It has been brought to the notice of the Chief Engineer (Buildings / the senior Audit Officer, Indian Audit<br />

and Accounts Department, Accountant General (Audit) II, Chennai-18 and by the Inspector General of<br />

Registration, Chennai-18 that the schedule of plinth area rates hither to approved and communicated by the<br />

Superintending Engineers of Building Organisation are being followed in the assessment of valuation of<br />

Buildings at various districts for the collection of Stamp duty / Registration fee and the rates Fixed by one<br />

Superintending Engineer for the districts under his jurisdiction have difference over the rates fixed for other<br />

districts by the Superintending Engineers of other Circles, resulting in revenue loss to the Government of Tamil<br />

Nadu and hence requested the Chief Engineer (Buildings) to examine the issue and to take suitable action to fix<br />

the Schedule of Plinth Area Rates in such a way there shall not be any revenue loss to the Government.<br />

In this regard, the views of the Superintending Engineers of Building Organisation were called for this<br />

office letter third cited and also discussed in the review meeting of the Superintending Engineers by the Chief<br />

Engineer (Building) on 07-05-2007. Based on the decisions arrived at in the review meeting, its was accepted<br />

by all the Superintending Engineers of Building Organisation that a common Schedule of Plinth Area Rates be<br />

approved from the year 2007-2008 by the Chief Engineer (Buildings with an extra percentage for the buildings<br />

located in Corporation limits, Municipal limit and also in certain hilly areas as furnished in annexure – 1 and the<br />

Schedule of Plinth area Rates so approved may be brought into operation with effect from 01-05-2007.


Accordingly, the chief Engineer (Buildings) has approved common Schedule of Plinth area Rates for the<br />

year 2007-2008 and furnished vide Annexure –I to this proceedings for adoption with effect from 01-05-2007<br />

along with the General Notes with regard to the Percentage extra allowable for the buildings in Corporation<br />

limits, Municipal limits and some hilly areas where tourist Attractions are more.<br />

The Superintending Engineer and the Executive Engineer of Building Organisation are requested to<br />

adopt the above rates in working out the rental calculation and also in assessment of valuation of any buildings<br />

referred to them.<br />

The Superintending Engineers and the Executive Engineers are requested to bring to the notice of the<br />

Chief Engineer (Buildings) with regard to any other aspects which are required to be incorporated in the<br />

common Schedule of plinth Area Rates for effective use, for consideration by the chief Engineer (Buildings)<br />

and approval.<br />

The receipt of this proceeding together with Annexure-I shall be acknowledged.<br />
