Qataris prefer nationals
as neighbours: QU study
JOSEPH VARGHESE
DOHA
MOST Qataris (about 97 percent)
prefer Qatari families and Arabs as
neighbours as they trust Arabs
more than other expatriate groups
in the country.
This is a major finding of a survey
titled, ‘From Fareej to Metropolis: A
Social Capital Survey of Qatar’, conducted
by Qatar University’s Social
and Economic Survey Research
Institute (SESRI),
The survey also found out that
most Qataris live among family
members while half of them attend
Majlis regularly.
The survey focused on social life in
Qatar and on issues such as: neighbourhood
life, trust between different
groups, and participation in
social activities. The findings of the
survey were announced during a
press conference at the SESRI office
in Qatar University on Tuesday.
Dr Darwish al Emadi, SESRI
director, Dr Abdoulaye Diop head
of research, and Majed al Ansari, a
researcher at SESRI, were present
at the press conference.
The social capital survey was the
first of its kind to have been conducted
in the GCC and Arab countries.
It revealed that Qataris have least
preference for single migrant workers
as neighbours with less than one
percent of the respondents indicating
a preference for members of this
group.
Of the white collar expatriates,
nearly three-quarters (73 percent)
prefer having Qatari families in
their neighbourhood, while also
showing preference for Arab expatriate
families (71 percent). Majority
of the blue-collar respondents prefer
neighbours from the same background.
According to the survey, 47 percent
of the Qatari respondents indicated
that proximity to family members
was the most important reason
for living where they were living.
Twenty-eight percent of Qataris
said that they reside in their current
neighbourhoods because their residence
or land was provided by the
government.
Nearly 10 percent identified the
quality of housing as the most
important reason, followed by
approximately five percent giving
financial reasons. The remaining
Qatari respondents said they had
other unspecified reasons for living
in their neighbourhood. Majority of
the respondents believed that their
neighbours were willing to provide
help when needed.
Speaking on the occasion, Dr
Emadi said that the survey aimed to
identify the level of solidarity or
attachment among members of the
society.
“The survey plans to establish a
benchmark for measuring social
capital in the future. Social capital
refers to social networks that connect
members of the community
and the social dynamics of individuals
with respect to different groups,”
he said.
He also spoke about the lack of
such indicators of social phenomena
in Qatar and underlined the significance
of the survey.
Diop said that social capital indicators
are used in many countries in
preparing emergency plans, developing
rural regions and forming
national development policies.
As for the survey, he said, “The
survey was conducted between
February and March 2011 by interviewing
a random sample that
includes 800 Qataris, 637 whitecollar
expatriates and 831 migrant
labourers. It covered the whole of
Qatar according to the municipali
divisions of the country.”
Shedding light on the results,
Ansari explained that the results in
general reflected positively on the
Qatari society’s solidarity and linkup.
He also emphasised that there
was noticeably high social activity in
reference to Majlis attendance and
neighbourhood relations as well as
a higher level of contact between
Qataris and Arab expats than
between Qataris and non-Arab
expats. The survey also revealed
that white-collar respondents use
social media more than Qataris and
blue-collar respondents.
Similarly, white-collar expatriates
were most likely to participate in
social activities followed by Qataris
and migrant labourers.
The survey was conducted
through a grant provided by the
Qatar National Research Fund
(QNRF). It was supervised by Dr
Emadi, Dr Diop and Ansari from
Qatar University along with Dr
Mark Tessler from University of
Michigan in the US.
QRC allocates
$500,000 mn for
relief work in Mali
QNA
DOHA
THE Qatar Red Crescent
(QRC) has announced the
allocation of $500,000 for
providing emergency relief
to Malian refugees displaced
following recent
developments in the country.
Mali has been witnessing
violence and armed conflict
since January 2012 forcing
some 318,000 people to
migrate and seek proximate
shelter in Burkina
Faso, Mauritania, or Niger,
the QRC said in a release.
The majority of refugees
are women and children as
many men have stayed
back to protect their properties
and livestock. The
conflict has had adverse
impact on civilians in the
midst of a severe drought
worsening food security,
the release added.
In the light of these circumstances,
a delegation
led by Head of
International Programmes
Department at QRC Khaled
Diab undertook a field visit
to Niger to assess the
refugees’ immediate needs
and interact with concerned
parties and institutions.
In that context, the delegation
met with Nigerien
Prime Minister Brigi Rafini
and discussed the possibility
of a QRC intervention
with relief programmes for
Malian refugees in Nigerien
territory, whose numbers
have according to UN
reports exceeded 40,000.
QRC will focus on remote
areas which are further
away from the capital as
they are more difficult to
reach, underlining its
expertise in the Tawa area.
The delegation presented
to the Nigerien prime minister
food and water security
programmes it had previously
implemented
through its on-location
bureau since 2005 operating
with a budget of more
than $11 million.
Also visiting Gao in
northern Mali, the QRC
team distributed a variety
of relief material to around
1,000 families as a primary
phase, moving afterwards
to Burkina Faso.
Brookings debate offers perspectives on Egyptian politics
RAMY SALAMA
DOHA
SPEAKERS at a discussion
forum organised by the
Brookings Doha Center on
Tuesday presented their perspectives
on the recent developments
in Egyptian politics.
The policy discussion entitled
‘End of Transition or End
of Revolution: Where now for
Egypt?’ analysed the outcome
of the recent Egyptian presidential
election.
