This report covers the thermal treatment of wastes by incinerati<strong>on</strong>,<br />

pyrolysis and gasificati<strong>on</strong>. The report explicitly excludes coincinerati<strong>on</strong><br />

of wastes (e.g., wastes burned as supplementary fuel in<br />

cement kilns).<br />

The Executive Summary with c<strong>on</strong>clusi<strong>on</strong>s <strong>on</strong> BAT-associated<br />

emissi<strong>on</strong> levels has not been written.<br />

The European Commissi<strong>on</strong> Directive 2000/76/EC as menti<strong>on</strong>ed<br />

above specifies a dioxin emissi<strong>on</strong> limit of 0.1 ng TEQ/Nm 3 for all<br />

types of waste incinerati<strong>on</strong>. According to the Directive, this limit is<br />

achievable with adsorpti<strong>on</strong> processes and oxidizing catalysts.<br />

This report presents extensive data <strong>on</strong> processes and emissi<strong>on</strong><br />

c<strong>on</strong>trols.<br />

For dioxin c<strong>on</strong>trol, both primary measures (e.g., good combusti<strong>on</strong><br />

practices) and sec<strong>on</strong>dary measures are applicable.<br />

Sec<strong>on</strong>dary dioxin c<strong>on</strong>trol techniques include rapid gas quenching,<br />

oxidati<strong>on</strong> catalysts, powdered activated carb<strong>on</strong> injecti<strong>on</strong>,<br />

combinati<strong>on</strong> activated carb<strong>on</strong> and lime sorbent injecti<strong>on</strong>, fixed bed<br />

carb<strong>on</strong> filter in the flue gas, and high efficiency dust collectors.<br />

The report notes that selective catalytic reducti<strong>on</strong> applied for NOx<br />

c<strong>on</strong>trol also reduces dioxins. One incinerator in Europe has SCR<br />

especially for dioxin c<strong>on</strong>trol.<br />

One installati<strong>on</strong> with an alkaline scrubber for acid gas c<strong>on</strong>trol and a<br />

fixed bed carb<strong>on</strong> filter for dioxin c<strong>on</strong>trol achieves dioxin and PCB<br />

levels below 0.1 ng TEQ/Nm 3 . Effluent from this particular scrubber<br />

undergoes two stages of treatment: physical/chemical and biological<br />

wastewater treatment resulting in dioxin levels
