First of all, praise be to The Lord, The Almighty God, thank Him for His blessings and kindness that all<br />

of us are always in good health, and have the opportunity to attend classes in or beloved campus,<br />

PRESIDENT UNIVERSITY.<br />

The development of student life is no doubt, an integral part of our National Education System to<br />

build character and wisdom in general and campus life in particular.<br />

Furthermore, campus life cannot be separated from various kinds of activities and events, whereas<br />

these activities are a mean of personality development of students toward the expansion of Insight,<br />

Professionalism, Science, Sense of Unity and Oneness.<br />

Life in the Student <strong>Housing</strong> is a form of the application and a means of learning to live in a society.<br />

Residents are, therefore, expected to be able to place themselves to be part of the community.<br />

In order to live peacefully and harmoniously and to be orderly an secured, the residents in Student<br />

<strong>Housing</strong> must obey the rules and regulations that have been made and agreed upon.<br />

I appreciate and thank of those who participated in constructing the dormitory rules and regulations,<br />

and wish these can be observed.<br />

Dear Residents of Student <strong>Housing</strong>,<br />

Welcome to <strong>President</strong> <strong>University</strong> Student <strong>Housing</strong>,<br />

First of all, thank you for your willingness to stay at <strong>President</strong> <strong>University</strong> Student <strong>Housing</strong>. The<br />

Student <strong>Housing</strong> is an un-separable facility of the <strong>University</strong> to educate our future leaders with<br />

global outlook and multiculturalism mindset in line with the Vision and Mission of <strong>President</strong><br />

<strong>University</strong>. It is an area where most of the Co-curricular and Extra-curricular activities of <strong>President</strong><br />

<strong>University</strong> Students are done.<br />

It will be your second home to develop your IDEAL which stands for Integrity, Discipline, Empathy,<br />

Achievement orientation and Learning Spirit. The Student <strong>Housing</strong> promotes the development of<br />

ideal future leaders for the following reasons:<br />

1. People will trust their leaders who show integrity which means they adhere to a moral<br />

conviction, or code of honor, that won't allow them to do certain things they feel would<br />

debase them.<br />

2. Discipline which means that we have to observe the rules and regulations to create<br />

conducive environment for learning and healthy activities as a big and diverse community of<br />

<strong>President</strong> <strong>University</strong> Student <strong>Housing</strong>.<br />

3. Empathy is essential because we live with other students who have different backgrounds in<br />

terms of culture, race, ethnicity, religion, and even nationality. Having empathy and good<br />

tolerance towards aforementioned aspects are essentials.<br />

4. Students will be guided to be future leaders who always strive for excellence and develop<br />

their achievement orientation to be a successful leader who will make the difference.<br />

5. The spirit of being a learner at all times will keep you updated and adaptive to local, regional<br />

and global developments.<br />

Throughout your daily and organizational lives in the student housing, you will be provided with<br />

great opportunities to develop yourselves to be ideal future leaders.<br />

Please advise the Student <strong>Housing</strong> Medical Clinic should you need and inform us of any physical<br />

limitations you may carry. For safety reasons, please share with us your health insurance in case of<br />

emergency and requiring hospital attention.<br />

Herewith is the regulation of Student <strong>Housing</strong> contributed by all stakeholders of the Student <strong>Housing</strong><br />

such as: students, lecturers, Management and Foundation of <strong>President</strong> <strong>University</strong>. It is designed and<br />

adapted to the needs of every student staying at <strong>President</strong> <strong>University</strong> Student <strong>Housing</strong>. I hope you<br />

can all invest a good amount of time in reading and understanding your rights and responsibilities as<br />

a member of the community. After reading it, please sign the Commitment Letter and return it to us<br />

as a sign that you are ready to move into the next stage of your campus life.<br />

