<strong><strong>Qatar</strong>is</strong> <strong>prefer</strong> <strong>nationals</strong><br />
<strong>as</strong> <strong>neighbours</strong>: <strong>QU</strong> <strong>study</strong><br />

MOST <strong><strong>Qatar</strong>is</strong> (about 97 percent)<br />
<strong>prefer</strong> <strong>Qatar</strong>i families and Arabs <strong>as</strong><br />
<strong>neighbours</strong> <strong>as</strong> they trust Arabs<br />
more than other expatriate groups<br />
in the country.<br />
This is a major finding of a survey<br />
titled, ‘From Fareej to Metropolis: A<br />
Social Capital Survey of <strong>Qatar</strong>’, conducted<br />
by <strong>Qatar</strong> University’s Social<br />
and Economic Survey Research<br />
Institute (SESRI),<br />
The survey also found out that<br />
most <strong><strong>Qatar</strong>is</strong> live among family<br />
members while half of them attend<br />
Majlis regularly.<br />
The survey focused on social life in<br />
<strong>Qatar</strong> and on issues such <strong>as</strong>: neighbourhood<br />
life, trust between different<br />
groups, and participation in<br />
social activities. The findings of the<br />
survey were announced during a<br />
press conference at the SESRI office<br />
in <strong>Qatar</strong> University on Tuesday.<br />

researcher at SESRI, were present<br />
at the press conference.<br />
The social capital survey w<strong>as</strong> the<br />
first of its kind to have been conducted<br />
in the GCC and Arab countries.<br />
It revealed that <strong><strong>Qatar</strong>is</strong> have le<strong>as</strong>t<br />
<strong>prefer</strong>ence for single migrant workers<br />
<strong>as</strong> <strong>neighbours</strong> with less than one<br />
percent of the respondents indicating<br />
a <strong>prefer</strong>ence for members of this<br />
group.<br />
Of the white collar expatriates,<br />
nearly three-quarters (73 percent)<br />
<strong>prefer</strong> having <strong>Qatar</strong>i families in<br />
their neighbourhood, while also<br />
showing <strong>prefer</strong>ence for Arab expatriate<br />
families (71 percent). Majority<br />
of the blue-collar respondents <strong>prefer</strong><br />
<strong>neighbours</strong> from the same background.<br />
According to the survey, 47 percent<br />
of the <strong>Qatar</strong>i respondents indicated<br />
that proximity to family members<br />
w<strong>as</strong> the most important re<strong>as</strong>on<br />
for living where they were living.<br />
Twenty-eight percent of <strong><strong>Qatar</strong>is</strong><br />
said that they reside in their current<br />
neighbourhoods because their residence<br />
or land w<strong>as</strong> provided by the<br />
government.<br />
Nearly 10 percent identified the<br />
quality of housing <strong>as</strong> the most<br />
important re<strong>as</strong>on, followed by<br />
approximately five percent giving<br />
financial re<strong>as</strong>ons. The remaining<br />
<strong>Qatar</strong>i respondents said they had<br />
other unspecified re<strong>as</strong>ons for living<br />
in their neighbourhood. Majority of<br />
the respondents believed that their<br />
<strong>neighbours</strong> were willing to provide<br />
help when needed.<br />
Speaking on the occ<strong>as</strong>ion, Dr<br />
Emadi said that the survey aimed to<br />
identify the level of solidarity or<br />
attachment among members of the<br />
society.<br />
“The survey plans to establish a<br />
benchmark for me<strong>as</strong>uring social<br />
capital in the future. Social capital<br />
refers to social networks that connect<br />
members of the community<br />
and the social dynamics of individuals<br />
with respect to different groups,”<br />
he said.<br />
He also spoke about the lack of<br />
such indicators of social phenomena<br />
in <strong>Qatar</strong> and underlined the significance<br />
of the survey.<br />
Diop said that social capital indicators<br />
are used in many countries in<br />
preparing emergency plans, developing<br />
rural regions and forming<br />
national development policies.<br />
As for the survey, he said, “The<br />
survey w<strong>as</strong> conducted between<br />
February and March 2011 by interviewing<br />
a random sample that<br />
includes 800 <strong><strong>Qatar</strong>is</strong>, 637 whitecollar<br />
expatriates and 831 migrant<br />
labourers. It covered the whole of<br />
<strong>Qatar</strong> according to the municipali<br />
divisions of the country.”<br />
Shedding light on the results,<br />
Ansari explained that the results in<br />
general reflected positively on the<br />
<strong>Qatar</strong>i society’s solidarity and linkup.<br />
He also emph<strong>as</strong>ised that there<br />
w<strong>as</strong> noticeably high social activity in<br />
reference to Majlis attendance and<br />
neighbourhood relations <strong>as</strong> well <strong>as</strong><br />
a higher level of contact between<br />
<strong><strong>Qatar</strong>is</strong> and Arab expats than<br />
between <strong><strong>Qatar</strong>is</strong> and non-Arab<br />
expats. The survey also revealed<br />
that white-collar respondents use<br />
social media more than <strong><strong>Qatar</strong>is</strong> and<br />
blue-collar respondents.<br />
Similarly, white-collar expatriates<br />
were most likely to participate in<br />
social activities followed by <strong><strong>Qatar</strong>is</strong><br />
and migrant labourers.<br />
The survey w<strong>as</strong> conducted<br />
through a grant provided by the<br />
<strong>Qatar</strong> National Research Fund<br />
(QNRF). It w<strong>as</strong> supervised by Dr<br />
Emadi, Dr Diop and Ansari from<br />
<strong>Qatar</strong> University along with Dr<br />
Mark Tessler from University of<br />
Michigan in the US.<br />
QRC allocates<br />
$500,000 mn for<br />
relief work in Mali<br />

