Eastern Star, <strong>Prince</strong> <strong>Hall</strong> Adopted, Commonwealth of Pennsylvania:<br />
Greetings;<br />
Be it known that copies of this Proclamation will be provided to the following:<br />

of FC, and to all members of <strong>Deborah</strong> <strong>Grand</strong> <strong>Chapter</strong> via <strong>Deborah</strong> <strong>Grand</strong> <strong>Chapter</strong>'s website. A copy will<br />

All Directives in this Proclamation are to be read in their entirety in each <strong>Chapter</strong>. It is not necessary to<br />
read it in the School of Instructions or District Meetings.<br />
We, the <strong>Grand</strong> Worthy Matron and <strong>Grand</strong> Worthy Patron, do hereby proclaim the following and require<br />
adherence thereto by all members of <strong>Deborah</strong> <strong>Grand</strong> <strong>Chapter</strong>.<br />
Directives from the <strong>Grand</strong> Worthy Matron<br />
Be it known that letters of invitation to all O. E. S. District and <strong>Chapter</strong> Affairs must be sent to the Most<br />
Worshipful <strong>Grand</strong> Master, Dr. Murphy J. Keller, III, #20 at P. O. Box 10041, Pittsburgh, PA 15236 with a<br />
copy to 4301 North Broad Street, Philadelphia, PA 19140. It is not the intent of the Most Worshipful<br />
<strong>Grand</strong> Master to incur any additional expenses for the Districts or <strong>Chapter</strong>s as he may elect to send a local<br />
representative to the Affair. However, that will be the decision of the Most Worshipful <strong>Grand</strong> Master, Dr.<br />
Murphy J. Keller, III, #20. Please govern yourselves accordingly.<br />
Line Officers’ Training<br />
Be it known that Line Officers’ Training will be open to all members of <strong>Deborah</strong> <strong>Grand</strong> <strong>Chapter</strong>, Order of<br />
Eastern Star, <strong>Prince</strong> <strong>Hall</strong> Adopted, Commonwealth of Pennsylvania, who wish to attend during this<br />
Administration. We acknowledge who the Line Officers are and why the Department was established.<br />
However, with so many Worthy Matrons and/or Past Worthy Matrons serving their <strong>Chapter</strong>s several times<br />
either as the Worthy Matron or in some other position, as well as new members being elected as Line<br />
Officers soon after being initiated, we must encourage and allow our members to take advantage of any and<br />
all opportunities to satisfy their quest for knowledge in this Order.<br />
Also, be it known that those members attending Line Officers’ Training MUST respect the Line Officers’<br />
Trainer as the Officer in charge and MUST be respectful and considerate of ALL members in attendance.<br />
Any member failing to follow these guidelines will be kindly asked to leave the meeting by the presiding<br />
officer. Please govern yourselves accordingly.
Membership "Donee" Cards<br />
Each member of a Subordinate <strong>Chapter</strong> of <strong>Deborah</strong> <strong>Grand</strong> <strong>Chapter</strong> must have on file at <strong>Deborah</strong> <strong>Grand</strong><br />
<strong>Chapter</strong> a current "Donee" form. Completion of this document states who will receive the financial<br />
donation from <strong>Deborah</strong> <strong>Grand</strong> <strong>Chapter</strong> at your demise. Please note, if this form is not complete with<br />
current information, <strong>Deborah</strong> <strong>Grand</strong> <strong>Chapter</strong> will not be able to contact the recipient; therefore, unable<br />
to disburse the funds.<br />
Subordinate <strong>Chapter</strong> Charters<br />
Each Subordinate <strong>Chapter</strong> of <strong>Deborah</strong> <strong>Grand</strong> <strong>Chapter</strong> is required to send a copy of its Charter to the<br />
<strong>Grand</strong> Chairperson of the Charters and Dispensations Committee, Bro. LeRoy C. Patience, Jr., No. 84,<br />
PGWP (lcpatl@verizon.net). The copy will be stored in the archives and used to replace a <strong>Chapter</strong>'s<br />
