THE Emir His Highness Sheikh<br />

Hamad bin Khalifa al Thani on<br />

Thursday issued decree no 5 <strong>of</strong><br />

2013 ratifying a memorandum <strong>of</strong><br />

understanding ((MoU) on environmental<br />

cooperation between<br />

<strong>Qatar</strong> and Singapore, which was<br />

signed in Doha on March 13,<br />

2012. The MoU shall have the<br />

power <strong>of</strong> law according to Article<br />

68 <strong>of</strong> the Constitution. The<br />

Decree will be effective from its<br />

date <strong>of</strong> issue and will be published<br />

in the <strong>of</strong>ficial gazette. (QNA)<br />

QATARI and <strong>Egypt</strong>ian entrepreneurs<br />

met in Doha on Thursday to<br />

<strong>explore</strong> <strong>investment</strong> opportunities in<br />

both countries at a joint business<br />

forum organised by the Chamber <strong>of</strong><br />

Commerce.<br />

The forum brought together<br />

businessmen from the two countries<br />

to address the obstacles facing<br />

the investors. The event was<br />

the first <strong>Egypt</strong>ian-<strong>Qatar</strong>i Business<br />

Council meet held in Doha.<br />

In his opening remarks, Nasser<br />

Ahmed al Meer, board member <strong>of</strong><br />

that <strong>Qatar</strong> would assist <strong>Egypt</strong><br />

to make its economy flourish again<br />

“I would like to send a message on<br />

this occasion to <strong>Egypt</strong>ian businessmen<br />

and <strong>Qatar</strong>i investors that<br />

<strong>Egypt</strong>’s economy will recover and<br />

will flourish once again. We have<br />

faith in our <strong>Egypt</strong>ian brothers and in<br />

their work. We hope that this forum<br />

will result in successful <strong>investment</strong>s<br />

in both countries,” he said.<br />

Nasser also stressed the need for<br />

<strong>Egypt</strong>ian businesses to invest in<br />

<strong>Qatar</strong><br />

“<strong>Qatar</strong> has great potential and<br />

<strong>of</strong>fers promising <strong>investment</strong>s possibilities.<br />

