OUR AGENCY<br />
<strong>Perspectives</strong>, Inc. was founded<br />
in 1976 by a small group of<br />
individuals to increase awareness<br />
of chemical dependency in<br />
Twin Cities communities.<br />
Today, 29 years later,<br />
<strong>Perspectives</strong> <strong>Family</strong> <strong>Center</strong> is an<br />
award-winning human service<br />
agency with a very specific<br />
mission: to improve the quality<br />
of life of homeless and at-risk<br />
families and children. Based<br />
in the suburb of St. Louis Park, MN, <strong>Perspectives</strong><br />
supports their lives in the following ways:<br />
SUPPORTIVE HOUSING at our Louisiana Court<br />
apartments offers transitional and permanent<br />
housing to recovering women and their children.<br />
Caring, diverse case management staff, intensive<br />
neighborhood involvement, and a strong sense of<br />
community create an environment where families in<br />
recovery can flourish.<br />
CHILDREN’S ENRICHMENT offers support<br />
to children whose families are involved with<br />
<strong>Perspectives</strong>. After school, children come to our<br />
Reach for the Stars program for mentoring, tutoring<br />
assistance with homework, and enrichment of<br />
basic skills. To close the day, children work with a<br />
professional chef and caring volunteers to prepare,<br />
serve, and eat their own hot dinner in our Kids<br />
Cafe. An offshoot of Kids Cafe, Kids R Cookin’ ,<br />
bring at-risk kids with a passion for cooking<br />
together with top chefs.<br />
Special trips and full-day activities are also offered<br />
throughout the summer months.<br />
PARENT & FAMILY EDUCATION provides<br />
support, education and advocacy to Hennepin<br />
County referred famiies and are high-risk, have<br />
a deaf parent and a child under the age of six.<br />
THE PARENTING TIME PROGRAM provides<br />
a safe, comfortable and supportive environment<br />
for families in need of monitored or supervised<br />
parenting time services.<br />
<strong>Perspectives</strong>’ beautiful, well-maintained buildings,<br />
caring and diverse staff, flourishing volunteer<br />
program, and strong community and corporate<br />
support provide the tools we need to help homeless<br />
and at-risk families and children improve their<br />
quality of life.<br />

Dear Friend of the Children and Families of <strong>Perspectives</strong>:<br />
We are pleased to provide you with this<br />
annual report of the most recent activities<br />
of <strong>Perspectives</strong> <strong>Family</strong> <strong>Center</strong>. Without<br />
question, <strong>2004</strong> was a strong year for our<br />
organization, both in terms of our<br />
programming and in terms of fiscal<br />
responsibility. That success is certainly not<br />
a reflection of Board of Directors or staff<br />
activity alone; it is the result of the shared<br />
work of our partners, partners like you.<br />
You make our efforts possible.<br />
The mission of <strong>Perspectives</strong> <strong>Family</strong> <strong>Center</strong> is to improve the quality<br />
of life for at-risk and homeless families and children. Next year<br />
will mark our 30 th year of successful, outcome-oriented<br />
programming. Thanks to you, we will reach that benchmark full<br />
of momentum and buoyed by high hopes for the health of our<br />
children and their families.<br />
Please take time to review the progress<br />
you sustained in the last year; this report<br />
provides you with the tools to quickly<br />
review our progress last year. We are<br />
proud of the growth in our programs and<br />
the successes of our families in <strong>2004</strong>. You<br />
will see that <strong>Perspectives</strong> continued its<br />
record of program innovation and<br />
improvements last year. In terms of our<br />
<strong>2004</strong> finances, we experienced a strong<br />
year and <strong>Perspectives</strong> continued to use its resources effectively.<br />
For example, as a percentage of overall costs, overhead expenses<br />
decreased by 3 percentage points in <strong>2004</strong> as compared to<br />
2003. Finally, this report also summarizes progress made as<br />
part of our 2005-2007 strategic plan. Our Board of Directors<br />
has adopted a exciting plan for continued growth.<br />
After you have reviewed this report, we hope you’ll agree that<br />
together, we can create a stronger, healthier future for our<br />
children and their families. We thank all of you for the help and<br />

<strong>2004</strong> <strong>Perspectives</strong> <strong>Annual</strong> <strong>Report</strong><br />
Supportive Housing Program (SHP)<br />
• 100% occupancy is maintained within our 5 apartment buildings<br />
(52 units)<br />
• 74 heads of households are housed<br />
• 118 children are housed<br />
• 9 new children are reunited with their parent; this brings a total of<br />
54 children that are currently housed in <strong>Perspectives</strong> that have been<br />
reunited with their parent<br />
• Resident turnover is reduced by almost 50% because of increased<br />
programming<br />
• 100% of the homeless children enrolled in school within 2 days of<br />
moving into SHP<br />
• 100% of school age children living in supportive housing in<br />
September <strong>2004</strong> successfully completed the <strong>2004</strong>/2005 school year<br />
• Average school attendance rate for SHP children is 91.3%<br />
• 67% of residents stabilized and moved on to permanent housing<br />
• 69% of residents increase their skills through employment and/or<br />
attending school or job training programs<br />
Children’s Enrichment Programs (Kids Connection)<br />
• 100 children enroll in after school programs, Kids Cafe and Reach<br />
for the Stars<br />
• 70 children enroll in Summer Explorers<br />
• 87% of students increase or maintain math and reading skills<br />
• 75 parents donated 269 hours to the children’s programs<br />
• Served 11,298 meals in Kids Cafe<br />
Parent and <strong>Family</strong> Education Program<br />

• 13 Deaf parents and 27 children receive on-going, in-home services<br />
on positive parenting skills within the <strong>Family</strong> Focus Program<br />

• 100% of the 696 parent/child exchanges occur successfully<br />
• 622 Parenting Time sessions facilitated by trained parent coaches<br />

• Utilizing an Oprah’s Angel Network grant, a new family style kitchen<br />
is built within the <strong>Family</strong> <strong>Center</strong><br />
• <strong>Perspectives</strong> selects Wells Fargo for their first annual Community<br />
Partnership Award<br />
• <strong>Perspectives</strong> of Hope fundraising event raises a net of $83,000<br />
• Community Affairs Office is developed<br />
• Board of Directors develop a matching retirement program<br />

<strong>Perspectives</strong> <strong>Family</strong> <strong>Center</strong> relies on the ongoing efforts and generosity of<br />
our community volunteers. In addition to many services, they provide:<br />
counseling and support in the supervised visitation program, mentoring in<br />
the supportive housing program, facilitation of support groups, and<br />
teaching aids to the after school and summer education programs.<br />