Charter upon request. Have your Charter scanned and either email the electric copy or send your copy<br />
on a CD/flash drive. If additional information is needed on this matter, please contact the committee<br />
chairperson.<br />
Subordinate <strong>Chapter</strong> Late Fees<br />
To encourage <strong>Chapter</strong>s to pay their quarterly taxes on time, a late fee of five (5) percent will be applied to<br />
the outstanding balance of a <strong>Chapter</strong>’s quarterly taxes not received by the due date in the Office of the<br />
<strong>Grand</strong> Secretary. Due dates are: 1 st quarter – June 30 th ; 2 nd quarter – September 30 th ; 3 rd quarter –<br />
December 30 th ; 4 th quarter – March 30 th . Please govern yourselves accordingly.<br />
Personal Checks Returned To <strong>Deborah</strong> <strong>Grand</strong> <strong>Chapter</strong><br />
Members whose personal checks, written to <strong>Deborah</strong> <strong>Grand</strong> <strong>Chapter</strong>, are returned by their banks for<br />
“Insufficient Funds” will be charged a service fee of $15.00 in addition to the bank service fee and the<br />
amount of the check. Should <strong>Deborah</strong> <strong>Grand</strong> <strong>Chapter</strong> receive two (2) returned checks from a member’s<br />
bank, <strong>Deborah</strong> <strong>Grand</strong> <strong>Chapter</strong> will not accept additional checks from that member. All future<br />
payments/donations must be made by certified check, money order, or in cash.<br />
Reinstatement Fee<br />
Be it known that the ‘Reinstatement Fee’ of $25.00 for all members who have been dropped from their<br />
<strong>Chapter</strong>s’ Rosters for non-payment of dues has been extended from June 1, 2011 until June 30, 2013. The<br />
<strong>Chapter</strong>s will retain the entire reinstatement fee. Those members who were dropped prior to June 1, 2011<br />
will be reinstated in accordance with the rules as stated in <strong>Deborah</strong> <strong>Grand</strong> <strong>Chapter</strong>’s Constitution and<br />
Bylaws, Article XXII, Section 3 (page 64).<br />
<strong>Deborah</strong> <strong>Grand</strong> <strong>Chapter</strong> “Gone Green” Initiative<br />
A successful transition of Phase I and Phase II of DGC ‘Going Green’ has been completed. Phase I<br />
switched <strong>Deborah</strong> <strong>Grand</strong> <strong>Chapter</strong> to an electronic mailing system where the Subordinate <strong>Chapter</strong>s now<br />
receive their Quarterly Returns, Rosters, Proclamations, Mass Mailings from the <strong>Grand</strong> Worthy Matron<br />
and/or <strong>Grand</strong> Worthy Patron, Secretary’s ‘Helpful Hints’, etc. through their assigned email address. This<br />
reduced expenses for the Organization, enabled <strong>Chapter</strong>s to receive information and forward responses<br />
faster and it benefited the environment with the reduced usage of paper. Phase II of this project was rolled<br />
out at the Seminar 2012. A visual demonstration was given in the Secretaries Workshop and showed all in<br />
attendance how the <strong>Chapter</strong>s can submit forms, roster changes, etc. to <strong>Deborah</strong> <strong>Grand</strong> <strong>Chapter</strong><br />
(deborahgrandoes@verizon.net) through their assigned email address and through <strong>Deborah</strong> <strong>Grand</strong>
<strong>Chapter</strong>’s Membership Database (Memberclicks) providing a cost savings to the <strong>Chapter</strong>s. Upon approval<br />
from the <strong>Grand</strong> Worthy Matron, we are now also sending correspondence/flyers for the various<br />
Departments (i.e. Ways & Means, Education, etc.) to the <strong>Chapter</strong>s’ assigned email addresses. Look for<br />
Phase III to be rolled out at the 97 th Annual <strong>Grand</strong> Session!!! Remember to visit <strong>Deborah</strong> <strong>Grand</strong> <strong>Chapter</strong>’s<br />

