State Infrastructure Bank<br />

States could allocate up to 10% of their<br />

ISTEA/TEA-21 apportionment to<br />

capitalize the state bank. Funds can be<br />

used to provide loans for projects.This<br />

can be structured as a revolving loan<br />

fund, where loans are recycled for new<br />

projects.<br />

State infrastructure banks can provide<br />

third-party guarantees to projects to<br />

ensure that there is sufficient revenue<br />

to pay project costs or debt service.<br />

Surface <strong>Transportation</strong> Credit Program<br />

TIFIA (<strong>Transportation</strong> Infrastructure<br />

Finance and Innovation Act of 1998)<br />

This provides direct federal loans, loan<br />

guarantees, and lines of credit for large<br />

surface transportation programs of<br />

national significance.<br />

A federal credit program under which<br />

the USDOT may provide three forms of<br />

credit assistance -- secured (direct)<br />

loans, loan guarantees, and standby<br />

lines of credit -- for surface<br />

transportation projects of national or<br />

regional significance.<strong>The</strong> fundamental<br />

goal is to leverage federal funds by<br />

attracting substantial private and nonfederal<br />

co-investment in critical<br />

improvements to the nation's surface<br />

transportation system.<br />