STUDENT HOUSING REGULATIONS<br />

A. Student Rights and Responsibilities<br />

As a member of <strong>President</strong> <strong>University</strong>’s student housing community, you are given certain<br />

individual rights that your roommate(s) and those living around you should understand, obey<br />

and respect. You are responsible to ensure that your roommates and other residents are given<br />

the same rights regardless of their gender, race, religion, cultural background, belief, value or<br />

attitude. When you meet your responsibilities, you will not only help yourself but also your<br />

friends thus position student housing as a great place to learn, grow and develop.<br />

Through the community agreement process, you and other members of your community may<br />

choose to add to the rules mentioned in this handbook. It is important that these items, the<br />

concepts of others’ rights and responsibilities and the community agreement discussed<br />

throughout the year.<br />

The Student <strong>Housing</strong> staff does not guarantee you will attain each of these rights at all times<br />

since all of you share the responsibilities. You can help ensure that these rights will be honored<br />

through thoughtful discussion and open communication with roommates and other residents.<br />

The Student <strong>Housing</strong> staff is committed to offering you an exclusive environment that will allow<br />

you to take healthy risks, grow and participate in enriching and challenging activities. The choice<br />

is yours – you can choose to passively exist or to take full advantage of your living environment<br />

by participating in activities, standing up for yourself and others and speaking up for what you<br />

believe has value.<br />

These rights and responsibilities are not legally binding, but they are meant to complement the<br />

<strong>President</strong> <strong>University</strong>’s Student Rights and Responsibilities and Student <strong>Housing</strong> Regulations.<br />

Rights<br />

4. Confront another person behavior when it<br />

infringes your rights.<br />

help.<br />

6. To know what is acceptable behavior or<br />

not.<br />

7. Using Facilities and Properties.<br />

Responsibilities<br />

1. Always keep your door locked.<br />

2. Pay attention on quite hours/curfews by<br />

keeping any activities that may create<br />

noise down.<br />

3. Share with your roommate of wishes and<br />

preferences of sleep, study, and visitation.<br />

4. Examine your own behavior when<br />

confronted by others to resolve conflict.<br />

5. Notify a staff in timely manner for help.<br />

6. To read and to implement the information<br />

provided for you by the <strong>President</strong><br />

<strong>University</strong>. This includes, but is not limited<br />

to Student <strong>Housing</strong> Regulations and<br />

Student <strong>Guidebook</strong>.<br />

7. You may report any violations, whether or<br />

not you were personally affected by it.<br />

To a significant extent, your success will depend on your ability to understand and balance the<br />

rights and responsibilities aspects of your campus life experience. The Student <strong>Housing</strong> staffs do<br />

not assume the role of parenting, and you will seldom be told what to do or what not to do with<br />

regards to your personal behavior. The apparent exception is when individual or group behavior<br />

and appearance are considered as threatening the ambience, health and safety of others or the<br />

community or beginning to disrupt the legitimate pursuits of others within the Student <strong>Housing</strong><br />

complex of <strong>President</strong> <strong>University</strong>.<br />

B. Student <strong>Housing</strong> Regulation<br />

1. Payment of Student <strong>Housing</strong> Fees<br />

It is compulsory for all students to pay the fees in a timely manner before getting a room allocation<br />

at <strong>President</strong> <strong>University</strong> Student <strong>Housing</strong>. If students are willing to extend their stay at the Student<br />

<strong>Housing</strong>, they need to reserve and pay their annual student housing fees before period has been<br />

assigned every year. Reservation forms can be obtained from Finance Department.<br />

2. Alcohol Consumption and Empty Alcohol Containers<br />

Residents are prohibited from storing or consuming alcohol at Student <strong>Housing</strong> Complex. Possession<br />

of empty alcohol containers is prohibited and may be viewed as evidence of possession of alcohol<br />

which is against the rule of <strong>President</strong> <strong>University</strong> Student <strong>Housing</strong> that may cause your lost on your<br />

residency status at the Student <strong>Housing</strong>.<br />

3. Prohibited Appliances<br />

Possessing and/or using prohibited appliances such as stoves, halogen lamps, toaster ovens, hot<br />

plates, grills, personal air conditioning or dehumidifying units, microwaves or a refrigerator (more<br />

than 300 watts) is prohibited.<br />

4. Entry into the Male and Female Dormitories<br />

Dormitories are designated for use by a specific gender. A resident should only use the dormitory<br />

designated for his/her gender. Residents should direct their guests to the dormitory facilities<br />

designated by gender. Male residents should at no time enter the female complex and vice versa.<br />