(QRC) h<strong>as</strong> announced the<br />
allocation of $500,000 for<br />
providing emergency relief<br />
to Malian refugees displaced<br />
following recent<br />
developments in the country.<br />
Mali h<strong>as</strong> been witnessing<br />
violence and armed conflict<br />
since January 2012 forcing<br />
some 318,000 people to<br />
migrate and seek proximate<br />
shelter in Burkina<br />
F<strong>as</strong>o, Mauritania, or Niger,<br />
the QRC said in a rele<strong>as</strong>e.<br />
The majority of refugees<br />
are women and children <strong>as</strong><br />
many men have stayed<br />
back to protect their properties<br />
and livestock. The<br />
conflict h<strong>as</strong> had adverse<br />
impact on civilians in the<br />
midst of a severe drought<br />
worsening food security,<br />
the rele<strong>as</strong>e added.<br />
In the light of these circumstances,<br />
a delegation<br />
led by Head of<br />
International Programmes<br />
Department at QRC Khaled<br />
Diab undertook a field visit<br />
to Niger to <strong>as</strong>sess the<br />
refugees’ immediate needs<br />
and interact with concerned<br />
parties and institutions.<br />
In that context, the delegation<br />
met with Nigerien<br />
Prime Minister Brigi Rafini<br />
and discussed the possibility<br />
of a QRC intervention<br />
with relief programmes for<br />
Malian refugees in Nigerien<br />
territory, whose numbers<br />
have according to UN<br />
reports exceeded 40,000.<br />
QRC will focus on remote<br />
are<strong>as</strong> which are further<br />
away from the capital <strong>as</strong><br />
they are more difficult to<br />
reach, underlining its<br />
expertise in the Tawa area.<br />

Brookings debate offers perspectives on Egyptian politics<br />

on the recent developments<br />
in Egyptian politics.<br />
The policy discussion entitled<br />
‘End of Transition or End<br />
of Revolution: Where now for<br />
Egypt?’ analysed the outcome<br />
of the recent Egyptian presidential<br />
election.<br />

