Amer Battikhi, International Business Development Manager, MENA <strong>Water</strong> Business Group, CH2MHill<br />

Amer leads business development and planning for CH2MHill's water and wastewater business in <strong>the</strong> MENA region.<br />

Amer has a master’s degree in <strong>Water</strong> Resource Management and Hydraulic from Colorado State University and has worked water and waste water<br />

projects in <strong>the</strong> US and <strong>the</strong> Middle East over <strong>the</strong> past 12 years. He has worked as a water resource engineer on iconic projects in <strong>the</strong> US, such as <strong>the</strong><br />

Cadiz Aquifer Storage Program in So<strong>the</strong>rn California - <strong>the</strong> project related to <strong>the</strong> transfer of water from <strong>the</strong> Colorado River Aqueduct in wet seasons<br />

and storing it through artificial recharge into <strong>the</strong> groundwater aquifer in <strong>the</strong> Mojave Desert for use during <strong>the</strong> dry seasons.<br />

Amer has also worked on key water and wastewater infrastructure projects in <strong>the</strong> MENA, such as <strong>the</strong> <strong>Water</strong> Sector Reconstruction Program in Iraq<br />

where he was <strong>the</strong> project manager on <strong>the</strong> water master planning of four major cities in Iraq. Amer also worked on <strong>the</strong> USD 22 billion Masdar City<br />

(<strong>the</strong> world’s first city to be carbon neutral, zero waste and full powered by renewable energy), where he was <strong>the</strong> Program Delivery Plan manager and<br />

was responsible for <strong>the</strong> planning of <strong>the</strong> phasing and integration of state of <strong>the</strong> art technology solutions for water, wastewater and renewable energy<br />

into <strong>the</strong> development of <strong>the</strong> city’s infrastructure.<br />

Mark Lane, Head of <strong>Water</strong> Group, <strong>Pinsent</strong> <strong>Masons</strong> LLP<br />

Mark is head of <strong>Pinsent</strong> <strong>Masons</strong>' <strong>Water</strong> Group which specialises in water and wastewater regulatory and project assignments. The Group won a<br />

Distinction at <strong>the</strong> Global <strong>Water</strong> Awards 2008 in <strong>the</strong> Global <strong>Water</strong> Law Firm of <strong>the</strong> Year category. He is Editor of <strong>Pinsent</strong> <strong>Masons</strong> <strong>Water</strong> Yearbook,<br />

now in its 13th edition. Mark sits on <strong>the</strong> UK Government's Environment and <strong>Water</strong> Sector Advisory Group, <strong>the</strong> only private practice lawyer who is a<br />

member of <strong>the</strong> Group. Mark is also a member of <strong>the</strong> Worshipful Company of <strong>Water</strong> Conservators.<br />

Mark recently led <strong>the</strong> legal team advising a bidding consortium on its bid for <strong>the</strong> Muharraq Wastewater Treatment Project in Bahrain as well as a<br />

bidding consortium in its bid for New Cairo Wastewater Treatment Project. He has extensive experience advising on desalination and water<br />

privatisation projects in <strong>the</strong> Arabian Gulf Region including Marafiq, Ras Azzour, Riyadh and Jeddah (in Saudi Arabia), Al Hidd (in Bahrain) and Ras<br />

Laffan C (in Qatar).<br />

Mark is "recommended for his ‘breadth of industry knowledge’ and ‘fast response times’" (Legal 500 2010). He "stands out for his infrastructure work and<br />

is regarded as a water guru" and is "a prominent figure in <strong>the</strong> water sector" (Chambers & Partners, 2008). Mark is described as a "leading individual" for<br />

<strong>Water</strong> (Legal 500, 2008) and was praised as 'knowledgeable and a quick learner - he really listens to your issues' (Legal 500 2009).<br />

Simon advises governments, sponsors and lenders on complex power and water, mining and resources and economic and social infrastructure<br />

projects.<br />

He prides himself on finding commercially pragmatic solutions to <strong>the</strong> many and varied issues that inevitably arise on complex projects and<br />

financings. He has advised on multibillion dollar projects in Australasia, <strong>the</strong> Russian Federation and <strong>the</strong> Middle East, including recent projects in Abu<br />

Dhabi and <strong>the</strong> KSA.<br />

Simon is a regular speaker at PPP/BOT events and is based in our Dubai office.<br />

Robert Graham, Senior Associate, <strong>Pinsent</strong> <strong>Masons</strong> LLP<br />

During his career at <strong>Pinsent</strong> <strong>Masons</strong> Robert has focused on PPP transactions and has developed considerable expertise in a range sectors including<br />

water and waste water, power, light rail, roads, health, defence, education and o<strong>the</strong>r accommodation and street lighting. Robert transferred to <strong>the</strong><br />

UAE in 2008 and since <strong>the</strong>n has gained experience of acting for procuring authorities, project companies and sub-contractors throughout <strong>the</strong> MENA<br />

region.<br />

Recent experience includes advising bidding consortia on <strong>the</strong> Muharraq Wastewater Treatment PPP in Bahrain, <strong>the</strong> New Cairo Wastewater<br />

Treatment PPP in Egypt and <strong>the</strong> Az-Zour South Desalination project in Kuwait. Robert is also currently advising <strong>the</strong> Partnerships Technical Bureau of<br />

Kuwait in respect of both <strong>the</strong> Kuwait New Physical Medicine and Rehabilitation Hospital and Related Facilities PPP and <strong>the</strong> Kuwait Failaka Island PPP<br />

projects.<br />
