• Success control for environmental protection policies,<br />
• Existence <strong>of</strong> reference values and sustainability thresholds; and<br />
• Adequate representation <strong>of</strong> reversible and manageable processes.<br />
8.4.13 For monitoring in terms <strong>of</strong> Agenda 21 a number <strong>of</strong> sustainability indicators<br />
have been gathered for Baden-Wuerttemberg some <strong>of</strong> which are applicable to<br />
sustainable regeneration. These are:<br />
• Land utilisation,<br />
• Preventing climate change,<br />
• Preventing air pollution,<br />
• Protection against noise,<br />
• Water resources protection,<br />
• Soil protection,<br />
• Conserving biological diversity,<br />
• Waste management; and<br />
• Technology and precautions against risks.<br />
8.4.14 The intention <strong>of</strong> the Land Use Plan was to demonstrate how its overall view <strong>of</strong><br />
community planning, landscape planning and infrastructure planning can<br />
contribute to a sustainable and environmentally appropriate development.<br />
Specifically the project aims are to:<br />
• Support commerce with a view to promoting small businesses;<br />
• Provide traffic calming measures;<br />
• Provide green areas in residential districts;<br />
• Secure socially compatible planning and urban development; and<br />
• Develop a socially integrated city.<br />
8.4.15 Again, the above can be classified as developmental aspirations or drivers.<br />
8.4.16 As part <strong>of</strong> the process seven ‘investigation reports’ were presented to the local<br />
council in 1995 to serve as a basis for initiating resolution to draw up the 2010<br />
Land Use Plan.<br />
8.4.17 In Investigation report 2a ‘Urban development/potential sites for building<br />
development’, potential areas for re-use (<strong>Brownfield</strong> sites), for increased<br />
density and for new development (Greenfield sites) were investigated.<br />
8.4.18 The resolution for confirmation was made on 1 st July 1999. The 2010 Land<br />
Use Plan – Guideline Scheme for <strong>Sustainable</strong> Urban Development. As part <strong>of</strong><br />
this, the intention to promote sustainable and environmentally appropriate<br />
urban development, also in the meaning <strong>of</strong> Local Agenda 21, is expressed<br />
particularly in the following guiding principles, with the following one, being<br />
directly related to <strong>Brownfield</strong> development:<br />