“We acknowledge the fact that<br />

this is a very difficult time for <strong>Egypt</strong>.<br />

However, we want to assure <strong>Qatar</strong>i<br />

risk-free. Therefore, the <strong>Egypt</strong>ian<br />

prime minister has enacted clear<br />

and explicit investor protection<br />

‘Artists as cultural ambassadors can bridge gaps’<br />

ARTISTS around the world<br />

have been urged to become<br />

global cultural ambassadors<br />

and serve as bridges among<br />

civilisations.<br />

The call was made by three<br />

international artists during a<br />

panel discussion titled, ‘Don’t<br />

label me’ at the Arab Museum<br />

<strong>of</strong> Modern Art (Mathaf) on<br />

Wednesday.<br />

The trio, <strong>Egypt</strong>ian painter<br />

Bassem Yousri, Russian photographer<br />

Xenia Nikolskaya<br />

and Doha-based Sudanese<br />

cartoonist Khalid Albaih<br />

urged artists not to allow their<br />

nationality and ethnicity limit<br />

them from exploring other<br />

cultures in their works.<br />

Albaih, who worked on<br />

political cartoons from<br />

Middle East and Sudan, was a<br />

guest artist in <strong>Qatar</strong>.<br />

Both Yousri and<br />

Nikolskaya’s works are currently<br />

on display at the exhibition<br />

titled ‘Tea with<br />

Nefertiti’ at the Museum.<br />

With <strong>Egypt</strong> as a case-inpoint,<br />

the expo features works<br />

that question some cultural<br />

practices.<br />

Yousri has a special collection<br />

<strong>of</strong> figurines made <strong>of</strong> clay<br />

while Nikolskaya showcases a<br />

selection <strong>of</strong> photographs <strong>of</strong><br />

abandoned houses in different<br />

cities across <strong>Egypt</strong>.<br />

Nikolskaya’s works on display<br />

are from a collection<br />

called ‘Dust’, a project she<br />

worked on for six years.<br />

The discussion<br />

was aimed at<br />

presenting a programme<br />

that is<br />

both appealing<br />

and educative<br />

to the public.<br />

Speaking at the event,<br />

Yousri, who has lived in the<br />

United States for five years,<br />

said that it might be easy for<br />

people to label others and<br />

give wrong description about<br />

their culture. Giving an example,<br />

he said that his teacher<br />

saw his art work and reiterated<br />

that he (teacher) could not<br />

imagine where Yousri came<br />

from.<br />

“While making art, I don’t<br />

think <strong>of</strong> my culture or religion.<br />

I think <strong>of</strong> a universal<br />

way <strong>of</strong> addressing audience. I<br />

also like creating a piece that<br />

will bring revolution. There is<br />

always something to talk<br />

about from different parts <strong>of</strong><br />

the world,” he said.<br />

On her part, Nikolskaya<br />

said, “The buildings in the<br />

‘Dust’ were neglected. They<br />

were untouched for a certain<br />

period <strong>of</strong> time. Photography<br />

is all about collection and<br />

recognition.”<br />

Albaih said: “People try to<br />

can do. I believe I am bringing<br />

change with my cartoons.<br />

Through my cartoons, I want<br />

people to understand a situation.<br />

He said the programme<br />

was a good opportunity for<br />

them to learn from each<br />

other’s experiences.<br />

Academic Programmes at<br />

Mathaf Grace Murray said<br />

Yousri and Nikolskaya were<br />

exhibiting in <strong>Qatar</strong> for the<br />

first time.<br />

“We wanted to bring an<br />

interesting discussion about<br />

<strong>Egypt</strong> to coincide with the<br />

exhibition. This discussion<br />

was aimed at presenting a<br />

programme that is both<br />

appealing and educative to<br />

the public,” she said.

