Photo 4: Emerald Ash Borer Adult Photo 5: Larvae Galleries 3 Roles and Responsibilities 3.1 Federal Government The CFIA is the federal agency responsible for regulating introduced Forestry or Agriculture pests. Federal regulatory measures prohibit the movement of any ash tree materials and firewood of all species to areas not yet impacted. The CFIA has established a multi-agency approach involving the Ontario Ministry of Natural Resources, Canadian Forest Service and the Ontario Ministry of Agriculture and Food. Conservation authorities and many other groups, agencies and associations are also being consulted to ensure an effective, comprehensive approach. 3.2 Provincial Government The Ministry of Natural Resources (MNR) facilitates research on forest health through the work of scientists at the Ministry's Ontario Forest Research Institute. Forest health management includes control programs, research, expert advice, education and knowledge transfer, development of pest control methods and products, policy development and implementation, development of best practices and their inclusion in forest management activities and interagency collaboration. 3.3 Regional Government The Region of Durham is responsible for the planting of street trees along Regional Roads and the management of the Durham Forest, located in Uxbridge. The Region of Durham does not have dedicated staff or resources to assist in managing EAB. The Region of Durham is responsible for the disposal and processing of residential leaf and yard waste. Removal of infested ash trees will result in the accumulation and need to dispose of large quantities of wood residue. 3.4 Local Municipalities Once EAB is detected municipalities must monitor and manage the pest with their own resources. The City of Oshawa through the current bylaws, policies and quality standards is responsible for urban tree management including street and park tree planting programs. On Aug. 24, 2011, Parks staff hosted a meeting with neighbouring Durham municipalities to discuss EAB and possible actions that would support a consistent EAB management plan within the Region of Durham. Region of Durham municipalities with confirmed positive EAB infestation include the City of Pickering, the Town of Whitby and the City of Oshawa. Although no municipalities within Durham Region have an EAB management plan; removing infested trees, selective pesticide treatments, monitoring, replanting non ash species and education of residents were discussed and are recommended. These actions are consistent with those strategies implemented in other Ontario municipalities. 3.5 Private Property Owners Property owners are responsible for ash trees on private property which includes maintenance, treatment and removal. It is expected that costs for some private ash tree removals will be extensive. The Property Standard By-Law 1-2002 states that property is to be maintained in a clean and tidy condition, which includes removal of: dead or decayed trees or other natural growth, including branches and limbs thereof, or damaged trees that create an unsafe condition.
