Transatel was founded in 2000 by Jacques Bonifay and Bertrand Salomon and positioned itself, with great<br />

Transatel Mobile, the multi-country operator dedicated to cross-border workers and frequent<br />
travellers (<strong>MVNO</strong>).<br />
The company has launched a mobile phone service under its own brand in January 2002 focusing on crossborder<br />
and international frequent travellers. It offers a price reduction from 30% to 100% on GSM mobile<br />
roaming charges, and improved seamless services.<br />
This service has been developed thanks to proprietary technologies and agreements with mobile operators in<br />
France, in Switzerland, in Luxembourg, in Belgium and in the Netherlands.<br />

Transatel business model<br />
In the MVNA business model (or Aggregator/ Wholesale), Transatel sets a global interconnection and<br />
wholesale deal with a mobile operator (MNO), and packages it with a whole set of value-added services to<br />
small, medium or niche <strong>MVNO</strong>s. Such companies would not have the capacity, the importance or the time to<br />
directly negotiate with a mobile operator.<br />
In the MVNE ASP 1 business model, the <strong>MVNO</strong> signs a contract for purchasing airtime with the MNO.<br />
Transatel is the MVNE (technical service provider) of either the MNO or the <strong>MVNO</strong> according to their<br />
choice.<br />

As MVNE, Transatel is able to work in several ways. Transatel can provide its services to an <strong>MVNO</strong> or to the<br />
MNO. Transatel can adapt to the needs of the customer (<strong>MVNO</strong> or MNO).<br />
First of all, Transatel can manage different valid technical architectures which must be accepted and validated<br />
with the Host mobile Network Operator (HNO):<br />
- Light MVNE/<strong>MVNO</strong>: Simple batch provisioning interface (not real time) to the HNO, call data records<br />
stream from the HNO.<br />
- IN MVNE/<strong>MVNO</strong>: Real time control of the network based on a Intelligent Network protocol (Transatel<br />
manages its own Service Control Point, SCP), real time provisioning interfaces to the HNO, call data<br />
records stream from the HNO and from the Transatel Service Control Point.<br />
- Full MVNE/<strong>MVNO</strong>: In addition to the IN MVNE/<strong>MVNO</strong>, Transatel bears the entire core network<br />
including the Home Location Register (HLR), but excluding radio access network of course. Full<br />
<strong>MVNO</strong> architecture allows the <strong>MVNO</strong> to make more innovation, to improve its quality of service and<br />
to keeps freedom from its HNO.<br />
Based on its knowledge and his experience, Transatel is very well positioned on the market especially in the<br />

Transatel Mobile offers exclusive services to cross-border workers and frequent travelers. The multi-country<br />
offer is dedicated to people who are often travelling between the countries in the Transatel Zone: France,<br />
Switzerland, Luxembourg, Belgium, and the Netherlands.<br />
The problematic of the cross-border workers and the frequent travellers<br />
Frequent travellers are those who are regularly travelling from one country to another. They are all facing the<br />
same problem: high “roaming” rates charged by operators for the use of their mobile phones in a foreign<br />
country.<br />
How many people are concerned?<br />
More than 3 million people all over the world are concerned and use more than 1 hour of roaming every<br />
month.<br />
In France and the Benelux, more than 150 000 people across the borders between their work and their home.<br />
The Transatel Mobile solution<br />
In order to avoid roaming, Transatel Mobile invented a solution: the multi-country mobile phone offer, allowing<br />

Two multi-country offers in Europe<br />
In 2007, the European Commission has legislated in order to control the big impact of the roaming on the<br />
invoices of the European customers. The Eurotariff sets limits on the prices mobile operators can charge for<br />
mobile calls made or received while travelling in another EU country. These prices are decreasing every year<br />
since 2007.<br />
Until 1 st of September to 30 th of August 2009, the tariffs are set in this way: 0.43€/min for the outgoing calls<br />
and 0.19€/min for the incoming calls.<br />
The Transatel Mobile solution is from 30% to 100% cheaper than the Eurotariff.<br />
The multi-country Internet & email option (available with the 2 multi-country offers)<br />
Transatel Mobile proposes multi-country DATA offers from 5MB to unlimited. This enables travellers to access<br />
their emails when abroad without paying the roaming. Prices are to be compared with rates for data traffic<br />
while roaming.<br />

Thanks to the GSM number portability, all subscribers (prepaid and post-paid) can change of operator and<br />
keep his phone number.<br />
For example, SFR clients in France, Proximus clients in Belgium, KPN clients in the Netherlands or Lux GSM<br />
clients in Luxembourg can become a Transatel Mobile customer and keep their phone number.<br />
GSM number portability applies to all second generation mobile phone networks (GSM) and third generation<br />

With the Phonetic/Equilibre offer, Transatel Mobile proposes advanced solutions for<br />
companies which have employees who do not travel much. Available in Belgium and<br />
France, it is targeting individuals or company fleets that have a traveller / non-traveller mix.<br />
It allows them to have access to a wide range of advanced services (International<br />
Optimum, Unified Messaging Service, multi-lingual customer care…)<br />

Phonethic is a mobile phone offer with a humanitarian content available in Belgium.<br />
Phonethic is a partnership between Transatel and 4 charity organisations: Action against<br />
Hunger, Médecins du Monde, Natagora and SOS Children’s Villages. 12% of each<br />
subscriber’s invoice is given to the associations. Phonethic was launched in January<br />
2007. Transatel Solutions is in charge of all technical and commercial operations.<br />
Eurokeitai is the only French mobile phone operator dedicated to the Japanese<br />
community. Services, documentation, contracts and customer care service are all in<br />
Japanese. Transatel Solutions is responsible for both technical and commercial<br />