Having done extensive<br />
research on the Muslim<br />
Brotherhood (MB) and interviews<br />
with several members<br />
of the group, including the<br />
newly-declared President<br />
Mohamed Mursi, Hamid<br />
noted that for the MB and its<br />
political arm, the Freedom<br />
and Justice Party, “the symbolic<br />
importance of the office<br />
of President w<strong>as</strong> very high”.<br />
This is especially true<br />
given that the MB, in his<br />
opinion, became overconfident<br />
due to the extent of its<br />
success in the parliamentary<br />
elections in contr<strong>as</strong>t to its<br />
traditionally conservative<br />
strategies.<br />
As a result, he said, the<br />
group lost a significant<br />
degree of support both in the<br />
now-dissolved parliament<br />
and on the street.<br />
Hamid noted that the<br />
group seemed to “shift back<br />
to its conciliatory, consensus-building<br />
approach over<br />
the p<strong>as</strong>t two weeks”, an<br />
approach which may well<br />
have contributed to Morsi’s<br />
electoral success.<br />
Khaled Elgindy argued that<br />
rather than the end of a period<br />
of transition, the election<br />
of the president signified the<br />
beginning of the real power<br />
shift in Egypt. In his view, the<br />
p<strong>as</strong>t year and a half h<strong>as</strong> been<br />
a period of fruitless power<br />
struggle resulting from the<br />
fact that, in seeking to define<br />
their powers and roles, “all<br />
political actors have overreached<br />
themselves.”<br />
He found it interesting that<br />
“so far, the US administration<br />
h<strong>as</strong> done a good job of<br />
not over-reacting” to the fact<br />
that an Islamist is the new<br />
president of the country, but<br />
wondered how far this attitude<br />
would be maintained,<br />
given that already, certain<br />
members of the US Congress<br />
were proposing cutting the<br />
aid that Egypt receives annually,<br />
and perhaps more stringent<br />
sanctions.

diabetes.<br />
Patients will also<br />
be offered medicine<br />
prescribed<br />

Sayed said that the Muslim<br />
world looks to <strong>Qatar</strong>i leadership<br />
for the resolution of<br />
global issues and conflicts.<br />
“<strong>Qatar</strong>i leadership h<strong>as</strong> a<br />
vision and <strong>Qatar</strong> is a ray of<br />
hope for the Muslim countries,”<br />
Sayed said while<br />
speaking to community<br />
members at Pakistan<br />
emb<strong>as</strong>sy in <strong>Qatar</strong> on<br />
Monday.<br />
He said <strong>Qatar</strong> h<strong>as</strong> been<br />
playing a pivotal role in the<br />
on-going peace process in<br />
Afghanistan.<br />
“We see a big <strong>Qatar</strong>i role in<br />
the final talks regarding withdrawal<br />
of US and NATO<br />
forces from Afghanistan,” he<br />
said while <strong>as</strong>serting that the<br />
forces will withdraw from<br />
Afghanistan soon.<br />
He opined that the force<br />
h<strong>as</strong> not provided solution to<br />
any issue.<br />
He said besides <strong>Qatar</strong>,<br />
Turkey and Malaysia are the<br />
other two Muslim countries<br />
that always come forward to<br />
resolve issues.<br />
Sayed noted that independent<br />
judiciary, vibrant<br />
media and civil society are<br />
playing an important role in<br />
transforming Pakistan into a<br />
modern progressive country.<br />
Commenting on the forthcoming<br />
general elections in<br />
Pakistan, he said that he did<br />
not see victory of any single<br />
party. “I foresee that a coalition<br />
government will once<br />
again run the country after<br />
the elections,” he said.<br />
He said over 50 independent<br />
television channels and<br />
100 FM radio stations in<br />
Pakistan have created awareness<br />
among m<strong>as</strong>ses and have<br />
given voice to the country’s<br />
middle cl<strong>as</strong>s.<br />
Earlier, Pakistan’s amb<strong>as</strong>sador<br />
welcomed the gathering.<br />
Sayed, who w<strong>as</strong> elected to<br />
the Pakistani Senate in 2003<br />
and re-elected in 2012,<br />

lecture on human rights.<br />
The lecture w<strong>as</strong> delivered by<br />
MoI’s Human Rights<br />
Department Director Col<br />
Abdullah Saqr al Mohannadi<br />
before 17 <strong>as</strong>sociates of the 31st<br />
session of the leaders of the<br />
senior officers of some departments<br />
in the ministry.<br />
Mohannadi explained several<br />
<strong>as</strong>pects of human rights and<br />
the UN’s international conventions<br />
in this regard.<br />
He also discussed the<br />
Universal Declaration of<br />
Human Rights that spells<br />
out b<strong>as</strong>ic rights for everyone,<br />
pointing to the legal frameworks<br />
that govern the declaration.<br />
The lecture w<strong>as</strong><br />
part of a series of<br />
sessions, which<br />
will take place<br />
until July 5.<br />
Mohannadi said that the<br />
<strong>Qatar</strong>’s National Human<br />
Rights Committee (QNCHR),<br />
founded in 2002, h<strong>as</strong> received<br />
A rating, which proves the<br />
committee’s merit and outstanding<br />
performance.<br />
He said with his keenness on<br />
having direct communication<br />
with people, Minister of<br />
Interior HE Sheikh Abdullah<br />
bin Khalid al Thani ordered the<br />
foundation of a human rights<br />
committee within the ministry,<br />

