Scope of problem<br />
• In the DIY area, ladders have become the most<br />
risky product that consumers use, involved in 39%<br />
of fractures recorded at home between 2003 and<br />
2005 in Europe .<br />
• Intended use always implies increased risk but<br />
accident data suggests number of accidents could<br />
be reduced if products were safer<br />
• New safety test standard may not be sufficiently<br />
stringent
