Building to (Smart) Grid
B2G Summit
January 28, 2009
B2G Summit

What is the Smart Grid?
– the merger of the electrical and
“intelligence” infrastructures
B2G Summit

What is the Smart Grid about?
• A new way of producing and using energy
• Efficiency (in buildings, in the grid)
• Smarts (in the buildings, in the grid)
• New power (Wind and solar)
• New realities ($$ oil, carbon)
• New loads (growing population, plug-in
vehicles)
• New markets (clean, local, quality)
B2G Summit

Energy Independence and Security
Act (EISA, December 2007)
EISA 2007 mandated that NIST
“… shall have primary responsibility to
coordinate development of a
framework that includes protocols and
model standards for information
management to achieve interoperability of
smart grid devices and systems …”
B2G Summit

NIST Role (under EISA)
• Work with industry stakeholders to achieve a
common vision and agreement on the
necessary standards
• Coordinate standards development efforts
• Work with standards bodies/users groups to
get standards harmonized/developed & used
• Make recommendations to FERC for
adoption of standards
B2G Summit

2008 review
• Interactions with many stakeholder groups and
presentations at smart grid meetings
• 5 Domain Expert Working Groups (DEWGs),
including the B2G
• Visibility at GridWeek – presentations, session
chairs, NIST efforts lauded and promoted by keynote
speakers
• Grid-Interop 08 Workshop addressed stakeholder
community priorities, barriers, and input on NIST
process
• Dec08 Progress Report to Congress
B2G Summit

B2G Priorities (from Grid-Interop)
1. Demand Response (DR). We need
standards for communicating load shedding
or price signals to customers
2. Pricing standard
3. Integration of customer on-site generation
into grid with a standard communications
interface
4. Building energy management strategy
research and tools
B2G Summit

What is B2G?
• B2G Vision: Enable commercial buildings to
participate in energy markets and perform
effective energy conservation and
management.
• B2G Mission:
– Identify B2G business objectives and prioritize
corresponding B2G interactions.
– Identify the service interfaces and standards
requirements
– Prepare an action plan for addressing the
interoperability issues
B2G Summit

B2G: commercial building interactions
with the grid
• EMCS talking to the utility with business system level
communications
• Automated Demand Response
• Participating in existing and future energy markets:
utility DR, ISO DR, dynamic pricing, bidding load and
on-site generation.
• Smart facility energy management to allow all of
these
B2G Summit

NIST Smart Grid B2G—standards
side of the equation.
What part does standards have in enabling all of the
above?
• We need standards for DR so a BACnet vendor can
sell an EMCS system that can talk to any utility
without custom programming.
• We need standards for electricity market
communications:
– how do you communicate a price?
– A schedule?
– The value of carbon, distance from source, quality?
• What is needed in BACnet to enable standard
communications for on-site generation and storage?
B2G Summit

NIST Smart Grid plan 2009
• Meetings for stakeholder interaction:
– GridEcon, Connectivity Week, May DEWG Congress,
Gridweek, GridInterop
• New cross domain task groups:
– Demand Response (DR), Distributed Energy Resources
(DER), Vehicle to Grid (V2G), Dynamic Pricing (DP),
Information Model (IM), Cyber Security (CS), Conformance
Testing (CT), Building Energy Management Strategy
• Interoperability Knowledge Base development
• Initial standards assessments and progress report
with initial recommendations to FERC
B2G Summit

NIST B2G in 2009
• Identify and tackle the priority Task Group issues and work
agenda: DR, DER, Pricing, Building Energy Mgmt Strategy
• Put task group plans into action with NIST staff and
contractors together with existing industry efforts to do the
work.
• Plan for and participate in GridEcon in March. Use this a
platform for confirming pricing requirements and developing
electricity market framework needed for pricing standard.
• Present results and draft Pricing standard at Connectivity
Week in April.
• Contribute to and use the Interoperability Knowledge Base
for standards assessment
• Draft initial B2G standards interoperability assessment for
Grid Interop09 and initial recommendations to FERC.
B2G Summit

Washington Window: Smart Grid is priority
of new Administration (and we have high
hopes of getting funding)
• “To build an economy that can lead this future,
we will begin to rebuild .. and retrofit America for
a global economy. ..That means updating the
way we get our electricity by starting to build a
new smart grid that will save us money, protect
our power sources from blackout or attack, and
deliver clean, alternative forms of energy to
every corner of our nation.”
Remarks of President-Elect Barack Obama American Recovery
and Reinvestment, Thursday, January 8, 2009
B2G Summit

Conclusions
• EISA has given NIST the role of standards
coordinator and cheerleader.
• NIST is working with domain experts via our B2G
and other working groups, preparing for GridEcon
and tackling cross-domain applications.
• Any and all concerned about advancing Smart Grid
standards are welcome to join the effort.
• Visit us at: http://www.nist.gov/smartgrid/
• My thanks to the many who have supported NIST in
moving forward for the nation’s good.
