PROMULGATION<br />

The <strong>Park</strong> <strong>County</strong> Office of Homeland Security is the responsible organization for the<br />

following <strong>Emergency</strong> <strong>Operations</strong> <strong>Plan</strong>. It shall be the governing document for emergency<br />

events in <strong>Park</strong> <strong>County</strong>.<br />

This plan recognizes the need for ongoing <strong>Emergency</strong> Management <strong>Plan</strong>ning by all<br />

jurisdictions of government within <strong>Park</strong> <strong>County</strong>. This plan attempts to combine the four<br />

phases of <strong>Emergency</strong> Management, which are:<br />

1. Mitigation, 2. Preparation, 3. Response, and, 4. Recovery.<br />

The <strong>Park</strong> <strong>County</strong> <strong>Emergency</strong> <strong>Operations</strong> <strong>Plan</strong> supersedes the <strong>Park</strong> <strong>County</strong> / Municipal<br />

<strong>Emergency</strong> <strong>Operations</strong> <strong>Plan</strong>, Volumes A and B, dated January, 1991. The incorporated<br />

cities and town in <strong>Park</strong> <strong>County</strong> have elected to prepare their own jurisdiction specific<br />

plans, which will work in unison with the PCEOP, even though the cities / town are listed<br />

in the <strong>County</strong> <strong>Plan</strong> and have named responsibilities in the <strong>County</strong> <strong>Emergency</strong> Support<br />

Functions. More specific plans for the City of Cody, City of Powell, and Town of<br />

Meeteetse can be viewed as separate annexes.<br />

This plan designates the National Incident Management System (NIMS) – (<strong>Park</strong> <strong>County</strong><br />

Resolution #2005-72, dated 09/13/05) as the basis for all incident management in <strong>Park</strong><br />

<strong>County</strong>. The Incident Command System (ICS) has been integrated into all aspects of<br />

emergency response.<br />

A <strong>Park</strong> <strong>County</strong> Resolution dated 01/21/97 provides for the organization of an <strong>Emergency</strong><br />

Management Agency and its governing council. The name was officially changed to <strong>Park</strong><br />

<strong>County</strong> Office of Homeland Security 07/01/05, as suggested by the State. This resolution<br />

has been updated and re-written to reflect the municipalities’ involvement with <strong>County</strong><br />

operations. Mutual aid agreements have been established in the event the different<br />

jurisdictions need to interact.<br />

The chairperson of the <strong>Park</strong> <strong>County</strong> Commissioners shall be the chairperson of the <strong>Park</strong><br />

<strong>County</strong> <strong>Emergency</strong> Management Council. The <strong>Park</strong> <strong>County</strong> <strong>Emergency</strong> Management<br />

Council shall be responsible for the direction and control of emergency operations,<br />

organization of personnel, resources and facilities and the <strong>Emergency</strong> <strong>Operations</strong><br />

Center (EOC). Location of the EOC is in the basement of the Law Enforcement Annex,<br />

1131 Eleventh Street, Cody, Wyoming.<br />

Wyoming Statutes 19-13-101 through 19-13-116 (replaces 19-5-101 through 19-5-116)<br />

outlines the definitions, powers, programs, etc. of the Wyoming Office of Homeland<br />

Security. W.S.§ 19-13-108 is specific to local programs.<br />

This plan was developed with the cooperation and information of all entities / agencies<br />

involved in law enforcement and emergency response in the <strong>County</strong>. This plan represents<br />

the views and policies of law enforcement and members of emergency response entities /<br />

agencies, and is endorsed by the elected officials approving this plan.<br />
