Here are a few facts about our WIC office: The Pueblo of Isleta WIC program has been recognized at the national level for our implementation of the WIC Electronic Benefits Transfer (EBT) card. POI WIC was among the first WIC agencies to implement EBT and the first tribal WIC organization in the nation to do so. As other states migrate from paper WIC checks to EBT, they will look to POI WIC for guidance. We will be here to share our lessons learned and best practices. Tax Exemptions for Native Americans Are you a member of a Native American nation, or the spouse of a member, and living on your Pueblo or reservation? If so, you are eligible to be exempt from certain taxes and charges* that may appear on your utility (natural gas, propane, electric, water), phone and cable bills. To apply to have these taxes taken off your bills, please fill out the attached form. Give a copy to each of your utility, phone and cable companies. [Members of Santa Clara, Tesuque or Ohkay Owingeh Pueblos are asked to return the form to their Tribal Government office.] For questions or more information on Native American tax exemptions, please contact your Tribal Government office or the New Mexico Public Regulation Commission at 1-888-4ASK-PRC. Keeping Current In the spirit of offering the community the best services possible, one of this year's program goals is for the entire WIC staff to update their certified education training. All paraprofessional WIC staff are required to complete the WIC certified education training. The curriculum has been developed and approved by USDA Food and Nutrition Service and is recognized as an integral part of WICs integrity training for staff. In order to become certified, staff must pass all exams with at least an 85%. The training is overseen by the WIC Nutrition Coordinator. Updating staff certifications is one of the ways WIC is striving to keep staff current of the most recent research and recommendations in the ever changing fields of nutrition and breastfeeding. Got Breastmilk? POI WIC is one of the few WIC programs fortunate enough to have a registered lactation consultant (RLC) on staff. Janette is a member of the International Board of Certified Lactation Consultants (IBCLC). In the private sector breastfeeding mothers pay for the services of an RLC. Here at the WIC office all a mom has to do is stop by and she and her baby can have her own private consultation! Janette makes house calls too! Go Baby! Native American Exemption Form You may be exempt from certain taxes and surcharges* on your utility, phone or propane bills if you are: a governmental entity of the Pueblo or Tribe; a member (or spouse) of the Pueblo or Tribe and living on your Pueblo or Reservation; or a business owned by the Pueblo or Tribe and located on and doing business on the Pueblo or Reservation. * You may be exempt from State, City and County gross receipts taxes, 911 fees, Municipal and County franchise fees, telecommunication relay service charges, and New Mexico Universal Service Charges. This tax exemption does not apply to taxes imposed by your Tribe or Pueblo and collected by the utility, phone and cable companies on behalf of your Tribe or Pueblo. All WIC participants are aware of the blood iron test we conduct to determine if one is anemic. WIC purchased a new state of the art HemoCue analyzer. The new blood analyzer is extremely accurate and will allow WIC staff to determine the best course of nutrition counseling for our participants. Even if you are not a WIC participant, please stop by your WIC office anytime. We would love to show you around. You can even sample the recipe of the month we prepare for our nutrition classes. February 2011 Isleta Pueblo News Page 7 Introducing the Isleta Business Corporation (IBC). What is the IBC you ask? The general purpose of the IBC is to manage all business development efforts and tribal enterprises not currently under the management of the Hard Rock Casino or Tribal government on and off the reservation. The Tribal Council chartered the IBC on December 30, 2010. Since being chartered the IBC has been tasked with overseeing the operations of the One Stop, Travel Center, Farm Enterprise and Comanche Ranch. The general purpose of the IBC is to generate growth and profitability for the businesses of Isleta Pueblo. The IBC is overseen by the Tribal Council and is required to provide quarterly performance updates describing the return on investment and revenue. The IBC is made up of 5 members, 3 Isleta tribal members and 2 non-Isleta tribal members. The members are: Harold Culbertson, who is a enrolled member of the Fort Peck Sioux Tribe, Poplar, MT. Mr. Culbertson is a Certified Public Accountant with degrees from