OUR AGENCY
Perspectives, Inc. was founded
in 1976 by a small group of
individuals to increase awareness
of chemical dependency in
Twin Cities communities.
Today, 29 years later,
Perspectives Family Center is an
award-winning human service
agency with a very specific
mission: to improve the quality
of life of homeless and at-risk
families and children. Based
in the suburb of St. Louis Park, MN, Perspectives
supports their lives in the following ways:
SUPPORTIVE HOUSING at our Louisiana Court
apartments offers transitional and permanent
housing to recovering women and their children.
Caring, diverse case management staff, intensive
neighborhood involvement, and a strong sense of
community create an environment where families in
recovery can flourish.
CHILDREN’S ENRICHMENT offers support
to children whose families are involved with
Perspectives. After school, children come to our
Reach for the Stars program for mentoring, tutoring
assistance with homework, and enrichment of
basic skills. To close the day, children work with a
professional chef and caring volunteers to prepare,
serve, and eat their own hot dinner in our Kids
Cafe. An offshoot of Kids Cafe, Kids R Cookin’ ,
bring at-risk kids with a passion for cooking
together with top chefs.
Special trips and full-day activities are also offered
throughout the summer months.
PARENT & FAMILY EDUCATION provides
support, education and advocacy to Hennepin
County referred famiies and are high-risk, have
a deaf parent and a child under the age of six.
THE PARENTING TIME PROGRAM provides
a safe, comfortable and supportive environment
for families in need of monitored or supervised
parenting time services.
Perspectives’ beautiful, well-maintained buildings,
caring and diverse staff, flourishing volunteer
program, and strong community and corporate
support provide the tools we need to help homeless
and at-risk families and children improve their
quality of life.

Dear Friend of the Children and Families of Perspectives:
We are pleased to provide you with this
annual report of the most recent activities
of Perspectives Family Center. Without
question, 2004 was a strong year for our
organization, both in terms of our
programming and in terms of fiscal
responsibility. That success is certainly not
a reflection of Board of Directors or staff
activity alone; it is the result of the shared
work of our partners, partners like you.
You make our efforts possible.
The mission of Perspectives Family Center is to improve the quality
of life for at-risk and homeless families and children. Next year
will mark our 30 th year of successful, outcome-oriented
programming. Thanks to you, we will reach that benchmark full
of momentum and buoyed by high hopes for the health of our
children and their families.
Please take time to review the progress
you sustained in the last year; this report
provides you with the tools to quickly
review our progress last year. We are
proud of the growth in our programs and
the successes of our families in 2004. You
will see that Perspectives continued its
record of program innovation and
improvements last year. In terms of our
2004 finances, we experienced a strong
year and Perspectives continued to use its resources effectively.
For example, as a percentage of overall costs, overhead expenses
decreased by 3 percentage points in 2004 as compared to
2003. Finally, this report also summarizes progress made as
part of our 2005-2007 strategic plan. Our Board of Directors
has adopted a exciting plan for continued growth.
After you have reviewed this report, we hope you’ll agree that
together, we can create a stronger, healthier future for our
children and their families. We thank all of you for the help and
support you gave us in making our work possible. We could not

2004 Perspectives Annual Report
Supportive Housing Program (SHP)
• 100% occupancy is maintained within our 5 apartment buildings
(52 units)
• 74 heads of households are housed
• 118 children are housed
• 9 new children are reunited with their parent; this brings a total of
54 children that are currently housed in Perspectives that have been
reunited with their parent
• Resident turnover is reduced by almost 50% because of increased
programming
• 100% of the homeless children enrolled in school within 2 days of
moving into SHP
• 100% of school age children living in supportive housing in
September 2004 successfully completed the 2004/2005 school year
• Average school attendance rate for SHP children is 91.3%
• 67% of residents stabilized and moved on to permanent housing
• 69% of residents increase their skills through employment and/or
attending school or job training programs
Children’s Enrichment Programs (Kids Connection)
• 100 children enroll in after school programs, Kids Cafe and Reach
for the Stars
• 70 children enroll in Summer Explorers
• 87% of students increase or maintain math and reading skills
• 75 parents donated 269 hours to the children’s programs
• Served 11,298 meals in Kids Cafe
Parent and Family Education Program
Program Outcomes
• 13 Deaf parents and 27 children receive on-going, in-home services
on positive parenting skills within the Family Focus Program
Parenting Time
• 102 parents and 77 children receive Parenting Time services
• 100% of the 696 parent/child exchanges occur successfully
• 622 Parenting Time sessions facilitated by trained parent coaches
• 1,244 hours of supervision, support and education offered to parents
and children
Program
• Kids Connection expands Summer Explorers programming from
half day to full day
• Kids Connection implements:
• New STAR reading and math assessment software to
measure and monitor student achievement
• Responsive Classroom’ teaching method all teachers receive
30 hours of training
• Parenting Time Program expands services for families by adding
co-parenting mediation
Administrative
• Perspectives adds six new board members – three of whom represent
major Twin Cities corporations
• Perspectives’ President is featured in the September Women’s Business
Minnesota magazine in an article named “Miracle Workers”
• Utilizing an Oprah’s Angel Network grant, a new family style kitchen
is built within the Family Center
• Perspectives selects Wells Fargo for their first annual Community
Partnership Award
• Perspectives of Hope fundraising event raises a net of $83,000
• Community Affairs Office is developed
• Board of Directors develop a matching retirement program
for employees
Perspectives Family Center relies on the ongoing efforts and generosity of
our community volunteers. In addition to many services, they provide:
counseling and support in the supervised visitation program, mentoring in
the supportive housing program, facilitation of support groups, and
teaching aids to the after school and summer education programs.