MAJORITY <strong>of</strong> <strong>Qatar</strong> residents,<br />

who undergo liver<br />

transplants outside the country,<br />

go to China, a study has<br />

revealed.<br />

In his presentation titled<br />

‘Clinical Outcome <strong>of</strong> <strong>Qatar</strong><br />

Residents Undergoing Liver<br />

Transplantation Abroad’,<br />

which was delivered on the<br />

opening <strong>of</strong> the 5th Pan Arab<br />

Liver Transplant Society<br />

Congress in Doha on<br />

Thursday, Dr Rafie Yakoob,<br />

consultant edoscopist and<br />

transplant hepatologist at<br />

Hamad Medical Corporation<br />

(HMC), said that out <strong>of</strong> the<br />

83 <strong>Qatar</strong> residents who<br />

underwent liver transplantation<br />

outside <strong>Qatar</strong> between<br />

October 1988 and October<br />

2012, 60 (72 percent) visited<br />

China for treatment, while<br />

the remaining 23 (28 percent)<br />

were divided among<br />

<strong>Egypt</strong>, USA, Vienna and<br />

India.<br />

He also said that 70<br />

patients (84.3 percent)<br />

underwent deceased donor<br />

liver transplant and the<br />

remaining 13 patients (15.6<br />

percent) underwent living<br />

related liver transplant.<br />

Among the recipients, 49<br />

(60 percent) were males and<br />

34 (40 percent) were females.<br />

The median age <strong>of</strong> the<br />

patients was 56 years (range<br />

18-75 years). Hepatitis C virus<br />

(HCV) cirrhosis was the main<br />

cause for liver transplant in<br />

56 patients (67.5%).<br />

Out <strong>of</strong> the 83 patients, 66<br />

(80 percent) survived after a<br />

median follow up <strong>of</strong> four years<br />

(range 1-23 years). Deaths<br />

were due to sepsis in seven<br />

patients, recurrent hepatocellular<br />

carcinoma in six patients,<br />

recurrent HCV cirrhosis in<br />

three patients, and uncontrolled<br />

upper gastrointestinal<br />

bleeding in one patient.<br />

Yakoob concluded that the<br />

residents who underwent<br />

liver transplant abroad<br />

showed good long-term outcome.<br />

According to Dr<br />

Muneera al Mohannadi from<br />

<strong>Qatar</strong> Organ Transplant<br />

Centre, the estimated incidence<br />

<strong>of</strong> Hepatitis C virus in<br />

<strong>Qatar</strong> is as high as 6.3 percent<br />

and that <strong>of</strong> Hepatitis B virus<br />

around 4.7 percent.<br />

He also said, “Until recently,<br />

patients suffering from last<br />

stage liver failure had to seek<br />

liver transplantation abroad<br />

which entails much agony<br />

and suffering integral to their<br />

treatment journey. Since the<br />

opening <strong>of</strong> the liver transplant<br />

programme at the HMC<br />

in 2011, liver transplantation<br />

can now be performed successfully<br />

in the country without<br />

outside assistance.<br />

However, severe organ shortage<br />

remains the biggest hurdle<br />

facing the programme and<br />

efforts now needs to be<br />

directed to improve the number<br />

and quality <strong>of</strong> available<br />

deceased donors in <strong>Qatar</strong>.<br />

Until then, perhaps living<br />

donor liver transplant may be<br />

the only way forward to help<br />

the patients on the waiting list<br />

and to prevent needless<br />

deaths”.<br />

Dr Riadh Fadhil, senior<br />

consultant and transplant<br />

surgeon at the HMC, also<br />

said, “The rate <strong>of</strong> organ donation<br />

in <strong>Qatar</strong> is increasing<br />

and the number <strong>of</strong> people<br />

going abroad for the transplants<br />

is going down. But we<br />

need to further raise the<br />

awareness <strong>of</strong> the public on<br />

the importance <strong>of</strong> organ<br />

donation to develop a sustainable<br />

organ transplant<br />

programme in <strong>Qatar</strong>”.<br />

Around 80 international<br />

experts in the field <strong>of</strong> liver<br />

transplant, in addition to over<br />

300 participants are attending<br />

the two-day meet which is<br />

organised by the HMC in collaboration<br />

with the Pan Arab<br />

Liver Transplant Society, The<br />

Transplantation Society, and<br />

the International Liver<br />

Transplantation Society.<br />

that the much-hyped<br />

QR180 million ‘Education<br />

Park’, which aims at disseminating<br />

information on<br />

ways to conserve water and<br />

electricity in an innovative<br />

way, will open doors to the<br />

public by April 2014.<br />

Quoting a Kahramaa <strong>of</strong>ficial,<br />

Al Watan reported that<br />

work was in progress at the<br />

under-construction Park in<br />

Thumama area.<br />

The <strong>of</strong>ficial added, “The<br />

Awareness Park will serve as<br />

a centre <strong>of</strong> learning dedicated<br />

to increase awareness<br />

among school and university<br />

