6.1.2 Compliance with DHSSPS St<strong>and</strong>ards<br />

The review of compliance with the DHSSPS Controls Assurance<br />

st<strong>and</strong>ards in relation to IPC <strong>and</strong> Environmental Cleanliness (EC)<br />

indicated that both the internal <strong>and</strong> external assessments achieved an<br />

overall compliance score. Analysis of the information provided in<br />

relation to environmental cleanliness, indicates that four medium<br />

priority actions require further work <strong>and</strong> one high priority action in<br />

relation to funding for the <strong>Downe</strong> hospital is still under discussion. The<br />

Infection Prevention Controls Assurance action plan documents five<br />

medium actions requiring further work, all of which are scheduled for<br />

completion by January <strong>2011</strong>.<br />

The trust should continue to develop the Controls Assurance st<strong>and</strong>ards<br />

action plans <strong>and</strong> ensure that full details are provided on progress.<br />

6.1.3 Annual Reports<br />

The annual report for IPC was available for the year April 2009 - March<br />

2010. This outlines a summary of the key IPC initiatives <strong>and</strong> activities<br />

of the trust <strong>and</strong> provides an assessment of performance against agreed<br />

targets for the year. Initiatives reported on include multidisciplinary<br />

antimicrobial weekly ward rounds in the <strong>Downe</strong> <strong>and</strong> Lagan Valley<br />

hospitals <strong>and</strong> a trust-wide review of all antimicrobial prescriptions in<br />

wards where C difficile cases were being managed. In relation to<br />

education <strong>and</strong> training, the report acknowledges that only 71 per cent<br />

of staff were trained in infection prevention <strong>and</strong> control against a target<br />

of 80 per cent for the two years from April 2008 to March 2010. As a<br />

positive point, the trust has promoted the work of IPC link staff <strong>and</strong> held<br />

a conference to provide an opportunity for staff to discuss <strong>and</strong> share<br />

ideas.<br />

The report also documented the trust has not met its target in relation<br />

to Healthcare Associated Infections (HCAI) reductions in the following<br />

The trust’s stated action to reduce these figures was to review <strong>and</strong><br />

implement the principles of Aseptic Non Touch Technique (ANTT).<br />

The inspectors found little evidence at ward level to support the<br />

implementation of this recommendation. While the inspection identified<br />

that that the trust does have systems in place to prevent HCAIs, these<br />