Proper Dress for O. E. S. Sisters on All Occasions<br />
Article XXXIV, Section I (pages 73 & 74) of the Constitution and Bylaws of <strong>Deborah</strong> <strong>Grand</strong> <strong>Chapter</strong>,<br />
provides the description of proper regalia of the Order which states “For all public and <strong>Grand</strong> <strong>Chapter</strong><br />
occasions, except for funerals, the Female members shall wear white dresses, white gloves, white<br />
stockings, white shoes. (a) The dress shall be white with sleeves below the elbow; no plunging<br />
necklines, back or front, no hemlines above the knee”. This Article also states, under Section 1 (e),<br />
the actions of the Marshals when a Sister is not wearing the proper regalia. Please note, the <strong>Grand</strong><br />
Assistant Marshals will exercise this duty during the Annual <strong>Grand</strong> Session of <strong>Deborah</strong> <strong>Grand</strong> <strong>Chapter</strong><br />
as well as during other Festive Days and events where proper O.E.S. regalia is required. Please adhere<br />
to the <strong>Grand</strong> Marshals’ directions in a kind and courteous manner.<br />
Once again my Sisters, I ask that we are mindful of our attire when attending social functions and<br />
meetings. Plunging necklines and splits above the knee are not appropriate dress for a Sister in the<br />
Order whether regaled or at a social function. Also, when we were granted the permission to wear<br />
slacks to non-regaled events, there were restrictions. Just a reminder, pant suits, jacket and slacks or<br />
sweater sets with slacks are acceptable. Slacks with a top/blouse/sweater, sweats, jogging suits or jeans<br />
are <strong>NO</strong>T permissible.<br />
198 th Annual Mid-Year Session<br />
The 198 th Annual Mid-Year Session of the Most Worshipful <strong>Prince</strong> <strong>Hall</strong> <strong>Grand</strong> Lodge, Free and<br />
Accepted Masons of Pennsylvania will convene on Friday, April 5, 2013 and Saturday, April 6, 2013<br />
at the DoubleTree by Hilton Green Tree Hotel, Pittsburgh, PA (800-222-8733). The room rates are<br />
$109 + tax per night. On Friday evening, from 7:00 PM – 9:00 PM, a Gospel Concert will be held.<br />
Admission is $10. Proceeds from this event will support the <strong>Grand</strong> Lodge’s Youth Scholarship Fund.<br />
All regular and stated meetings are cancelled during the Annual Mid-Year Session. Please obtain the<br />
necessary Dispensations to reschedule any meetings. Written requests to reschedule all meetings held in the<br />
Masonic Complexes must be given to the site managers by March 25, 2013.
Scheduled Activities During Mid-Year Session 2013<br />
On Saturday, April 6, 2013 at 1:00 PM, the Ways and Means Committee will present “The Price<br />
Is Right” Luncheon. Donation: $45.00. Transportation to Pittsburgh will be available. For<br />
tickets or transportation information, please contact your Ways and Means District Chairperson,<br />
Subordinate <strong>Chapter</strong> Conductress and Associate Conductress, or <strong>Grand</strong> Conductress Marva Linda<br />
Montgomery, No. 84.<br />
Northeast Region I Conference<br />
The Northeast Region I Conference of <strong>Grand</strong> Masters and <strong>Grand</strong> <strong>Chapter</strong>s, (Canada, Connecticut,<br />
Delaware, Massachusetts, New Jersey, New York, Pennsylvania, and Rhode Island), hosted by the<br />
Jurisdiction of Pennsylvania, will convene on Saturday, April 13, 2013, at 8:00 AM at the Clarion Hotel<br />
and Conference Center at the Philadelphia Airport, 76 Industrial Highway, Essington, PA 19029.<br />
Esther Day 2013 Observance<br />
The statewide observance of Esther Day 2013 will be held on Sunday, May 5, 2013. We thank the Most<br />
Worshipful <strong>Grand</strong> Master, Dr. Murphy J. Keller, III, for granting our request to change the date for<br />
Esther Day. The District Deputy <strong>Grand</strong> Matrons are the chairpersons of this Festive Day and we ask<br />
that all Sisters and Brothers support Esther Day in your respective District.<br />
Esther Day will be observed as follows:<br />
* First, Second, Third, and Fourth O. E. S. Districts.<br />
* Fifth, Sixth, and Ninth O. E. S. Districts.<br />
* Seventh and Eight O. E. S. Districts.<br />
Detailed information will be disbursed to all members at a later date.<br />
Regalia for Esther Day shall be white dresses, white gloves, white stockings, and white shoes. The<br />

