The Pharmaceutical Journal 325 News First prescription service may be on its way soon A first prescription service could be one of the new pharmacy services to come out of the new White Paper “Equity and excellence: liberating the NHS”, along with pre-admission, postdischarge and targeted medicines use reviews. Speaking at the Avicenna conference in Cambridge last week, English community pharmacy tsar Jonathan Mason said that pharmacists will have an important role in optimising medicines use. One of the main themes of the White Paper is patient-centred care, which includes patients making informed choices about medicines used in their treatment. He said: “Research suggests that patients get enough information about how to use their medicines, but not always enough information on side effects and their choice of medicines. There are opportunities to develop services and present [pharmacists] as experts in medicines.” Detailing the potential new services, Mr Mason, the Department of Health’s national clinical director for pharmacy, said that preadmission MURs could include a venous thromboembolism assessment, incorporating a review of anticoagulant medicines and hosiery use, while post-discharge MURs could be designed to break the cycle of adverse drug reaction-related readmissions. Targeted MURs could focus on preventing unscheduled hospital admissions, for example, through a review of inhaler use, while the first prescription service would deliver information on medicines use to patients with a newly diagnosed condition. Long-term conditions now account for 69 per cent of health and social care spending, conference participants were told. “Investment will centre on those services and medicines that make savings elsewhere, and the focus will be A first prescription service would be for patients with a newly diagnosed condition (Green Light Pharmacy) on ‘big-wins’,” Mr Mason said, announcing that pharmacists would have key roles to play in the redesign of public health services that will be outlined in the forthcoming White Paper on public health. Every community pharmacy should have consultation room, says GPhC Rowlands trials diabetes risk tool Every pharmacy will be expected to have a consultation room and the General Pharmaceutical Council will not pay for the necessary changes to be made, according to GPhC chairman Bob Nicholls. “We see this as a business demand,” Mr Nicholls said at the recent Avicenna conference in Cambridge. Giving pharmacists a preview of the work programme lying ahead for the GPhC, Mr Nicholls also told delegates that the GPhC will advocate a new disciplinary process that will see investigation separated from adjudication, and a move to a tribunal system. “We do not think it is right for us to be investigator, prosecutor and judge and jury. We also want a less adversarial system. The Royal Pharmaceutical Society spent thousands of pounds of your money on solicitors,” he said. Pointing out that the GPhC will be solely funded by registrants’ fees, he added: “Moving to a tribunal system will affect how much we have to charge you.” Mr Nicholls said that the new premises standards would be published for consultation by the end of spring 2011. Another key priority in the GPhC’s 18-month programme of standards development is guidance and a framework for new continuing professional development standards. Pharmacist revalidation, inspection of premises and the regulation of doctors’ dispensing activities are also among the issues to be discussed. “We want to be a regulator that Bob Nicholls: disciplinary processes will move to a tribunal system promotes effectiveness, efficiency and innovation. Mr Nicholls said that GPhC registration would provide pharmacists with a “kite-mark” that demonstrates status, and their worthiness of Government and public trust: “Our job, therefore, is to maintain a Register of people who are up to date on standards, and who are ready to practise — that has to be in the public interest. Rowlands Pharmacy hopes to integrate a diabetes risk-scoring tool into everyday practice in order to become the leading pharmacy in the UK for tackling diabetes. The company is currently piloting charity Diabetes UK’s risk-scoring tool to help customers make lifestyle changes to decrease their risk. The tool, which comprises seven questions, provides a measure of a person’s risk of developing type 2 diabetes over the next 10 years. A spokeswoman for Rowlands said the questionnaire takes about 10 minutes to complete and all of those who are screened receive lifestyle advice. The company aims to screen 12,600 people over the course of the pilot, which runs until the end of September 2010. Of those screened in the first week of the pilot, 16 per cent were referred to a GP after being found to be at risk of developing type 2 diabetes. A further 35 per cent were deemed at increased risk and were given advice on making lifestyle changes. The online risk-scoring tool is available from the Diabetes UK website.
