As everyone is aware the <strong>Queensland</strong> <strong>Police</strong> <strong>Service</strong> is<br />

undergoing change and the effect it will have on<br />

<strong>Bundaberg</strong> <strong>District</strong> is not known at the present time.<br />

Commissioner Stewart has indicated that “It is a<br />

testament to the resilience of the organisation that we<br />

haven’t lost sight of the core duties of making<br />

<strong>Queensland</strong> safer and more secure.”<br />

He personally spoke with QPS members at the<br />

<strong>Bundaberg</strong> <strong>Police</strong> Station on Monday 14 January 2013.<br />

Clandestine Drug Labs<br />

Drug labs pose a risk to the safety and security of all <strong>Queensland</strong>ers. The<br />

ingredients used in drug labs to produce illicit drugs are highly toxic, flammable, and<br />

incredibly dangerous. Drug labs explode, ignite and emit harmful gases that can<br />

cause serious health problems and can be life-threatening.<br />

The State Drug Investigation Unit (SDIU) is a specialist investigative unit which has<br />

responsibility for conducting and assisting in investigations of serious drug offences<br />

including the production of dangerous drugs and possession of drug lab equipment.<br />

The SDIU is responsible for safely dismantling drug labs. Our message should you<br />

locate or suspect a drug lab:<br />

Never touch items you suspect are drug related. If you suspect a drug lab is<br />

present, do not enter the premises. If already inside or near a drug lab then leave<br />

immediately and contact police.<br />

<strong>District</strong> Officer’s Report – Superintendent Rowan Bond APM<br />

Happy New Year to all of you and I hope you had a Christmas/New Year break that<br />

was to your expectation. I trust that your break was one that was safe, and did not<br />

include too much overeating. <strong>Police</strong> in <strong>Bundaberg</strong> <strong>District</strong> were very busy over the<br />

holiday period, dealing with a significant number of major incidents and disturbances.<br />

We unfortunately had a fatality on our roads in the period between Christmas and<br />

New Year. It occurred on the Isis Highway near the Pine Creek Road area. While<br />

the circumstances of the incident are still being investigated, the incident none the<br />

less meant that a family is grieving the unnecessary loss of their loved one. The<br />

deaths on the road are a needless waste of life, and I implore you to be careful on<br />

the roads and survive 2013.<br />

On that note, do you know that there is now the Fatal 5 of Road safety? There used<br />

to be Speed, Fatigue, Drink Driving and Failing to Wear your Seat belt. Now<br />

Inattention/Distraction has now been added to this list. The new one includes<br />

offences like using a hand held mobile phone while driving as well as all those habits<br />

like changing CDs, looking for change in the console and other distractions. These<br />

activities are responsible for deaths and injury on the road. Please ensure that<br />

100% of your attention is on your driving. It is a rather complex task and failure to<br />

keep your mind/eyes and actions on the job can result in disaster.<br />

There has been a large amount of media time expended on the news regarding the<br />

restructure of the <strong>Queensland</strong> <strong>Police</strong> <strong>Service</strong>. The <strong>Service</strong> is commencing a major<br />

physical and philosophical restructure, the largest since the immediate post<br />

Fitzgerald era. The restructure will drastically change the reporting and hierarchical<br />

structure of the QPS. The restructure is calculated to take advantage of advances in<br />

technology and to enhance front line policing to the community. Together with the<br />

increases in police numbers announced, this restructure should result in increased<br />

presence on the road and out in the community. Please note that the proposed<br />

changes will not result in any change to how you report matters to the police or<br />

diminish their ability to respond to your calls for service. Please be certain of the fact<br />

that the police in <strong>Bundaberg</strong> <strong>District</strong> will continue to offer the same high quality,<br />

professional response to your calls for service.<br />

Fraser Island Driver Information<br />

Just because there aren’t any roadways, markings or designated areas (particularly<br />

on the eastern side of the island) in which motorists are to drive on, doesn’t mean<br />

that you as a motorist or passenger can break the law.<br />

All too often people become complacent about road rules while on Fraser Island.<br />

Please remember that the same road rules apply on the island as they would the<br />

mainland. This also applies to the beaches on the mainland for example: Double<br />

Island Point, Teewah Beach, Noosa North Shore and other beaches/inland<br />

roadways.<br />

Recently Fraser Island <strong>Police</strong> have intercepted motorists for offences of:<br />

Speeding<br />

Seatbelts<br />

Drink Driving<br />

Passengers/Drivers with body parts outside the vehicle.<br />

There will be no exceptions, <strong>Police</strong> will be patrolling the beaches and inland<br />

roadways to ensure the safety of motorists and beachgoers (camping or using the<br />

beaches).<br />

<strong>Bundaberg</strong> Drivers Rewarded for Being Responsible<br />

<strong>Bundaberg</strong> / Bargara Liquor Accord, <strong>Bundaberg</strong><br />

