INVITATION TO BID FOR THE PROCUREMENT OF ICT EQUIPMENT
The Philippine Council for Agriculture, Aquatic, and Natural Resources Research and
Development (PCAARRD), through the General Appropriations Act of 2013 intends to apply the
sum of P 994,990.00 as the Approved Budget for the Contract (ABC) to payments under the
contract for the Supply and Delivery of the above project. Bids received in excess of the ABC shall
be automatically rejected at bid opening.
Bidders should have completed, within the last 12 months from the date of submission and
receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained
in the Bidding Documents, particularly, in Section II. Instructions to Bidders.
Bidding will be conducted through open competitive bidding procedures using a non-discretionary
“pass/fail” criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act
(RA) 9184, otherwise known as the “Government Procurement Reform Act”.
Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at
least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the
Philippines, and to citizens or organizations of a country the laws or regulations of which grant
similar rights or privileges to Filipino citizens, pursuant to RA 5183 and subject to Commonwealth
Act 138.
Bidding is open to all interested bidders, whether local or foreign, subject to the conditions for
eligibility provided in the IRR of RA 9184.
Interested bidders may obtain further information, inspect the Bidding Documents, and may
purchase the same at the address given below starting March 14, 2013 from 8:00 am to 5:00 pm.
in the amount of P 1,000.00. No pre-bid conference will be conducted.
Bids must be delivered to PCAARRD on or before April 2, 2013, 10:00 a.m. in the presence of the
Bidders’ representatives who choose to attend. All Bids must be accompanied by a bid security in
any of the acceptable forms and in the amount stated in ITB Clause 18. Late bids shall not be
accepted.
All particulars related to this invitation shall be governed by Republic Act No. 9184 and its IRR and
the Philippine Bidding Documents for Goods.
The PCAARRD reserves the right to 1) reject bids, 2) declare a failure of bidding, and 3) not to
award the contract without incurring any liability if the funds/allotments for said
program/project/activity have been withheld or reduced through no fault of PCARRD.
PCAARRD further reserves the right to waive any formality in the response to the eligibility
requirements and to this invitation.
