<strong>Benin</strong><br />

instrument once a regulatory body has been set up. This ordinance targeted<br />

31 December 2005 as the deadline by which all telecommunications<br />

services had to be liberalised. To date, the decrees in respect of the application<br />

of this ordinance have not been issued to enable its enforcement.<br />

The current regulations, in particular those relating to conditions for<br />

access to telecommunications networks, pricing, the possibility for third<br />

party operators in related activities to offer telephone services and the<br />

conditions for granting and using frequencies are major obstacles to the<br />

emergence of electronic services. It must be noted that there is no specific<br />

regulatory framework for incentives, technological innovation,<br />

usage, security or the protection of computer data. Currently, only activities<br />

under the GSM network and the delivery of Internet services are<br />

open to competition.<br />

<strong>Telecommunications</strong> market<br />

structure<br />

Before the law of 1997, only the public operator (Bénin Télécoms SA)<br />

operated in the market, but since this new law came into force, the<br />

telecommunications market‘s structure has changed significantly and<br />

now includes the following participants:<br />

Bénin Télécoms SA, the incumbent public operator;<br />

Four GSM mobile telephone operators;<br />

Radiopaging operators;<br />

Several Internet access operators;<br />

Data transmission operators;<br />

Several providers of computer-related services;<br />

Several Cybercafés.<br />

The table below presents the architectural structure of the supply market<br />

of ICT services in <strong>Benin</strong>.<br />