<strong>Police</strong> Division and the Rotary Club of<br />

<strong>Bundaberg</strong> East would like to thank responsible<br />

drivers who ‘Go 4 Zero’.<br />

During the past four weeks, police conducted<br />

over 1200 random breath tests (RBT’s) in the<br />

<strong>Bundaberg</strong> area. Local drivers who were<br />

courteous and returned a 0.00% blood alcohol<br />

reading at selected RBT sites were rewarded with a ticket in a draw for over 130<br />

meal vouchers donated by members of the <strong>Bundaberg</strong> / Bargara Liquor Accord.<br />

Once again the campaign received positive feedback with one driver commenting<br />

that ‘this was the best ticket they have ever received’.<br />

The aim of the project is to promote responsible driving and remind drivers that if<br />

they plan to drink, plan not to drive - use a designated driver or taxi instead. Liquor<br />

Accord members plan to run the campaign again during the 2013 Christmas<br />

holidays.<br />

Safer Internet Day is organised by Insafe each year in February to promote safer<br />

and more responsible use of online technology and mobile phones, especially<br />

amongst children and young people across the world.<br />

Last year, Safer Internet Day took place on Tuesday 7 February 2012 and was<br />

centred around the theme of connecting generations and educating each other, with<br />

the slogan: "Discover the digital world together... safely!"<br />

This topic looked at the reach of the online world across all generations and cultures<br />

and encouraged families to work together to stay safe online. Whether you are 5, 40<br />

or 75 years old, whether you use the internet once a month or several times a day -<br />

each person has something different to bring to the table that can help shape our<br />

online experiences and our understanding of online competences and safety. We all<br />

have a role to play in ensuring that every child is safe online.<br />

Today our offline and online worlds are strongly connected, from families<br />

communicating via webcam with relatives and friends abroad to children doing their<br />

homework online. The online world is a unique arena where people of all ages can<br />

learn together and from each other, especially regarding online safety. Tech savvy<br />

youngsters can teach their elders how to use new technologies, while grandparents<br />

can draw on their life experiences to advise younger generations on how to stay safe<br />

online, as they discover the digital world together.<br />

Safer Internet Day 2013 will take place on Tuesday February 5, 2013. As this will<br />

be the10th Internet Safety Day it is hoped to make it bigger and better than ever<br />

before. The theme is Online rights and responsibilities and the slogan is<br />

"Connect with respect".<br />

<strong>Bundaberg</strong> NHW 11 Free BBQ and Community Day<br />

This is <strong>Bundaberg</strong>’s first entry on the NHWQ blog ( www.nhwq.org/page/2/ ).<br />

Congratulations from the State Office of NHWQ and <strong>Bundaberg</strong> <strong>Police</strong> to the<br />

<strong>Bundaberg</strong> NHW 11 – Avenell Heights East for successfully holding their inaugural<br />

BBQ and Community Day on December 1, 2012 at Boreham Park, Avenell Heights.<br />

The Community Day was a great success with a free BBQ and drinks, kids activities,<br />

a jumping castle, face painting and a visit from Sergeant Marty Arnold (Officer in<br />

Charge, Traffic) in one of the local ‘Fatal 4’ traffic vehicles. A great day was had by<br />

all!<br />

A local officer has advised of a possible crime deterrent for recent thefts of fuel,<br />

but could have many other uses. Battery operated audible alarm padlocks<br />

that come in various sizes. Some have cables so a few items can be secured<br />

together, but on movement of the padlock or cutting of the cable an audible<br />

alarm sounds. There is a short time delay to allow for routine unlocking.<br />

These locks are being purchased by councils overseas to on sell to ratepayers<br />

to curb the theft of heating oil in winter. Although police cannot<br />

promote/endorse any retail product, the principal of this product appears to be<br />

very good.<br />

Weapons Applications Online (WAO) was launched on November 15 2012. As<br />

of December 28, 2012, 2472 online applications had been received – 334 new<br />

Weapons Licences and 2138 Permits to Acquire.<br />

The following is an extract from a my<strong>Police</strong> Dutton Park article published on<br />

January 11, 2013 which provides a different perspective on home and personal<br />

security from the Officer in Charge.<br />

The reason I am asking you to take note<br />

of the general condition of your mailbox is<br />

that recently my officers have<br />

apprehended a suspicious person in our<br />

area with mail clearly not theirs. During<br />

the course of the investigation we<br />

discovered that the mailboxes the<br />

property was stolen from were in either<br />

poor condition or couldn’t be locked or a combination of both.<br />

The crooks are looking for credit cards in particular but anything else they can<br />

use to establish a false ID for their illegal purposes.<br />

If you live in a block of apartments, you need to make sure the managers of<br />

your apartment building have this sorted!<br />