5. Guest Policy<br />

A host will be held responsible for the behavior of his or her guests and should ensure that guests<br />

comply with all <strong>University</strong> Policies and Student <strong>Housing</strong> Regulations. Be mindful of your housemates<br />

when inviting guests to visit your house.<br />

6. Misuse of Keys<br />

The room key and building access card a residents receives at check-in is for his/her own used<br />

exclusively. This is also true of any “spare key/access card” that a resident signs out temporarily.<br />

Giving or loaning your key and/or access card to others is prohibited. Duplication of any university<br />

case, including room keys without permission by <strong>President</strong> <strong>University</strong>, is also prohibited. <strong>President</strong><br />

<strong>University</strong> has the rights to duplicate the keys.<br />

7. Violations of Health, Fire, Safety or Maintenance Codes<br />

Participating in any activity in violation of health, fire, safety; or endangering people or <strong>University</strong><br />

property is prohibited. Examples include, but are not limited to: Hanging cloth or other items on<br />

ceilings, throwing items out of windows, Student <strong>Housing</strong> provided bunk beds.<br />

8. Moving Lounge Furniture(s) to Individual Rooms or Other Areas<br />

Moving student housing furniture from assigned areas to other areas of the building is prohibited<br />

without any permission from the Office of Student <strong>Housing</strong> management. The furniture is intended<br />

for specific use in area, and it is not to be moved from the designated area.<br />

9. Health Insurance<br />

Due to the unforeseen circumstances and students are apart from their parents during their stay at<br />

Student <strong>Housing</strong>, all residents of <strong>President</strong> <strong>University</strong> Student <strong>Housing</strong> are urged/encouraged to<br />

have a health insurance Jababeka for hospitalization purposes. And the photo of the officer/nurse at<br />

Student <strong>Housing</strong> Health Care need to be displayed so it does not impress fake officers/fake nurses.<br />

10. Quiet Hours<br />

Quiet Hours are designated to support an environment that is conducive to learning. While Quiet<br />

Hours are in effect, students showed refrain from creating noise in the room or in the study area.<br />

During final exam periods 24 Hours Quiet Hours are in effect.<br />

Quiet Hours during non exam period are Sunday-Thursday: 10.00 p.m – 6.00 a.m; Friday and<br />

Saturday: Midnight – 6.00 a.m.<br />

11. Gates and Portals of Student <strong>Housing</strong><br />

The main and the female gates are closed and locked from 00.00 to 06.00 am. The portal will only be<br />

opened: a) during students move in and move out, b) emergencies such as fire, sick students, raining;<br />

c) trucks such as supplying drinking water, taking waste out and maintenance purposes only.<br />

Student staying at the student housing not returning to student housing to spend the night must<br />

report to the Director of Student <strong>Housing</strong> at female/male office and provide relevant, legitimate and<br />

sound reasoning.<br />

12. Smoking and Drug abuse<br />

All university building premises and Student <strong>Housing</strong> are declared as non smoking area. All students<br />

and visitors are prohibited to smoke in the area. Smoking is permitted at the outside of the<br />

university building and Student <strong>Housing</strong> Complex. The areas must at least 3 meters away from any<br />

entrance or gates of Student <strong>Housing</strong> Complex.<br />

Any forms of storing and consumption of addictive drugs within or outside the Student <strong>Housing</strong> is<br />

never tolerated. It is against the Republic of Indonesia’s Law and is subject to heavy penalty that may<br />

result to imprisonment or death penalty.<br />

13. Vandalism<br />

The destructing, damaging, misusing, defacing or littering on any <strong>University</strong> building, property or<br />

private property on the campus is prohibited. Individuals responsible for vandalism will be referred<br />

into the Office of Student <strong>Housing</strong>. Student vandalizing university’s property will be sanctioned with<br />

disciplinary sanction and damage Billing Fines may be assessed to individuals or communities in<br />

response to vandalism. (Please see list price for damaging different items at Student <strong>Housing</strong><br />

