sexual
misconduct. After review of the allegations, Dr. McNeill made a motion to recommend that the
Board curtail Mr. Bearden's practice until the case is heard. Ms. Gillispie seconded the motion
and the vote was unanimous in the affirmative. (See attachment #3)
The case of Kathleen Mason-Morton, PA was reviewed. The allegations were that she
employed her supervising physician in violation of Board rules. Mr. Kelsey reported that it was
a difficult case because of variances in interpretations of the law. At staff’s recommendation,
the Committee took no official stand on the case. (See attachment #4)
Applications for licensure, reinstatement of licensure, transfer applications, applications
for additional positions and additional alternate supervisors were reviewed. Dr. McNeill moved
to recommend approval of the following applications for Physician Assistant licensure:

Chuck Stewart, MD with the Oklahoma Institute of Disaster and Emergency Medicine
appeared with Leslie Ahlborn, PA to discuss Physician Assistant participation in disaster and
emergency care. The Committee reviewed model language from the American Academy of
Physician Assistants on PA participation in disaster and emergency care. Dr. Stewart said he
would like to be Ms. Ahlborn's supervising physician in times of disaster but he was concerned
that there was not language in the rules allowing a PA to practice during a disaster. Dr. McNeill
said he had tried on two different occasions to get the AAPA language into law. On the first
attempt, the bill never made it out of committee. The second time he was told by a senator
that PAs would be covered by the Good Samaritan law and the law change was not needed. The
Committee advised Dr. Stewart that, as Ms. Ahlborn's supervising physician, he could send her
to another location without his presence. As alternate supervising physician, he could provide
supervision at the site of a disaster. One thing not covered by the PA law would be out of state
PAs who may want to come into the state to offer aid during a disaster; however, they would
be covered by the Good Samaritan law. The Committee discussed that the situation could get
messy if a physician is on site and directing the PA in conflict with the PA's supervising
physician. Getting the language into law would clean up a lot of the problems. Dr. McNeill
suggested the Committee take the language to the state PA Academy who could seek the
Board’s support in changing the law. He suggested adding to back of Form #5 under practice
setting, any disaster setting. In the case of Ms. Ahlborn, she would need to add Dr. Stewart as
an additional position to have him be her supervisor in the setting of his role at the University
rather than at the clinic setting.
An inquiry was received from Terry Arnold, PA regarding medications prescribed by the
supervising physician and distributed by the PA when the supervising physician is outside of the
office. The Committee discussed different scenarios of dispensing, including through selfservice
machines. After discussion, the Committee asked Dr. McNeill to respond to Mr. Arnold
that if the physician is not on-site to dispense, the Physician Assistant may not dispense the
medications.

Mr. Kelsey reported on updates to the web site. PAs can see who is listed as their
supervising physician(s) and soon physicians will be able to look at all the licensees they are
listed as supervising.
