Q: I have questions regarding the Ages and Stages Screening process; whom do I contact? A: You can contact Rachel Winters at the University of Pittsburgh School of Social Workrrw14@pitt.edu or by phone at 412-383-8028. 11. Q: Do I have to enter screenings that occurred prior to July 1, 2009? A. No, results from screens conducted prior to July 1 are not required to be entered. Children screened prior to July 1 can be entered into the application when a subsequent screen is conducted after July 1, 2009. If your county does require that screens prior to July 1 are entered, the application will accept the data. 12. Q: Can I see children entered into the application by other agencies or people? A: You will only be able to see children who have been entered by your county. Child information is not linked to the person who entered the information but to the county that staff member is assigned. For example, Ms. Data Entry from Cumberland County will be able to access records for all children who have been entered by staff from Cumberland County. However, she would not be able to access data from nearby Dauphin County. But Ms. Data Entry would be able to access the file of a Cumberland County child entered into the system by Ms. Data Entry’s co-worker Mr. Data Recorder. This is so that other people can update files when someone is sick, etc. However, if you are a provider or other agency entering information for a county children and youth agency you will be able to see ASQ files of children you are not tracking. For example, Mr. Data Entry from Pike County MH/MR who is conducting screens on some of Pike County Children & Youth consumers could access files of Pike County children whom his agency is not tracking but Pike County Children and Youth is monitoring regarding ASQ screenings. Counties and agencies who are in this situation may want to strengthen their confidentiality agreements. 13. Q: How can I access the Training Program’s online data entry application? A: The application can be accessed through the program’s home page http://www.pacwcbt.pitt.edu/ by selecting the Ages & Stages link on the bottom left of the page. Or, you can bypass the homepage and go directly to the site through http://www.encompass.pitt.edu/agesstages/ASQHomePage.aspx All documents, web pages, photographs and images are the property of the University of Pittsburgh, except where noted. A: An additional release is when a program (such as a database) is updated with new or improved functionality. 15. Q: Is parental consent necessary for entry into the application. A: No parental consent is not required for the information to be entered into the application. If you feel like you would like to have one in place, for your own benefit, then do so. Only your county will have access to the identified information for the children you enter. The application is a tool for counties to keep track of their information, and will also be used to select a random sample of children for the outcomes study. Data, for research purposes, will not contain identifying information. We, at the research study, in order to ensure confidentiality, will not have access to your records and neither will the State. When research interviews are conducted with caregivers, beginning later this year (2009), they will need to sign a consent form in order to participate. The researchers will contact the point persons in the selected counties to help with scheduling the interviews. At that time, caregivers will need to sign a consent form for their participation. 16. Q: Which children require screening? A: All children under age 3, who have been the victims of substantiated abuse maltreatment, MUST be screened using ASQ/ASQ-SE within 30 days of case acceptance • Those with a qualifying score must be referred for EI • Those who do not meet qualifying scores must be screened periodically It is recommended that all children under age 5 receiving agency services (open or accepted) be screened. 17. Q: Why are children and youth agencies required to screen children for developmental concerns? A: Research shows that maltreated children with developmental or early social-behavioral problems are under-identified and that too few receive early intervention services that could help improve their developmental outcomes. Screening also ensures that Pennsylvania is in compliance with the Child Abuse Prevention and Treatment Act (CAPTA). Screening young children is an effective, efficient way for professionals to catch problems and start treatment when it does the most good—during the crucial early years when the child’s brain and body are developing so rapidly.