Complex).<br />

C. Procedures<br />

C.1. Documentation & Adjudication<br />

C.1.1. Violation of any <strong>Housing</strong> Regulations will be documented on an Incident Report. Violations will<br />

be referred to <strong>Housing</strong> Directors, <strong>Housing</strong> professional staff for investigation and resolution. In the<br />

event that both <strong>University</strong> Policy violations and <strong>Housing</strong> Regulations are documented, students will<br />

be referred to the Student Affairs Office.<br />

C.1.2. When a <strong>Housing</strong> Regulation violations is referred to the Assigned Director or <strong>Housing</strong><br />

Professional, a notice will be sent to the student involved outlining the alleged violation(s). The<br />

student will be instructed to schedule a meeting with the Designated Director. At this meeting, they<br />

will review the incident and discuss the alleged policy violation.<br />

C.1.3. During the meeting, the <strong>Housing</strong> staff member may determine if more information is needed.<br />

They may ask to schedule a meeting with the incident reporter and the student, as well as other<br />

people who have witnessed the incident. If the student wishes to have witnesses brought forth,<br />

he/she must notify the <strong>Housing</strong> staff member of the witnesses’ names in advice. The <strong>Housing</strong> staff<br />

member will determine the appropriateness of witnesses in situations where the student has<br />

requested the presence of a large number of people. Witnesses may appear either individually or<br />

collectively at the <strong>Housing</strong> staff member’s discretion.<br />

C.1.4. The Student Affairs Office will determine the involvement and assign sanctions as appropriate.<br />

The result of this meeting will be documented and a copy will be given to the student(s).<br />

C.1.5 Violations discovered during Safety Inspections may be adjudicated via a written<br />

correspondence. This correspondence will state the violation, sanction including the corrective<br />

action to be taken by the resident.<br />

C.2. Disciplinary Action<br />

Members of the <strong>President</strong> <strong>University</strong> community are expected to conduct themselves in accordance<br />

with the regulations of the <strong>University</strong> and the law of the city, province and nation. Whilst violating<br />

<strong>University</strong> regulations will lead to disciplinary action, the disciplinary effort at <strong>President</strong> <strong>University</strong><br />

has three principles:<br />

1. Disciplinary action is aimed at producing growth and maturity.<br />

2. Students are encouraged to assume responsibility for their own behavior.<br />

3. Any imposition of disciplinary sanction goes through a due process of investigation.<br />

The <strong>University</strong> attempts to balance disciplinary action with each student’s particular needs and to<br />

help him/her toward success and maturity.<br />

If a student knows that his/her behavior is outside the limits established by the <strong>University</strong> and they<br />

desire assistance in changing such behavior, then without threat of disciplinary action, they may take<br />

the initiative to discuss the situation with a lecturer. Student counselor or student services staff<br />

member. A problem of this nature is defined as a personal problem and the staff member will work<br />

with the student toward a change of behavior. Under some circumstances students may be referred<br />

to experienced professionals off campus. Violations of campus rules/community standards are open<br />

to disciplinary action, which is classified into different categories as follows:<br />

1. Verbal Reprimands/Warnings<br />

Reprimands are given when it is necessary to remind student of their commitment to the community<br />

standards of the <strong>University</strong>. Students may receive an official verbal reprimand for the first offense.<br />

Students whose attitudes or actions continue to be inconsistent with <strong>President</strong> <strong>University</strong><br />

expectations may be given a first warning letter, which will be followed by second warning letter<br />

that may lead to expulsion.<br />

2. Fines<br />

Fines are given when property damage is involved, or when equipment borrowed from <strong>President</strong><br />

