Head Office Realignment<br />
A realignment of the functional areas in existing direc<strong>to</strong>rates at the<br />
Homebush Bay Head Office was undertaken and put in place during<br />
the reporting period.<br />
Commenced in January 2008 following the appointment of<br />
Commissioner Shane Fitzsimmons the previous year, the realignment’s<br />
main objectives were <strong>to</strong> streamline the provision of<br />
services within direc<strong>to</strong>rates and <strong>to</strong> provide a greater focus and<br />
cohesion in many of those services. Changes were made <strong>to</strong> ensure<br />
the <strong>Service</strong> is durable enough <strong>to</strong> meet current and emerging trends<br />
and challenges in fire management well in<strong>to</strong> the future.<br />
This new structure of Homebush Bay Head Office direc<strong>to</strong>rates<br />
was finalised in June 2008. The new direc<strong>to</strong>rates <strong>to</strong>ok effect from<br />
1 July 2008.<br />
The readjustment of the direc<strong>to</strong>rates saw many changes, the main<br />
ones being;<br />
• Regional <strong>Service</strong>s becoming a separate direc<strong>to</strong>rate giving more<br />
focus <strong>to</strong> the Districts/Teams/Zones and volunteer brigades.<br />
• All human resources and associated services placed within one<br />
direc<strong>to</strong>rate now called Membership <strong>Service</strong>s.<br />
• All corporate planning functions placed <strong>to</strong>gether in the Strategic<br />
<strong>Service</strong>s direc<strong>to</strong>rate.<br />
• Operations and Community Safety placed under the auspices of<br />
one direc<strong>to</strong>r.<br />
The <strong>NSW</strong>RFS direc<strong>to</strong>rates are as follows:<br />
EXECUTIVE SERVICES<br />
Statu<strong>to</strong>ry functions and public obligations of the Commissioner.<br />
INFRASTRUCTURE SERVICES<br />
Design, development and management of the <strong>Service</strong>’s technological,<br />
mobile and fixed assets.<br />
MEMBERSHIP SERVICES<br />
The administration of our people and the provision of services for all<br />
members of the <strong>Service</strong>.<br />
REGIONAL SERVICES<br />
Moni<strong>to</strong>r and re<strong>view</strong> the performance of Regions and DTZs <strong>to</strong> ensure<br />
consistent standards in delivery of <strong>Service</strong> objectives and philosophy,<br />
particularly <strong>to</strong> our volunteers.<br />
STRATEGIC SERVICES<br />
Corporate management systems, programs and projects,<br />
organisational improvement and corporate communications.<br />
See Appendix A for the new organisational chart.<br />
The changes saw the appointment of a new executive team with two<br />
new external appointments and the promotion of one officer <strong>to</strong> an<br />
executive role. There was a complete re<strong>view</strong> of all Role Statements<br />
for the executive team.<br />

All existing permanent Head Office staff were placed against positions<br />
in the new direc<strong>to</strong>rate structures. To facilitate this process a Realignment<br />
Implementation Committee (RIC) was established <strong>to</strong> ensure<br />
this was done efficiently and effectively. It comprised representatives<br />
of the executive team, Membership <strong>Service</strong>s and the <strong>Rural</strong> <strong>Fire</strong><br />
<strong>Service</strong> Association (RFSA).<br />
OPERATIONAL SERVICES<br />
Building safer communities through the integration of prevention,<br />
mitigation and response arrangements.<br />