Mohannadi also highlighted<br />

technologies from Sony and<br />
Intel, the Ultrabook offers best<br />
durability and performance.<br />

were the new VAIO S-<br />

Commenting on the<br />
Ultrabook, he said, “We<br />
believe that it is very important<br />
that modern products are<br />
thin and sleek but at the same<br />
time we have focused on the<br />
connectivity which offers the<br />
best convenience to all the<br />

He said that the Ultrabook<br />
and the notebooks would be<br />
launched in other countries in<br />
the Middle E<strong>as</strong>t and Africa<br />

The VAIO T-Series ultrabook<br />
is available in 11.6-inch<br />
and 13.3-inch screen sizes and<br />
bo<strong>as</strong>ts productivity using the<br />
latest generation of ultra low<br />
voltage Intel Core processors<br />
and ultra f<strong>as</strong>t SSD fl<strong>as</strong>h<br />
drives.<br />
According to Shaikh, with<br />
the new rapid wake technology<br />
that will be available in the<br />
summer line-up, the users will<br />
not need to shut down their<br />
units, adding that one can<br />
resume the VAIO T Series<br />
Ultrabook from sleep mode<br />
even after 30 days thanks to<br />
long battery life.<br />
He said, “It h<strong>as</strong> a f<strong>as</strong>t<br />
resumption from sleep mode<br />
due to a long-life battery. The<br />
T-Series can e<strong>as</strong>ily be connected<br />
to desk monitors, projectors<br />
and Ethernet. You<br />
don’t need additional dongles.<br />
It is also light. It weighs 1.6kg,<br />
including additional battery.”<br />
VAIO S Series provides the<br />
latest technology needed for<br />
full mobile computing. It is<br />
available in either 13.3-inch<br />
LCD or a full size 15.5-inch<br />
LCD equipped with numeric<br />
keypad.<br />
The new Z Series weighs<br />
barely a little more than a kilo<br />
and is thinner and lighter than<br />
a standard ultrabook.<br />
Shaikh added that the price<br />
of the products will be available<br />
via the Darwish<br />

The campaign w<strong>as</strong> formally<br />

Deepa Gopalan Wadhwa on<br />
the Indian emb<strong>as</strong>sy premises.<br />
The campaign, titled ‘Beat<br />
the Heat’, includes a series of<br />
events to educate the public<br />
on health issues during the<br />
summer months. Awareness<br />
seminars b<strong>as</strong>ed on heat stress<br />
and related issues will be<br />

week pilot project for primary<br />
school teachers on Tuesday.<br />
The main objective of the<br />
programme would be to help<br />
educators — from third to<br />
fifth grade teachers —<br />
enhance their teaching skills<br />
through an innovative training<br />
programme.<br />
The programme aims to<br />
make teachers motivate students<br />
to pursue careers in<br />
math and science. The workshop<br />
will l<strong>as</strong>t for a week.<br />
The <strong>Qatar</strong> University<br />
ExxonMobil Teachers<br />
Academy consists of an intensive<br />
professional development<br />
programme modeled<br />
after the successful Mickelson<br />
ExxonMobil Teachers<br />
Academy, which h<strong>as</strong> trained<br />
more than 3,200 educators<br />
across the US since 2006.<br />
The one week programme<br />
is taking place at the Four<br />
Se<strong>as</strong>ons Hotel in Doha. It will<br />
train around 40 teachers.<br />