<strong>University</strong> is not returned on time or has been lost. Fines are also given along with any violations<br />

of rules at <strong>President</strong> <strong>University</strong> not resulting to expulsion. Fines are also related to the issuing of<br />

warning letter.<br />

3. Probation (First and Second Warning Letters)<br />

<strong>President</strong> <strong>University</strong> student who have received both first and second letters will be subject to<br />

Probation. Probation provides the student with an opportunity to show a positive change in<br />

attitude and conduct in order to continue as a student at <strong>President</strong> <strong>University</strong>. The student is<br />

required to sign an agreement to perform faithfully the terms of the probation.<br />

A signed copy of the agreement may be sent to the student’s parents, to the Academic Advisor,<br />

the Academic Bureau, and/or the Student Affairs Department for filing. The length of the first<br />

probation period is three months and the second is six months under control of counselor and<br />

male/female Director of Student <strong>Housing</strong> (for those who live in dormitory) to meet them every<br />

two weeks.<br />

Fines associated with breaking rules resulting to First Warning Letter, student must pay a fine of<br />

Rp. 500.000, - or 50 hours community service. Fines associated with breaking rules resulting to<br />

Second Warning Letter, student must pay a fine of Rp. 1.000.000, - or 100 hours community<br />

service. The Directors of the Student <strong>Housing</strong>, Head of Student Affairs are authorized to issue<br />

these letters to the students and notes to Finance Department.<br />

The Fine will be paid through <strong>President</strong> <strong>University</strong> Finance Department, and will totally be used<br />

for student activities at <strong>President</strong> <strong>University</strong>. A monthly report will be produced by Finance<br />

Department.<br />

4. The Third Warning Letter and Suspension<br />

The third warning letter will lead to student suspension. For a serious violation of PRESUNIV<br />

rules and regulations, vice rector level or above may issue a third warning letter with or without<br />

the first and second warning letters. The third warning letter will cause the student to undergo a<br />

2 week suspension from any academic activities, and they will immediately be dismissed from<br />

the Student <strong>Housing</strong> and the student is required to pay Rp. 3.000.000,- or 300 hours community<br />

service.<br />

5. Dismissal<br />

When a student has committed a serious violation of <strong>President</strong> <strong>University</strong>’s rules and regulations,<br />

he/she will be dismissed. An uncooperative student, with an evident spirit unsympathetic to the<br />

standards and ideals of the <strong>University</strong>, is considered to be one who chooses to no longer be a<br />

student. Dismissal may also result from actions that are viewed as having a harmful or negative<br />

influence upon other students or upon the reputation of <strong>President</strong> <strong>University</strong>. Students who are<br />

dismissed must remove all personal belongings from the <strong>President</strong> <strong>University</strong> campus within<br />

twenty four hours, return all <strong>President</strong> <strong>University</strong> property in good condition and settle all<br />

financial obligations and fines. Dismissed students are not to visit the campus or use any campus<br />

facilities. Grounds for dismissal are as follows:<br />

5.1 Immoral actions include the following:<br />

a. Students caught in excessive kissing, necking, sleeping together with the opposite<br />

gender, petting on the <strong>University</strong> Campus. For example: Students of opposite gender<br />

found to be in the same locked room.<br />

b. Pregnancy without marriage.<br />

c. Relationships between the same gender.<br />

5.2 Other offences stated by Indonesian law as a crime.<br />

5.3 Fighting on campus, in the dormitory, or outside the campus if it results in grave injury to the<br />

parties involved.<br />

5.4 Proven addictive drug storage/addict/user/pusher.<br />

5.5 Staging, provoking mass action such as demonstrations or rallies that are deemed<br />

detrimental to the reputation of the <strong>University</strong> and/or disruptive to its academic activity.<br />

5.6 Leaving Student <strong>Housing</strong> without notification to Student <strong>Housing</strong> Director.<br />

5.7 Stealing personal belongings, laboratory equipment, books from library or Student <strong>Housing</strong><br />

assets.<br />

Whenever applicable and in accordance with the offence committed, the appropriate disciplinary<br />

6. Police Action<br />

Students who are uncooperative with <strong>President</strong> <strong>University</strong> staffs and are involved in illegal activities<br />

