To the Present and Past Grand Chapter Officers, Worthy Matrons, Worthy Patrons, Associate Matrons,
Associate Patrons, Officers and Members of Subordinate Chapters of Deborah Grand Chapter, Order of
Eastern Star, Prince Hall Adopted, Commonwealth of Pennsylvania:
Greetings;
Be it known that copies of this Proclamation will be provided to the following:
All Elected Grand Chapter Officers, Past Grand Worthy Matrons, Past Grand Worthy Patrons, Grand
Chairpersons, District Deputy Grand Matrons, District Lecturers, Worthy Matrons, Chapter Secretaries, CC
of FC, and to all members of Deborah Grand Chapter via Deborah Grand Chapter's website. A copy will
be provided to the Most Worshipful Grand Master, Dr. Murphy J. Keller, III.
All Directives in this Proclamation are to be read in their entirety in each Chapter. It is not necessary to
read it in the School of Instructions or District Meetings.
We, the Grand Worthy Matron and Grand Worthy Patron, do hereby proclaim the following and require
adherence thereto by all members of Deborah Grand Chapter.
Directives from the Grand Worthy Matron
Be it known that letters of invitation to all O. E. S. District and Chapter Affairs must be sent to the Most
Worshipful Grand Master, Dr. Murphy J. Keller, III, #20 at P. O. Box 10041, Pittsburgh, PA 15236 with a
copy to 4301 North Broad Street, Philadelphia, PA 19140. It is not the intent of the Most Worshipful
Grand Master to incur any additional expenses for the Districts or Chapters as he may elect to send a local
representative to the Affair. However, that will be the decision of the Most Worshipful Grand Master, Dr.
Murphy J. Keller, III, #20. Please govern yourselves accordingly.
Line Officers’ Training
Be it known that Line Officers’ Training will be open to all members of Deborah Grand Chapter, Order of
Eastern Star, Prince Hall Adopted, Commonwealth of Pennsylvania, who wish to attend during this
Administration. We acknowledge who the Line Officers are and why the Department was established.
However, with so many Worthy Matrons and/or Past Worthy Matrons serving their Chapters several times
either as the Worthy Matron or in some other position, as well as new members being elected as Line
Officers soon after being initiated, we must encourage and allow our members to take advantage of any and
all opportunities to satisfy their quest for knowledge in this Order.
Also, be it known that those members attending Line Officers’ Training MUST respect the Line Officers’
Trainer as the Officer in charge and MUST be respectful and considerate of ALL members in attendance.
Any member failing to follow these guidelines will be kindly asked to leave the meeting by the presiding
officer. Please govern yourselves accordingly.

Membership "Donee" Cards
Each member of a Subordinate Chapter of Deborah Grand Chapter must have on file at Deborah Grand
Chapter a current "Donee" form. Completion of this document states who will receive the financial
donation from Deborah Grand Chapter at your demise. Please note, if this form is not complete with
current information, Deborah Grand Chapter will not be able to contact the recipient; therefore, unable
to disburse the funds.
Subordinate Chapter Charters
Each Subordinate Chapter of Deborah Grand Chapter is required to send a copy of its Charter to the
Grand Chairperson of the Charters and Dispensations Committee, Bro. LeRoy C. Patience, Jr., No. 84,
PGWP (lcpatl@verizon.net). The copy will be stored in the archives and used to replace a Chapter's
Charter upon request. Have your Charter scanned and either email the electric copy or send your copy
on a CD/flash drive. If additional information is needed on this matter, please contact the committee
chairperson.
Subordinate Chapter Late Fees
To encourage Chapters to pay their quarterly taxes on time, a late fee of five (5) percent will be applied to
the outstanding balance of a Chapter’s quarterly taxes not received by the due date in the Office of the
Grand Secretary. Due dates are: 1 st quarter – June 30 th ; 2 nd quarter – September 30 th ; 3 rd quarter –
December 30 th ; 4 th quarter – March 30 th . Please govern yourselves accordingly.
Personal Checks Returned To Deborah Grand Chapter
Members whose personal checks, written to Deborah Grand Chapter, are returned by their banks for
“Insufficient Funds” will be charged a service fee of $15.00 in addition to the bank service fee and the
amount of the check. Should Deborah Grand Chapter receive two (2) returned checks from a member’s
bank, Deborah Grand Chapter will not accept additional checks from that member. All future
payments/donations must be made by certified check, money order, or in cash.
Reinstatement Fee
Be it known that the ‘Reinstatement Fee’ of $25.00 for all members who have been dropped from their
Chapters’ Rosters for non-payment of dues has been extended from June 1, 2011 until June 30, 2013. The
Chapters will retain the entire reinstatement fee. Those members who were dropped prior to June 1, 2011
will be reinstated in accordance with the rules as stated in Deborah Grand Chapter’s Constitution and
Bylaws, Article XXII, Section 3 (page 64).
Deborah Grand Chapter “Gone Green” Initiative
A successful transition of Phase I and Phase II of DGC ‘Going Green’ has been completed. Phase I
switched Deborah Grand Chapter to an electronic mailing system where the Subordinate Chapters now
receive their Quarterly Returns, Rosters, Proclamations, Mass Mailings from the Grand Worthy Matron
and/or Grand Worthy Patron, Secretary’s ‘Helpful Hints’, etc. through their assigned email address. This
reduced expenses for the Organization, enabled Chapters to receive information and forward responses
faster and it benefited the environment with the reduced usage of paper. Phase II of this project was rolled
out at the Seminar 2012. A visual demonstration was given in the Secretaries Workshop and showed all in
attendance how the Chapters can submit forms, roster changes, etc. to Deborah Grand Chapter
(deborahgrandoes@verizon.net) through their assigned email address and through Deborah Grand