students about the need for<br />

rationalisation <strong>of</strong> electricity<br />

and water consumption. It<br />

will educate and entertain<br />

simultaneously in order to<br />

attract children and youth.”<br />

According to the <strong>of</strong>ficial,<br />

different models <strong>of</strong> ec<strong>of</strong>riendly<br />

electricity generation<br />

and water desalination<br />

plants will be exhibited at<br />

the park to increase awareness<br />

about the latest ec<strong>of</strong>riendly<br />

devices available in<br />

electricity<br />

generation and<br />

exhibited at<br />

the park.<br />

The Park boasts <strong>of</strong> a<br />

design that minimises<br />

obstruction <strong>of</strong> daylight by<br />

providing a landscape that<br />

encourages greenery and<br />

fights desertification. The<br />

Park will use solar energy to<br />

heat water and treat grey<br />

water. It will use recyclable<br />

materials. It will adopt<br />

devices that eliminate<br />

excessive energy consumption,<br />

control indoor pollutants<br />

and provide noise<br />

insulation.<br />

In addition, the building’s<br />

shape reflects the local cultural<br />

identity. It is a clear<br />

example <strong>of</strong> the intelligent<br />

<strong>new</strong> technology <strong>of</strong> construction<br />

as well as control and<br />

surveillance systems. It is<br />

worth mentioning here that<br />

the Awareness Park has<br />

bagged the coveted sustainability<br />

MoI holds blood donation campaign<br />

AS part <strong>of</strong> its humanitarian<br />

mission, the Ministry <strong>of</strong><br />

Interior, in coordination with<br />

the Blood Donation Unit at<br />

Hamad Medical Corporation<br />

(HMC), recently held blood<br />

donation camps at different<br />

locations <strong>of</strong> the ministry in<br />

which several civil and police<br />

personnel participated.<br />

The Ministry had earlier<br />

notified its cadres through<br />

SMS about the visits <strong>of</strong> the<br />

mobile blood donation units<br />

to specific locations <strong>of</strong> the<br />

ministry so that they can<br />

donate their blood. The MoI<br />

has been organising field visits<br />

<strong>of</strong> blood donation mobile<br />

units to MoI’s locations in<br />

association with the HMC<br />

unit for past several years,<br />

Meanwhile, MoI has<br />

announced that the blood<br />

donation unit <strong>of</strong> the HMC will<br />

visit 29 MoI locations by the<br />

end <strong>of</strong> February. The blood<br />

donations camps would be<br />

held at the <strong>of</strong>fices <strong>of</strong> different<br />

security departments, service<br />

centres as well as the headquarter<br />

<strong>of</strong> the ministry.<br />

made available internationally.<br />

The book can be purchased<br />

through Amazon as well as<br />

Bloomsbury UK. This is the<br />

second book commissioned<br />

by WISE and published internationally.<br />

A 160-page book, the WISE<br />

Book <strong>explore</strong>s ways to<br />

improve links between education<br />

and today’s rapidly<br />

changing job markets. The<br />

latest publication focuses on a<br />

critical issue: The challenges<br />

education systems face to<br />

equip students adequately for<br />

today’s labour market.<br />

WISE commissioned a team<br />

<strong>of</strong> innovation specialists to<br />

research and write a timely<br />

study <strong>of</strong> the relationship<br />

between education and the<br />

world <strong>of</strong> work. The book<br />

focuses on case studies and<br />

personal stories that emerge<br />

from 15 original projects from<br />

around the world.<br />

a team <strong>of</strong> innovation specialists<br />

were exhibited in Doha in<br />

connection with the WISE<br />

summit 2012 held in<br />

November.<br />

The team visited various<br />

parts <strong>of</strong> the world collecting<br />

relevant materials for the<br />

book. The team visited 15<br />

ambitious educational projects<br />

from around the world,<br />

right from rural Nicaragua to<br />

the metropolises <strong>of</strong> Japan, to<br />

look at how they have transformed<br />

education to prepare<br />

people for 21st-century job<br />

markets.<br />

These projects included initiatives<br />

identified by the<br />

WISE community, such as<br />

the network <strong>of</strong> schools created<br />

by the NGO BRAC, whose<br />

Founder and Chairman, Sir<br />

Fazle Hasan Abed, was the<br />

first WISE Prize for<br />

Education Laureate in 2011.<br />

It also showcases several<br />

WISE Awards winning projects,<br />

such as Widows Alliance<br />

Network (WANE); The<br />

Smallholder Farmers Rural<br />

Radio in Nigeria; and Al Jisr<br />

School –Business partnership<br />

in Morocco.