above the knee, and a white rose worn on the left side of the hair. Sashes may be worn by Worthy<br />

O. E. S. Day At <strong>Prince</strong> <strong>Hall</strong> School<br />
On Thursday, May 23, 2013, the <strong>Prince</strong> <strong>Hall</strong> Elementary School in Philadelphia, PA will celebrate its 20 th<br />
Anniversary of hosting O. E. S. Day. What a milestone! If you have never attended an O. E. S. Day, you<br />
have missed an opportunity to witness the wonderful work the sisters do with the 4 th and 5 th grade young<br />
ladies. Please join us at the <strong>Prince</strong> <strong>Hall</strong> Elementary School from 8:30 AM to 2:00 PM to celebrate this<br />

Due Date For All Annual Reports<br />
All reports from the <strong>Grand</strong> <strong>Chapter</strong> Officers, District Deputy <strong>Grand</strong> Matrons and <strong>Grand</strong> Chairpersons<br />
are due in the Office of the <strong>Grand</strong> Secretary of <strong>Deborah</strong> <strong>Grand</strong> <strong>Chapter</strong>, with a copy to the <strong>Grand</strong><br />
Worthy Matron, on or before May 31, 2013 to will be included in the kits at the Annual <strong>Grand</strong> Session.<br />
If your report is not received in the Office of the <strong>Grand</strong> Secretary by the due date, the <strong>Grand</strong> <strong>Chapter</strong><br />

Directives from the <strong>Grand</strong> Worthy Patron<br />
Dispensations<br />
All Dispensations for ritualistic work must be voted upon in an open <strong>Chapter</strong> Meeting as per <strong>Deborah</strong><br />
<strong>Grand</strong> <strong>Chapter</strong>’s Constitution dictates. All Dispensations must be submitted to the District Lecturer thirty<br />
(30) days in advance (or more) for approval. All Dispensations for degree work must be signed by the<br />
Worthy Patron and the District Lecturer.<br />
No Dispensations are required to conduct degree work on a <strong>Chapter</strong>’s regular meeting night, except when<br />
the <strong>Chapter</strong> is doing more than one degree. A Dispensation is required when taking candidates to another<br />
<strong>Chapter</strong>, or when doing the work on a day other than the <strong>Chapter</strong>’s regular meeting time.<br />
It is the responsibility and duty of the Worthy Patron to notify the District Lecturer of all degree work.<br />
This includes the time and place of all rehearsals.<br />
District School<br />
If a necessity occurs that requires a date and time change for District School, the <strong>Grand</strong> Worthy Patron and<br />
the <strong>Grand</strong> Lecturer must be notified in advance for approval of the suggested date and time.<br />
June Elections<br />
As per the rules of <strong>Deborah</strong> <strong>Grand</strong> <strong>Chapter</strong>’s Constitution, no brother can serve as Worthy Patron that has<br />
not previously served the position of Associate Patron. Please note that full adherence will be given to<br />
Article VII, Sections 1 through 7 (pages 47 & 48) and Article VIII, Sections 1 through 6 (pages 48 & 49) of<br />
the Constitution and Bylaws of <strong>Deborah</strong> <strong>Grand</strong> <strong>Chapter</strong>. All nominations of elected officers must be<br />
completed prior to run offs.<br />
