1.0 <strong>RTA</strong> ASM <strong>Management</strong> Aim<br />

The <strong>RTA</strong>’s broad objective <strong>for</strong> <strong>the</strong> management <strong>of</strong> ASM during all aspects <strong>of</strong> its road<br />

network activities is noted below.<br />

The <strong>RTA</strong> will use best practical environmental procedures <strong>for</strong> its road<br />

network activities which involve potential acid sulfate environments or<br />

pyritic materials from <strong>the</strong>se environments.<br />

Activities in acid sulfate or pyritic environments will be managed in a<br />

manner that minimises adverse impacts on <strong>the</strong> environment, achieves<br />

relevant water and sediment quality objectives and meets community<br />

expectations.<br />

Definitions <strong>of</strong> Terms in <strong>the</strong> Policy:<br />

Best practice environmental procedures means procedures that refer to and are<br />

consistent with <strong>the</strong> most recent policy and technical advice adopted by State<br />

agencies in Australia.<br />

Water quality and sediment quality objectives refer to <strong>the</strong> Australian and New<br />

Zealand <strong>Guideline</strong>s <strong>for</strong> Fresh and Marine Water Quality (2000). Relevant objectives<br />

are noted in Appendix 1.<br />

Minimise adverse impacts on <strong>the</strong> environment means that <strong>the</strong> <strong>RTA</strong> will use due<br />

diligence to ensure that its activities are conducted in accordance with best practice<br />

procedures and national environmental standards.<br />

Meet community expectations refers to commitments made to <strong>the</strong> community during<br />

consultation about projects and/or referred to in consent conditions <strong>for</strong> road<br />

construction and maintenance projects. This may include water quality outcomes<br />

and ongoing in<strong>for</strong>mation or consultation outcomes. Where no specific commitments<br />

to <strong>the</strong> community have been made, or consent conditions issued, <strong>the</strong> minimum<br />

requirement is to meet <strong>the</strong> commitments <strong>of</strong> our Environmental Policy.<br />

2.0 <strong>Management</strong> System Context <strong>of</strong> this <strong>Guideline</strong><br />

This ASM <strong>Guideline</strong> is part <strong>of</strong> <strong>the</strong> <strong>RTA</strong>’s Environmental <strong>Management</strong> System. The<br />

ASM policy and procedures are part <strong>of</strong> <strong>the</strong> material developed at <strong>the</strong> corporate level<br />

to drive environmental protection measures at <strong>the</strong> directorate and business area<br />

level.<br />

The use <strong>of</strong> <strong>the</strong> <strong>Guideline</strong> by project managers and o<strong>the</strong>rs involved in road<br />

construction and maintenance will underpin <strong>the</strong> <strong>RTA</strong>’s demonstration <strong>of</strong> due diligence<br />

and <strong>the</strong> adoption <strong>of</strong> best management practice in relation to ASM.<br />

The <strong>Guideline</strong> provides step-by-step procedures <strong>for</strong> <strong>the</strong> identification and<br />

management <strong>of</strong> risks associated with <strong>the</strong> presence <strong>of</strong> ASM in project areas.<br />

Understanding and familiarity with <strong>the</strong>se procedures will contribute to <strong>the</strong> prevention<br />

<strong>of</strong> incidents such as increased acid leachate from <strong>RTA</strong> construction and maintenance<br />

projects.<br />