(e.g., falsification of records, misrepresentation or misuse of <strong>President</strong> <strong>University</strong><br />

name/signs/symbols, gambling, blackmail, drug/weapon possession or usage) will be reported to the<br />

police. And because of our respect for individuals and the student housing properties, <strong>President</strong><br />

<strong>University</strong> will not tolerate physical violence (fighting), property damage, or any other activity, which<br />

endangers the safety of others. Grades and/or academic credit may be withheld while any of the<br />

above-mentioned issues are being resolved.<br />

7. Immigration policy for International students<br />

As stated in the country’s law and regulation (UU No 9 Tahun 1992) pertaining to International<br />

Students in Indonesia that they are not allowed to use the student visa to work or for business<br />

purpose except for Internship programs offered by the <strong>University</strong> concerned, violation of which will<br />

result in passport confiscation and deportation to country of origin.<br />

C.3 Administration of System<br />

Actions taken under the above process do not preclude, replace or supersede standard procedures<br />

for damage assessment or any action by the Student Affairs Office and/or civil authorities.<br />

D. Safety in the Residence Halls<br />

The residence halls at the <strong>President</strong> <strong>University</strong> are equipped with a variety of security and fire safety<br />

devices that make our buildings a relatively safe place to live. Door locks provide safety for our<br />

residents. However, the most important safety asset at <strong>President</strong> <strong>University</strong> is our students who<br />

utilize the tools they are provided with to keep themselves and their belongings safe. Resident must<br />

learn that they are no longer living in a single family home or apartment building – their actions<br />

affect not only themselves but all the other residents in their building. To ensure safety and security<br />

in the residence halls, we remind the students the followings:<br />

4.1. Do not carry your room key, ID in the same case.<br />

4.2. Never lend your key, ID card to anyone.<br />

4.3. Lock the door to your room when you are leave or sleeping. Nearly all reported burglaries of<br />

residence hall rooms involve unlocked doors.<br />

4.4. Always escort your guests at all times.<br />

4.5. Do not allow strangers to enter the building with you. If an unauthorized person pushes past<br />

you or follows you in the door, immediately inform a <strong>Housing</strong> staff member or the security<br />

4.6. If you see an unfamiliar face in your residence hall, ask for identification and information about<br />

their business or contact a <strong>Housing</strong> staff member or security. If necessary, ask another student to<br />

accompany you when you speak to an unescorted visitor.<br />

4.7. Immediately report all lost or stolen keys and access cards to Security or <strong>Housing</strong> staff.<br />

4.8. Report all thefts and any suspicious activities to <strong>Housing</strong> staff and security.<br />

4.9. Immediately report all security-related maintenance problems to the <strong>Housing</strong> Facilities. Security<br />

repairs include locks, doors, and windows, outside lights or fire extinguishers that need repair or<br />

replacement.<br />

E. Co-Curricular Program<br />

Co-Curricular<br />

Peer Leadership is the Co-Curricular Program which integrates with the Curricular Program<br />

academically. Students are expected not only to be focused on knowledge based on their fields of<br />

study, but also to develop their soft skills, to become self-reliant graduates and full of initiative, to<br />

work accurately, to have self motivation and self discipline, and leadership skills.<br />

Everything will be synergized either academically (curricular and co-curricular) or non-curricular,<br />

academically.<br />

The Peer Leadership program is designed for making a quality mentoring relationship between the<br />

Peer Leader and the others. The best Peer Leadership occurs when a symbiotic relationship,<br />

incorporating trust, communication, and support can be built. Peer Leadership requires a high<br />

degree of interaction in the early stages of the relationship, but later grows toward self-sufficiency<br />

and self leadership and so creates a kind of peer counseling.<br />

<strong>President</strong> <strong>University</strong> will keep a record about a student’s progress, both academic and nonacademic.<br />

<strong>President</strong> <strong>University</strong> will identify the students who do well, both academically and nonacademically,<br />

and those students will get an award as the outstanding students of the year.<br />