Portland State University, Portland, OR, with an emphasis in accounting, MBA from Harvard Business School, Boston, MA, with an emphasis in New Ventures and Small Business Management and a Doctorate in Business from the University of Washington, Seattle, WA. James Fitting is a non-Indian who retired from the Navajo Nation in 2006 as the Assistant Attorney General for CHIEF FINANCIAL OFFICER The Isleta Business Corporation has recently been chartered by the Pueblo of Isleta to manage two gas stations and convenience stores and the tribal farm and ranch enterprise which have combined gross annual revenues of $33 million. The Pueblo is also providing funds for future economic development on and off the reservation. The IBC BOD is accepting applications from member of the POI to serve as CFO to manage the finances. Preferred qualifications are 10 years of comparable financial management experience and a business degree (CPA preferred). Salary is dependent on experience. Pueblo of Isleta Preference will apply. LOGO DESIGN CONTEST The newly formed Isleta Business Corporation (IBC) is in need of a logo for use on memos, business cards, letterhead and signs. It needs a graphic identity and because it will represent tribal businesses, the IBC hopes someone from the tribe will design the logo! If you are an artist, or even if you are not, the IBC encourages you to submit a logo design. All submissions must be original work and not subject to any copyrights. Logos should capture the spirit of the Pueblo or illustrate the IBC's mission "To foster tribal self-sufficiency through business development consistent with cultural values and beliefs." Isleta Business Corporation Economic Development. He has a Ph.D. in Anthropology from the University of Michigan and has worked on the social and cultural impact of development projects in North America and Asia. He received his M.B.A. and J.D. from National University and has been admitted to the practice of law in Arizona, California, and New Mexico and on the Navajo Nation. He is currently working part time with the law firm of Luebben Johnson & Barnhouse, where he practices in the area of business development and financing in Indian Country. He is also one of 12 attorneys in New Mexico who have been certified as a Federal Indian Law Specialist by the New Mexico Board of Legal Specialization and he is also Certified Professional Contracts Manager. Nathan Lucero is an Isleta tribal member who has studied at UNM and has obtained an Associate of Arts in Pre-Management (Business Management) from CNM. His background also includes construction management, casino management and is currently an Associate Broker / Realtor® for Red Mesa Realty. Michael Paquin is an Isleta tribal member who is a licensed New Mexico Contractor and owner/ President of Landscape Technologies, Inc. headquartered in Isleta Pueblo. He has over 20 years experience in all phases of construction, with emphasis in construction project management and safety program management. For the 2010 irrigation season, Michael was the assistant mayordomo for the Acequi Madre ditch system. Rafaela Kovacs is an Isleta Tribal member who recently finished the Masters of Business Administration program at UNM. She currently works at Kirtland AFB as a contract specialist and has experience in banking and retail management. The IBC is currently tasked with hiring a CEO (chief executive officer/president) and CFO (chief financial officer) for the corporation. Soon thereafter, the IBC will be tasked with hiring 7 additional positions including accounting professionals, human resources support and IT personnel. The IBC employs 29 employees including convenience center personnel and farm/ ranch employees. The IBC will continue to review business opportunities that will be profitable to the tribe. Currently the IBC is awaiting approval from BIA for the lease to open a Subway at the Isleta Travel Center. The One Stop is selling a non-branded fuel that can be sold at a lower price per gallon which allows for greater revenue. The IBC is headquartered temporarily in the American Legion Post building located at the old Head Start on TR 2. The IBC will relocate to the new government complex south of the Hard Rock upon completion. The IBC will continue to update you on current and future business ventures. We will meet 3 times a year at a Restaurant and share suggestions and tips on ways to stay smoke free. Who: Former Smokers [this group is for people that are no longer smokers. If you are still a smoker and want to stop, then sign up for Freedom From Smoking (869-4479)]. What: Support Group that will meet quarterly at a Restaurant to share tips, support and suggestions on how to stay smoke free.