Chapter’s Membership Database (Memberclicks) providing a cost savings to the Chapters. Upon approval
from the Grand Worthy Matron, we are now also sending correspondence/flyers for the various
Departments (i.e. Ways & Means, Education, etc.) to the Chapters’ assigned email addresses. Look for
Phase III to be rolled out at the 97 th Annual Grand Session!!! Remember to visit Deborah Grand Chapter’s
Web Site (http://www.princehall-pa.org/OES/Deborah/index.htm). The IT Committee is working very hard
maintaining and updating our web site.

Proper Dress for O. E. S. Sisters on All Occasions
Article XXXIV, Section I (pages 73 & 74) of the Constitution and Bylaws of Deborah Grand Chapter,
provides the description of proper regalia of the Order which states “For all public and Grand Chapter
occasions, except for funerals, the Female members shall wear white dresses, white gloves, white
stockings, white shoes. (a) The dress shall be white with sleeves below the elbow; no plunging
necklines, back or front, no hemlines above the knee”. This Article also states, under Section 1 (e),
the actions of the Marshals when a Sister is not wearing the proper regalia. Please note, the Grand
Assistant Marshals will exercise this duty during the Annual Grand Session of Deborah Grand Chapter
as well as during other Festive Days and events where proper O.E.S. regalia is required. Please adhere
to the Grand Marshals’ directions in a kind and courteous manner.
Once again my Sisters, I ask that we are mindful of our attire when attending social functions and
meetings. Plunging necklines and splits above the knee are not appropriate dress for a Sister in the
Order whether regaled or at a social function. Also, when we were granted the permission to wear
slacks to non-regaled events, there were restrictions. Just a reminder, pant suits, jacket and slacks or
sweater sets with slacks are acceptable. Slacks with a top/blouse/sweater, sweats, jogging suits or jeans
are NOT permissible.
198 th Annual Mid-Year Session
The 198 th Annual Mid-Year Session of the Most Worshipful Prince Hall Grand Lodge, Free and
Accepted Masons of Pennsylvania will convene on Friday, April 5, 2013 and Saturday, April 6, 2013
at the DoubleTree by Hilton Green Tree Hotel, Pittsburgh, PA (800-222-8733). The room rates are
$109 + tax per night. On Friday evening, from 7:00 PM – 9:00 PM, a Gospel Concert will be held.
Admission is $10. Proceeds from this event will support the Grand Lodge’s Youth Scholarship Fund.
All regular and stated meetings are cancelled during the Annual Mid-Year Session. Please obtain the
necessary Dispensations to reschedule any meetings. Written requests to reschedule all meetings held in the
Masonic Complexes must be given to the site managers by March 25, 2013.

Scheduled Activities During Mid-Year Session 2013
On Saturday, April 6, 2013 at 1:00 PM, the Ways and Means Committee will present “The Price
Is Right” Luncheon. Donation: $45.00. Transportation to Pittsburgh will be available. For
tickets or transportation information, please contact your Ways and Means District Chairperson,
Subordinate Chapter Conductress and Associate Conductress, or Grand Conductress Marva Linda
Montgomery, No. 84.
Northeast Region I Conference
The Northeast Region I Conference of Grand Masters and Grand Chapters, (Canada, Connecticut,
Delaware, Massachusetts, New Jersey, New York, Pennsylvania, and Rhode Island), hosted by the
Jurisdiction of Pennsylvania, will convene on Saturday, April 13, 2013, at 8:00 AM at the Clarion Hotel
and Conference Center at the Philadelphia Airport, 76 Industrial Highway, Essington, PA 19029.
Esther Day 2013 Observance
The statewide observance of Esther Day 2013 will be held on Sunday, May 5, 2013. We thank the Most
Worshipful Grand Master, Dr. Murphy J. Keller, III, for granting our request to change the date for
Esther Day. The District Deputy Grand Matrons are the chairpersons of this Festive Day and we ask
that all Sisters and Brothers support Esther Day in your respective District.
Esther Day will be observed as follows:
* First, Second, Third, and Fourth O. E. S. Districts.
* Fifth, Sixth, and Ninth O. E. S. Districts.
* Seventh and Eight O. E. S. Districts.
Detailed information will be disbursed to all members at a later date.
Regalia for Esther Day shall be white dresses, white gloves, white stockings, and white shoes. The
dress shall be white with sleeves below the elbow; no plunging necklines, back or front, no hemlines
above the knee, and a white rose worn on the left side of the hair. Sashes may be worn by Worthy
Matrons, Associate Matrons, Conductresses, Esthers, and Past Worthy Matrons. White corsages may
also be worn.
O. E. S. Day At Prince Hall School
On Thursday, May 23, 2013, the Prince Hall Elementary School in Philadelphia, PA will celebrate its 20 th
Anniversary of hosting O. E. S. Day. What a milestone! If you have never attended an O. E. S. Day, you
have missed an opportunity to witness the wonderful work the sisters do with the 4 th and 5 th grade young
ladies. Please join us at the Prince Hall Elementary School from 8:30 AM to 2:00 PM to celebrate this
historical achievement. Please contact Marva Linda Montgomery, Grand Conductress for additional
information.

