X. CONTINUITY OF OPERATIONS (COOP) / CONTINUITY OF GOVERNMENT (COG)<br />

The <strong>Park</strong> <strong>County</strong> Office of Homeland Security has generated a three-tiered approach to<br />

COOP / COG:<br />

The top tier is the Executive Branch of government, which is guided by the <strong>Park</strong> <strong>County</strong><br />

<strong>Emergency</strong> <strong>Operations</strong> <strong>Plan</strong>, the Wyoming Response <strong>Plan</strong>, the National Response<br />

Framework, NIMS, and ICS, during significant emergencies. Key agency heads are<br />

assigned to assist the <strong>Park</strong> <strong>County</strong> <strong>Emergency</strong> Management Council at the EOC in<br />

the basement of the Law Enforcement Annex at 1131 Eleventh Street in Cody. Backup<br />

locations are the <strong>County</strong> Courthouse in Cody, City Hall in Powell at 270 N. Clark Street,<br />

and the Town Hall in Meeteetse at 910 <strong>Park</strong> Avenue.<br />

The second tier is composed of agencies and personnel needed to manage directives<br />

from the <strong>Emergency</strong> <strong>Operations</strong> Center and the Incident Command Post/s. A new calldown<br />

list for all county agencies has been developed, and is composed of the top personnel<br />

in the line-of-succession for each agency. The agency personnel on the call-down list will be<br />

contacted, and they will then determine who from the agency will participate. See Contact<br />

Names and Numbers in the appendices of this plan. Contact numbers are also included<br />

as a last page of each incident in the Incident Annexes portion of this plan.<br />

The third and base level tier is a combination of plans developed by individual <strong>County</strong><br />

and Municipal agencies and by the <strong>Park</strong> <strong>County</strong> Office of Homeland Security to ensure<br />

continued operations of critical functions within the <strong>County</strong> / Municipal agencies. Each<br />

agency has been asked to develop back-up plans and locations they will initiate if their<br />

workspace or building is compromised. Data supplied to the <strong>Park</strong> <strong>County</strong> Office of<br />

Homeland Security by these agencies will be entered into a database allowing for the<br />

rapid viewing and summarization of the data. * See Itemized List on Next Page*<br />

The objective is to ensure continuity of leadership, direction, and services by local<br />

governments in the event of attack or other disaster, and to assure performance of<br />

essential functions in the event of evacuation. To accomplish this objective, the<br />

following actions are required:<br />

1. establish automatic lines of succession for key functions or government.<br />

2. preserve essential records needed to protect rights of individuals and<br />

conduct emergency operation (i.e.: vital statistics, deeds, corporation<br />

papers, operational plans, resources data, authorities, personnel and<br />

payroll rosters, succession lists, supplies and equipment lists, laws,<br />

charters, and financial records).<br />

3. establish protected, equipped, and supplied emergency evacuation<br />

sites where operations can continue.<br />

4. provide for the full use of government personnel, facilities, and<br />

equipment for defense, emergency, and disaster functions.<br />

5. establish capability to evacuate.<br />