Education Center hosted the<br />

first <strong>of</strong> a series <strong>of</strong> open house<br />

events on Thursday.<br />

Teachers and some <strong>of</strong> the<br />

older students welcomed the<br />

visitors into their classrooms<br />

where the parents<br />

witnessed and participated<br />

in their children’s activities.<br />

Assistant Principal<br />

Margaret Dick said, “We are<br />

delighted that the majority<br />

<strong>of</strong> parents were able to<br />

spend time in our education<br />

centre. The purpose <strong>of</strong> the<br />

event is to enable the parents<br />

have a greater understanding<br />

<strong>of</strong> the philosophy<br />

<strong>of</strong> our programme and the<br />

curriculum. We value the<br />

importance <strong>of</strong> the partnership<br />

we share with them in<br />

their children’s development<br />

and learning.”<br />

“The partnership is evident<br />

with the way the parents<br />

moved around the<br />

classrooms, talking and<br />

exchanging views about<br />

their children with the<br />

teachers, doing art in the<br />

multipurpose room and<br />

playing inside the sensory<br />

room. The outdoor play area<br />

was also open for movement<br />

and play,” Dick added.<br />

The children’s routine and<br />

activities reflect the creative<br />

curriculum, which the centre<br />

follows.<br />

“In everything that we do<br />

here, we pay attention to our<br />

curriculum and our philosophy.<br />

Our curriculum considers<br />

the developmental stages<br />

<strong>of</strong> each individual child. As it<br />

is important to take every<br />

opportunity for a child to<br />

learn, we must know and<br />

understand when the child is<br />

ready for <strong>new</strong> learning. We do<br />

this through continued observation<br />

and reflection on what<br />

each child is able to do today<br />

and what they are ready to do<br />

tomorrow,” Dick said.<br />

The assistant principal<br />

added: “Our philosophy is<br />

that children learn through<br />

their own exploration and<br />

enquiry and that we only<br />

need to guide them as they<br />

<strong>explore</strong> and enquire. There<br />

were many happy faces from<br />

the children, the parents and<br />

teachers today and we’re<br />

looking forward to working<br />

with them as their children<br />

grow”.<br />

She said the children took<br />

part in the planned activities<br />

in the centre and the parents,<br />

who visited were happy<br />

to work and play with their<br />

children.<br />

After playing with her son<br />

in the Sensory Room, Noora<br />

al Mannai, mother to Fahad<br />

and Mohammed, who are in<br />

the infant and junior classes<br />

respectively, expressed satisfaction<br />

with her sons’<br />

growth.<br />

“It is nice to see how much<br />

they have progressed. They<br />

have changed and learned so<br />

much in just a few months. I<br />

like them to be more social<br />

and to gain more skills. I am<br />

happy they are really learning<br />

here,” she said.<br />

hold a road show in <strong>Qatar</strong><br />

soon, Kerala Minister for<br />

Tourism AP Anil Kumar<br />

Kumar was in Doha to<br />

attend the <strong>of</strong>ficial<br />

launching <strong>of</strong> a Kerala<br />

expatriate forum<br />

Association (WAFA).<br />

He said: “Kerala is an<br />

Indian state with high<br />

tourism potential. Kerala<br />

government has identified<br />

many sites with historical<br />

importance. Development<br />

<strong>of</strong> such sites will<br />

not only be a boost to the<br />

tourism sector but will<br />

also provide <strong>investment</strong><br />

opportunities for non-residents<br />

Indians.”<br />

The minister added:<br />

“As part <strong>of</strong> efforts to<br />

develop tourism sector in<br />

Kerala, government has<br />

<strong>of</strong>fered different incentives<br />

to attract non-resident<br />

Indians to invest in<br />

the state. Government<br />

has announced special<br />

privileges for Indian<br />

expatriates who invest<br />

more than Rs100 million<br />

in tourism sector in<br />

Kerala.”<br />

He said the road shows<br />

conducted for the first<br />

time in this region in<br />

Dubai and Saudi Arabia<br />

was a huge success.<br />

“In association with tour<br />

and travel operators both in<br />

Kerala and <strong>Qatar</strong>, Kerala<br />

Tourism Authority will<br />

organise road shows in<br />

<strong>Qatar</strong>, Muscat and Kuwait<br />

shortly. The number <strong>of</strong><br />

tourists visiting Kerala from<br />

the Arab region has<br />

increased in last few years,”<br />

he said.<br />

Altogether 400 pupils from<br />

various schools participated<br />

<strong>Qatar</strong> Airways has awarded<br />

the students, along with their<br />

parents, a trip to the<br />

Kindercity, a modern development<br />

centre aimed at<br />

youngsters from around the<br />

world to learn and enjoy<br />

activities, in Zurich,<br />

The five most original<br />

drawings were chosen as winners<br />

by a jury panel for the all<br />

expenses paid trip to<br />
