About the Author<br />

Eugene H. Clark-Herrera is Chair of Orrick’s <strong>Charter</strong> School Finance Group, and<br />

has served as bond counsel for public charter schools across the country in debt<br />

financing transactions for over ten years. Eugene pioneered capital markets access<br />

for California public charter schools, structured the largest multi-campus singleissuer<br />

public charter school financing to date, and has advised governmental issuers,<br />

foundations, advocacy groups and policy makers in the development and expansion<br />

of public charter school access to tax-advantaged financing. He is a graduate of<br />

Stanford Law School and an alumnus of the Teach for America Corps. He also<br />

founded and maintains an arts-based youth development organization in the<br />

San Francisco Bay Area (see www.muralmusicarts.org).<br />

Maria C. Sazon is the Senior Director for Facilities Initiatives at the National Alliance<br />

for <strong>Public</strong> <strong>Charter</strong> <strong>Schools</strong>. Maria is a former senior municipal bond research analyst<br />

at New York City based AllianceBernstein where she analyzed the credit risks of<br />

investing in public charter school and other education-related bonds. Previously,<br />

Maria was a credit analyst at a bond insurance company where she specialized in taxbacked<br />

and revenue bond credits. She also worked as a credit and loan officer to nonprofit<br />

organizations and municipalities in two commercial banks. Maria is the author<br />

of, Making Room for New <strong>Public</strong> <strong>Schools</strong>: How Innovative School Districts are Learning<br />

to Share <strong>Public</strong> Education Facilities with <strong>Charter</strong> <strong>Schools</strong>, published by NAPCS in 2011.<br />
