This report covers BAT techniques for processes, energy,<br />

wastewater management and treatment, waste management and<br />

treatment, air emissi<strong>on</strong>s abatement, and site decommissi<strong>on</strong>ing.<br />

The draft report makes no menti<strong>on</strong> of dioxin, hexachlorobenzene or<br />

PCB releases associated with any of the tanning processes.<br />

BAT-associated effluent levels or emissi<strong>on</strong> levels are not c<strong>on</strong>tained<br />

in the recommendati<strong>on</strong>s at this time. Further data gathering is<br />

recommended before achievable release levels can be determined.<br />

This report covers BAT techniques for processes, energy, and water<br />

management and treatment, waste management and treatment,<br />

emissi<strong>on</strong>s abatement, and site decommissi<strong>on</strong>ing.<br />

Wastewater treatment and effluent treatment plant sludge are the<br />

main envir<strong>on</strong>mental issues from this sector. BAT techniques are<br />

described but BAT-associated effluent levels are not presented as<br />

further data is needed to establish achievable levels.<br />

Dioxins and furans arise from organically bound chlorine from<br />

pesticides are potentially present in sludge.<br />

AOX and dioxin-like compounds are formed in various chlorinebased<br />

bleaching processes.<br />

The report gives examples of techniques from specific companies<br />

and the levels of AOX achieved in final effluents and of dioxins<br />

achieved in emissi<strong>on</strong>s. For example, a rotary kiln at <strong>on</strong>e plant<br />

thermally treats (with an afterburner) effluent treatment plant sludge<br />

c<strong>on</strong>taining lignite coke, and this emissi<strong>on</strong> c<strong>on</strong>trol technology<br />

achieves a dioxin emissi<strong>on</strong> level of 0.004 ng TEQ/Nm 3 .<br />

This working draft report does not c<strong>on</strong>tain an Executive Summary at<br />

this time. The Summary will be developed as a separate document.<br />

This sector covers facilities that burn coal, lignite, biomass, peat, and<br />

liquid and gaseous fuels and have a rated thermal input >50 MW<br />