Speakers at the event were
Omar Ashour, Shadi Hamid
and Khaled Elguindy.
Ashour, who just returned
(From left) Shadi Hamid, Ibrahim Sharqieh and Omar Ashour at the Brookings Doha Center discussion
forum, in Doha, on Tuesday.
from Tahrir Square in Cairo,
the venue of protests in the
past one year and a half, contrasted
the mood of tension
before the announcement of
the election results with the
“unbelievable ambiance”
after it became clear
Mohamed Morsi had won.
Having done extensive
research on the Muslim
Brotherhood (MB) and interviews
with several members
of the group, including the
newly-declared President
Mohamed Mursi, Hamid
noted that for the MB and its
political arm, the Freedom
and Justice Party, “the symbolic
importance of the office
of President was very high”.
This is especially true
given that the MB, in his
opinion, became overconfident
due to the extent of its
success in the parliamentary
elections in contrast to its
traditionally conservative
strategies.
As a result, he said, the
group lost a significant
degree of support both in the
now-dissolved parliament
and on the street.
Hamid noted that the
group seemed to “shift back
to its conciliatory, consensus-building
approach over
the past two weeks”, an
approach which may well
have contributed to Morsi’s
electoral success.
Khaled Elgindy argued that
rather than the end of a period
of transition, the election
of the president signified the
beginning of the real power
shift in Egypt. In his view, the
past year and a half has been
a period of fruitless power
struggle resulting from the
fact that, in seeking to define
their powers and roles, “all
political actors have overreached
themselves.”
He found it interesting that
“so far, the US administration
has done a good job of
not over-reacting” to the fact
that an Islamist is the new
president of the country, but
wondered how far this attitude
would be maintained,
given that already, certain
members of the US Congress
were proposing cutting the
aid that Egypt receives annually,
and perhaps more stringent
sanctions.

Georgetown University’s Islamic Bioethics meet concludes
TRIBUNE NEWS NETWORK
DOHA
GEORGETOWN University
School of Foreign Service in
Qatar’s (SFSQ) groundbreaking
Islamic Bioethics
conference titled ‘The
Interplay of Islam and the
West’ concluded on Monday.
The international conference,
collaboration between
Qatar Foundation, SFSQ, Qatar
Faculty of Islamic Studies
(QFIS) and Leiden University,
brought together scholars
and practitioners from
within the bioethics field to
interact with researchers, educators
and clinicians on local,
regional and international
level, enabling direct conversation
between those working
on bioethics in the West
and in the Muslim world.
“It is an honour for Georgetown
University SFSQ to
welcome such an outstanding
group of scholars to this significant
international conference.
These scholars are at
the forefront of advancing our
understanding of the key
questions in bioethics
research that arise in both
Islamic and secular discourses,
and of the interplay
between the two,” said Gerd
Nonneman, dean of Georgetown
University’s School of
Foreign Service in Qatar.
Nonneman continued,
“This conference is a unique
opportunity to build collaborative
partnerships to further
this work. It also fortuitously
draws attention to the creation
of an Islamic Medical
and Scientific Ethics database,
led by members of the
Georgetown community, which
will allow colleagues studying
the many different aspects
of the field of Islamic bioethics
to share their insights
with a global audience.”
Additionally, the conference
presented the findings of
A high-level panel at Georgetown University SFSQ’s Islamic Bioethics conference, in Doha, on Monday.
a research project funded by
the Qatar National Research
Fund (QNRF). The unique
initiative successfully collated
the writings of scholars and
theorists in a multi-lingual
searchable ‘Islamic Medical
and Scientific Ethics (IMSE)’
database, the aim of which is
to help encourage and foster
research in bioethics field.
Dr Brian Clark, managing
director of Biobank and a
speaker at the conference,
said, “This is a unique opportunity
for Qatar Foundation
and Georgetown University
to continue the open dialogue
they are developing in the
field of Islamic bioethics. It is
conferences like this that
develop clarity around
bioethics and that will ultimately
enable interesting biomedical
research to flourish
in Qatar and elsewhere in the
Muslim world.”
The two-day conference
featured a number of speakers
who discussed an array of
topics ranging from ‘Organ
Transplantation in Saudi
Arabia’ to ‘A Muslim Clinical
Ethics Consultant in the Western
Healthcare System: Experience
and Challenges’. An
additional highlight included
a hands-on workshop organised
by the QNRF, which gave
participants the opportunity
to learn more about the
Islamic IMSE database.
Keynote speakers included
Islamic scholar Dr Tariq
Ramadan, professor of Contemporary
Islamic studies at
the Oxford University and
visiting professor at QFIS,
and Dr Henk Ten Have,
director of the Center for
Healthcare Ethics at Duquesne
University, Pittsburgh.
Dr Ramadan launched the
event and delivered the
keynote speech, which he
summarised by stating, “We
need to acknowledge that
bioethics is a central field, and
that we have a lot to share
with people of other faiths
and other democracies. Such
an important conference
should be everywhere.”
“I’m delighted to participate
in this conference because
it is just one more step in
helping the project here at
Georgetown,” he concluded.
Sheikh Ali al Qaradaghi,
general secretary of International
Union of Muslim Scholars,
spoke on Sunday during
a special session on ‘Normative
Religious Perspectives’.
He emphasised, “Islamic
juristic institutions issue fatwas
relevant to biomedical
ethics only after consulting
specialists, experts and doctors,
as they are established
scholars in the realm of science
and medicine.”
