some <strong>of</strong> the survivors had strongly held negative views <strong>of</strong> the WHSCT's<br />

response to their needs for individual care and support. <strong>The</strong>re is an obligation<br />

on all health and social care trusts, as part <strong>of</strong> a multiagency response, to<br />

engage more proactively with survivors <strong>of</strong> sexual abuse, and to ensure that<br />

survivors know how to access services.<br />

<strong>RQIA</strong> recognises that the WHSCT met with the Donagh community and was<br />

mindful <strong>of</strong> its duty <strong>of</strong> confidentiality and the limitations <strong>of</strong> the powers available<br />

to it under the STOs.<br />

It was evident that the WHSCT did provide additional funding to NEXUS in<br />

relation to an increase in demand for its services from the Donagh area.<br />

NEXUS services were welcomed by those survivors who had accessed them,<br />

although the period for which services could be provided was considered to<br />

be too short. <strong>RQIA</strong> recognises that there were no specific referrals to the<br />

trust's services from PSNI. It may not have been entirely clear to the<br />

survivors and to the community representatives that some <strong>of</strong> the counselling<br />

services provided by voluntary organisations are commissioned by the trust to<br />

act on its behalf.<br />

A recommendation has been made on developing effective, multiagency<br />

mechanisms to disseminate information about available services to survivors<br />

<strong>of</strong> sexual abuse as early as possible following disclosure <strong>of</strong> a complaint to the<br />

PSNI.<br />

<strong>RQIA</strong> considers that the WHSCT's specific engagement with other agencies,<br />

through the formal multiagency public protection processes under PPANI, was<br />

effective.<br />

It was also evident that the WHSCT fulfilled its responsibilities in relation to<br />

the criminal justice system. It provided an appropriate adult service when<br />

requested and responded appropriately to a court direction to prepare a report<br />

to set out the WHSCT's views in relation to disposal. WHSCT staff<br />

maintained effective working arrangements at operational level with<br />

colleagues from PSNI.<br />

During the course <strong>of</strong> the review, <strong>RQIA</strong> identified two areas that require further<br />

consideration in the management <strong>of</strong> this and similar cases in future. As part<br />

<strong>of</strong> its work, <strong>RQIA</strong> met with members <strong>of</strong> the wider Donagh community who had<br />

organised themselves through the Donagh Community Forum. Some <strong>of</strong> the<br />

survivors <strong>of</strong> the abuse were also part <strong>of</strong> that forum. <strong>The</strong> community is<br />

recognised as a key stakeholder. <strong>The</strong> WHSCT did meet on three occasions<br />

following the disposal hearing to clarify issues and concerns held by the<br />

community. It was evident from <strong>RQIA</strong>'s discussion with the community that<br />

there remains the strongly held view <strong>of</strong> survivors and the Donagh community<br />

that the WHSCT had failed to communicate with them effectively on this case.<br />

<strong>The</strong>re is evidence from the outcome <strong>of</strong> the joint meeting held on 14<br />

September 2010 that the community and the WHSCT both recognised the<br />

need for continuing dialogue. <strong>RQIA</strong> considers that this dialogue will result in a<br />