Vijita Mathews, one of the<br />
participants at the workshop,<br />
said, “I first congratulate<br />

and iPads <strong>as</strong> a new<br />
form of teaching. This<br />
teacher-centric programme<br />

the Muslim world’ from Aug 1<br />

THE Museum of Islamic Art<br />
(MIA) on Tuesday announced<br />
the forthcoming double<br />
exhibition on ‘gl<strong>as</strong>s of the<br />
Muslim world’.<br />
The expo will be open to the<br />
public between August 1 and<br />
January 7 on the fourth level<br />
of the MIA. The two exhibitions<br />
will be connected in<br />
their exploration of Islamic<br />
gl<strong>as</strong>s, but different in seeing it<br />
from new perspectives, both<br />
ancient and modern.<br />
Featuring the contributions<br />
of ancient and medieval gl<strong>as</strong>smaking<br />
techniques, methods<br />
and history of the production<br />
of Islamic gl<strong>as</strong>s, ‘the intelligence<br />
of tradition: antiquity<br />
and early Islamic gl<strong>as</strong>s’ exhibition<br />
will be on view in the<br />
e<strong>as</strong>t gallery. Ancient and early<br />
Islamic gl<strong>as</strong>s pieces will be<br />
displayed together to illustrate<br />
the ancient Egyptian,<br />
Hellenistic, Roman and<br />
S<strong>as</strong>anian techniques used by<br />

mosque lamp <strong>as</strong> iconographic<br />
image’ exhibition in the west<br />
gallery will showc<strong>as</strong>e mosque<br />
lamps highlighting their<br />
iconographic symbolism in<br />
Islamic art. A short history<br />
about the forms and displays<br />
of lamps and a number of<br />
depictions of the traditional<br />
medieval-era lamps will be<br />
displayed on one side of the<br />
gallery. On the other side, a<br />
display of European revival<br />
lamps of the late 19th century<br />
and Orientalist imagery will<br />
explore the lamp <strong>as</strong> an icon of<br />
Islamic art and exoticism and<br />
of their perception by collectors<br />
and artists up until the<br />
present day.<br />
Commenting on the significance<br />
of this exhibition,<br />
Michelle Walton, curator of<br />
the Islamic gl<strong>as</strong>s exhibition,<br />
said, “Gl<strong>as</strong>s, especially leading<br />
up to and during the<br />
Islamic Golden Age, is a f<strong>as</strong>cinating<br />
subject, <strong>as</strong> well <strong>as</strong><br />
being objects of beauty. We<br />
are excited to share these new<br />
objects and ide<strong>as</strong> in these two<br />
different shows.”<br />

efforts to address threat<br />
caused by drug abuse <strong>as</strong> per<br />

down by international conventions<br />

level,” said the police chief.<br />
He added that in this context,<br />
the country h<strong>as</strong> taken several<br />
legislative me<strong>as</strong>ures, legal<br />
and procedural safeguards to<br />
combat the drug problem.<br />
This year’s theme ‘Your<br />
health is your life’ w<strong>as</strong> chosen<br />
in accordance with United<br />
Nations theme for the day, in<br />
lines of <strong>Qatar</strong> Vision 2030.<br />
For his part, Muhannadi<br />
pointed out to the close cooperation<br />
between the MoI and<br />
the Customs in foiling drug<br />
trafficking attempts.<br />
He added that Customs had<br />
recently foiled an attempt to<br />
smuggle 850 drug pills at the<br />
Doha International Airport.<br />
This year h<strong>as</strong> seen more than<br />
2,900 seizures of various prohibited<br />
items, he revealed.<br />
Secretary of the PCDAA<br />
Major Ibrahim al Sameeh said<br />
that 14 government institutions<br />
were taking part in the<br />
exhibition and he added that<br />
there will be religious, social<br />
and health lectures by prominent<br />
personalities <strong>as</strong> part of<br />
the exhibition and activities.<br />
He further stated that there<br />
would be radio-television<br />
broadc<strong>as</strong>ting <strong>as</strong> well <strong>as</strong> SMS<br />
campaign on drug risks and<br />
preventive methods. Gifts and<br />
posters will be distributed and<br />
daily cultural contests for the<br />