Due Date For All Annual Reports
All reports from the Grand Chapter Officers, District Deputy Grand Matrons and Grand Chairpersons
are due in the Office of the Grand Secretary of Deborah Grand Chapter, with a copy to the Grand
Worthy Matron, on or before May 31, 2013 to will be included in the kits at the Annual Grand Session.
If your report is not received in the Office of the Grand Secretary by the due date, the Grand Chapter
Officer(s), District Deputy Grand Matron(s) or Grand Committee Chairperson(s) will be
responsible for printing the necessary copies and providing them to the Convention Coordinator to be
included in the kits. District Lecturers will follow the directives of the Grand Worthy Patron. Everyone
must adhere to this deadline!

By the power vested in me as Grand Worthy Matron of Deborah Grand Chapter, Order of Eastern Star,
Prince Hall Adopted, Commonwealth of Pennsylvania, I, Janice C. Harvey, No. 83, do hereby proclaim
that Deborah Grand Chapter’s 97 th Annual Session will convene at the Radisson Hotel Valley Forge,
1160 First Avenue, Valley Forge, PA 19403, on Monday, July 15, 2013 to Wednesday, July 17, 2013.
The hotel room rate is $103.00 plus 8% tax. Contact the hotel at (610) 337-2000 to make your
reservations. Please DO NOT reserve multiple rooms under one name!
This is a smoke free facility as well as there will be NO COOKING ALLOWED IN ANY SLEEPING

CONVENTION REGISTRATION
The Pre-Registration fee for the Annual Grand Session is $45.00. This fee includes the Saturday
Evening Activity. The Pre-Registration Deadline is: June 30, 2013. The On-Site Registration fee is
$50.00. NO CHECKS WILL BE ACCEPTED FOR ON-SITE REGISTRATION. All members,
including Grand Chapter Officers, are requested to Pre-Register. There is NO Registration fee for Past
Grand Worthy Matrons or Past Grand Worthy Patrons. Chapters who have Past Grand Worthy
Matrons/Patrons must list her/his name on the Chapter’s Registration Form. Elected Grand Chapter
Officers (excluding the Grand Worthy Matron and Grand Worthy Patron), are to submit their
Registration Fee to their Chapter Secretary. All members of Deborah Grand Chapter will be
responsible for picking up their convention kit and badge individually.

Directives from the Grand Worthy Patron
Dispensations
All Dispensations for ritualistic work must be voted upon in an open Chapter Meeting as per Deborah
Grand Chapter’s Constitution dictates. All Dispensations must be submitted to the District Lecturer thirty
(30) days in advance (or more) for approval. All Dispensations for degree work must be signed by the
Worthy Patron and the District Lecturer.
No Dispensations are required to conduct degree work on a Chapter’s regular meeting night, except when
the Chapter is doing more than one degree. A Dispensation is required when taking candidates to another
Chapter, or when doing the work on a day other than the Chapter’s regular meeting time.
It is the responsibility and duty of the Worthy Patron to notify the District Lecturer of all degree work.
This includes the time and place of all rehearsals.
District School
If a necessity occurs that requires a date and time change for District School, the Grand Worthy Patron and
the Grand Lecturer must be notified in advance for approval of the suggested date and time.
June Elections
As per the rules of Deborah Grand Chapter’s Constitution, no brother can serve as Worthy Patron that has
not previously served the position of Associate Patron. Please note that full adherence will be given to
Article VII, Sections 1 through 7 (pages 47 & 48) and Article VIII, Sections 1 through 6 (pages 48 & 49) of
the Constitution and Bylaws of Deborah Grand Chapter. All nominations of elected officers must be
completed prior to run offs.
