In general, an NDM that is a combined instantiation should consist of at least one message<br />
(AEM, APM, OEM, OMM, OPM, or TDM). However, it is possible to generate a valid<br />
‘empty’ NDM, i.e., an NDM that contains only the outermost tag levels.<br />
NOTE – The basic structure of a combined instantiation NDM is illustrated in figure 4-2.<br />