Islamic Bioethics<br />
conference titled ‘The<br />
Interplay of Islam and the<br />
West’ concluded on Monday.<br />
The international conference,<br />
collaboration between<br />
<strong>Qatar</strong> Foundation, SFSQ, <strong>Qatar</strong><br />
Faculty of Islamic Studies<br />
(QFIS) and Leiden University,<br />
brought together scholars<br />
and practitioners from<br />
within the bioethics field to<br />
interact with researchers, educators<br />
and clinicians on local,<br />
regional and international<br />
level, enabling direct conversation<br />
between those working<br />
on bioethics in the West<br />
and in the Muslim world.<br />
“It is an honour for Georgetown<br />
University SFSQ to<br />
welcome such an outstanding<br />
group of scholars to this significant<br />
international conference.<br />
These scholars are at<br />
the forefront of advancing our<br />
understanding of the key<br />
questions in bioethics<br />
research that arise in both<br />
Islamic and secular discourses,<br />
and of the interplay<br />
between the two,” said Gerd<br />
Nonneman, dean of Georgetown<br />
University’s School of<br />
Foreign Service in <strong>Qatar</strong>.<br />
Nonneman continued,<br />
“This conference is a unique<br />
opportunity to build collaborative<br />
partnerships to further<br />
this work. It also fortuitously<br />
draws attention to the creation<br />
of an Islamic Medical<br />
and Scientific Ethics datab<strong>as</strong>e,<br />
led by members of the<br />
Georgetown community, which<br />
will allow colleagues <strong>study</strong>ing<br />
the many different <strong>as</strong>pects<br />
of the field of Islamic bioethics<br />
to share their insights<br />
with a global audience.”<br />
Additionally, the conference<br />
presented the findings of<br />

the <strong>Qatar</strong> National Research<br />
Fund (QNRF). The unique<br />
initiative successfully collated<br />
the writings of scholars and<br />
theorists in a multi-lingual<br />
searchable ‘Islamic Medical<br />
and Scientific Ethics (IMSE)’<br />
datab<strong>as</strong>e, the aim of which is<br />
to help encourage and foster<br />
research in bioethics field.<br />
Dr Brian Clark, managing<br />
director of Biobank and a<br />
speaker at the conference,<br />
said, “This is a unique opportunity<br />
for <strong>Qatar</strong> Foundation<br />
and Georgetown University<br />
to continue the open dialogue<br />
they are developing in the<br />
field of Islamic bioethics. It is<br />
conferences like this that<br />
develop clarity around<br />
bioethics and that will ultimately<br />
enable interesting biomedical<br />
research to flourish<br />
in <strong>Qatar</strong> and elsewhere in the<br />
Muslim world.”<br />
The two-day conference<br />
featured a number of speakers<br />
who discussed an array of<br />
topics ranging from ‘Organ<br />
Transplantation in Saudi<br />
Arabia’ to ‘A Muslim Clinical<br />
Ethics Consultant in the Western<br />
Healthcare System: Experience<br />
and Challenges’. An<br />
additional highlight included<br />
a hands-on workshop organised<br />
by the QNRF, which gave<br />
participants the opportunity<br />
to learn more about the<br />
Islamic IMSE datab<strong>as</strong>e.<br />
Keynote speakers included<br />
Islamic scholar Dr Tariq<br />
Ramadan, professor of Contemporary<br />
Islamic studies at<br />
the Oxford University and<br />
visiting professor at QFIS,<br />
and Dr Henk Ten Have,<br />
director of the Center for<br />
Healthcare Ethics at Duquesne<br />
University, Pittsburgh.<br />
Dr Ramadan launched the<br />
event and delivered the<br />
keynote speech, which he<br />
summarised by stating, “We<br />
need to acknowledge that<br />
bioethics is a central field, and<br />
that we have a lot to share<br />
with people of other faiths<br />
and other democracies. Such<br />
an important conference<br />
should be everywhere.”<br />
“I’m delighted to participate<br />
in this conference because<br />
it is just one more step in<br />
helping the project here at<br />
Georgetown,” he concluded.<br />
Sheikh Ali al Qaradaghi,<br />
general secretary of International<br />
Union of Muslim Scholars,<br />
spoke on Sunday during<br />
a special session on ‘Normative<br />
Religious Perspectives’.<br />
He emph<strong>as</strong>ised, “Islamic<br />
juristic institutions issue fatw<strong>as</strong><br />
relevant to biomedical<br />
ethics only after consulting<br />
specialists, experts and doctors,<br />
<strong>as</strong> they are established<br />
scholars in the realm of science<br />
and medicine.”
