Presentation of the Company
Transatel was founded in 2000 by Jacques Bonifay and Bertrand Salomon and positioned itself, with great
success, on the MVNO market in Europe.
Transatel activities
Transatel has set up a strategy with two main activities:
■ An activity for companies wanting to launch a mobile service under their own brand (MVNE): Transatel
Solutions ;
■ A mobile phone service provider dedicated to cross-border workers and frequent travellers (MVNO):
Transatel Mobile.
Transatel Solutions, MVNO-Enabler (MVNE)
Transatel Solutions has launched a lot of MVNOs in Europe, thanks to agreements concluded with Orange in
France, in the UK and in Switzerland, Bouygues Telecom in France, Base and Mobistar in Belgium. Transatel
is currently negotiating with other European countries to develop its MVNE offer. Please go to www.transatelsolutions.com,
for further information.
Transatel Mobile, the multi-country operator dedicated to cross-border workers and frequent
travellers (MVNO).
The company has launched a mobile phone service under its own brand in January 2002 focusing on crossborder
and international frequent travellers. It offers a price reduction from 30% to 100% on GSM mobile
roaming charges, and improved seamless services.
This service has been developed thanks to proprietary technologies and agreements with mobile operators in
France, in Switzerland, in Luxembourg, in Belgium and in the Netherlands.
Transatel Mobile is planning to extend its offer to Germany, and to the UK. www.transatel-mobile.com
Also, Transatel provides offers for mobile phone companies specialised in the rental of lines to international
customers (private individual and companies) who travel in Europe for a short period of time (Rental).
Transatel business model
In the MVNA business model (or Aggregator/ Wholesale), Transatel sets a global interconnection and
wholesale deal with a mobile operator (MNO), and packages it with a whole set of value-added services to
small, medium or niche MVNOs. Such companies would not have the capacity, the importance or the time to
directly negotiate with a mobile operator.
In the MVNE ASP 1 business model, the MVNO signs a contract for purchasing airtime with the MNO.
Transatel is the MVNE (technical service provider) of either the MNO or the MVNO according to their
choice.
Transatel is the MVNE (technical service provider) of either the MNO or the MVNO according to their
choice.
As MVNE, Transatel is able to work in several ways. Transatel can provide its services to an MVNO or to the
MNO. Transatel can adapt to the needs of the customer (MVNO or MNO).
First of all, Transatel can manage different valid technical architectures which must be accepted and validated
with the Host mobile Network Operator (HNO):
- Light MVNE/MVNO: Simple batch provisioning interface (not real time) to the HNO, call data records
stream from the HNO.
- IN MVNE/MVNO: Real time control of the network based on a Intelligent Network protocol (Transatel
manages its own Service Control Point, SCP), real time provisioning interfaces to the HNO, call data
records stream from the HNO and from the Transatel Service Control Point.
- Full MVNE/MVNO: In addition to the IN MVNE/MVNO, Transatel bears the entire core network
including the Home Location Register (HLR), but excluding radio access network of course. Full
MVNO architecture allows the MVNO to make more innovation, to improve its quality of service and
to keeps freedom from its HNO.
Based on its knowledge and his experience, Transatel is very well positioned on the market especially in the
IN-MVNO and Full-MVNO architecture.
Multi-country service by Transatel Mobile
Transatel Mobile offers exclusive services to cross-border workers and frequent travelers. The multi-country
offer is dedicated to people who are often travelling between the countries in the Transatel Zone: France,
Switzerland, Luxembourg, Belgium, and the Netherlands.
The problematic of the cross-border workers and the frequent travellers
Frequent travellers are those who are regularly travelling from one country to another. They are all facing the
same problem: high “roaming” rates charged by operators for the use of their mobile phones in a foreign
country.
How many people are concerned?
More than 3 million people all over the world are concerned and use more than 1 hour of roaming every
month.
In France and the Benelux, more than 150 000 people across the borders between their work and their home.
The Transatel Mobile solution
In order to avoid roaming, Transatel Mobile invented a solution: the multi-country mobile phone offer, allowing
users to reduce substantially their mobile phone expenses.
This is possible thanks to an innovation developed by Transatel:
■ 1 single SIM card with multiple phone numbers
from the different countries
■ 1 GSM phone
■ 1 centralized, unique voicemail
Transatel has agreements with « host » operators and uses their network facilities:
■ Bouygues Telecom in France
■ Base and Mobistar in Belgium
■ Orange in Switzerland
■ Tango in Luxembourg
■ Telfort - KPN in The Netherlands
Transatel Mobile’s offer allows users to call in the subscribed countries at local rates, avoiding the roaming
charges.
Transatel Mobile will extend its offer to Switzerland (in 2010), Germany and the UK.
11

The advantages of the service
■ Saving money on roaming fees: communications made abroad (from subscribed countries) are charged at
local price rate. Incoming calls are free.
■ Free access to the voicemail from all countries
■ Simplicity: avoid having several GSMs and several contracts in many countries. With Transatel Mobile it is
simple: only 1 GSM and 1 contract
■ The end-user remains reachable when called on any of its multiple phone numbers.
Two multi-country offers in Europe
In 2007, the European Commission has legislated in order to control the big impact of the roaming on the
invoices of the European customers. The Eurotariff sets limits on the prices mobile operators can charge for
mobile calls made or received while travelling in another EU country. These prices are decreasing every year
since 2007.
Until 1 st of September to 30 th of August 2009, the tariffs are set in this way: 0.43€/min for the outgoing calls
and 0.19€/min for the incoming calls.
The Transatel Mobile solution is from 30% to 100% cheaper than the Eurotariff.
The multi-country Internet & email option (available with the 2 multi-country offers)
Transatel Mobile proposes multi-country DATA offers from 5MB to unlimited. This enables travellers to access
their emails when abroad without paying the roaming. Prices are to be compared with rates for data traffic
while roaming.
12

Transatel Mobile exclusive services
Transatel Mobile includes in its offers a series of innovative and unique services:
On the mobile phone
■ Many numbers on the same SIM card :
Luxembourg, Belgium and the Netherlands, and thanks to an innovation which allows having until 4
■ Save up to 70% onto the outgoing calls since France, Switzerland, Luxembourg, Belgium and The
Netherlands
clients in Luxembourg can become a Transatel Mobile customer and keep their phone number.
GSM number portability applies to all second generation mobile phone networks (GSM) and third generation
