International meetings are participated in to monitor developments throughout the world and to tell
about the potentials our country has.
9. Ultimate Goals:
Turkey aims at being a leader in the world in terms of Health Tourism, by providing qualified health
services with affordable prices. in service provision in Health Tourism the private sector will always
have priority.

I. ESTABLISHMENT and DUTIES
1. Establishment
Health Tourism Unit has been established to control the Tourism health services from a single
source with the approval no. 18529, dated March 31, 2010, of Turkey General Directorate of
Primary Health Care. In order to carry out activities related to Health Tourism;
Unit within the General Directorate of Primary Health.
This unit was transferred to the in May 5, 2011 with the approval no. 15298. Within the
General Directorate of Curative Services the unit continued its activities as the Health Tourism
Coordinator. On November 2, 2011, by the Decree Law No. 663 Department of Health Tourism
under the General Directorate of Health Services has been established and continues its activities
on the following topics:

1. Planning services in terms of Health Tourism and health of the tourist, granting the necessary
permissions,
2. Carrying out works and operations related with Health Tourism in coordination with
relevant agencies and organizations
3. Monitoring the activities of the spas, spring resorts and Climatotherapy centers, mostly
related to the Advanced Age and Disability Tourism and thermal Tourism, in terms of Health
Tourism.
4. Establishing the admission criteria of the patients who would come to our country for
receiving medical treatment in terms of Health Tourism and examining the demands and complaints
of these patients.
5. Providing assistance and consultancy to the patients of Health Tourism and health of the
tourist when needed and to keep their records
6. Carrying out works and operations related to the Health Free Zones to the health services
which will be provided in those zones
7. Planning and coordinating the procedures related with the patients who come to our
country within the scope of bilateral cooperation in the health sector and whose treatment is
accepted.

II. 2012 STATISTICS
Health Tourism: is the visit to our country for receiving medical treatment,

In 2011, foreign patients from 107 different countries received medical treatment in our hospitals.

III. PUBLICATIONS and REPORTS

Although it is a new department, it created an efficient work environment. By its publications
issued
on the Health Tourism it provided both guiding and informative service. In addition, many
foreign
scientific papers were translated into Turkish, and many reports were examined.

Although this service is not known or used frequently in the field, in emergency cases, in the
event
of complaints and patient examination this service provides many benefits to foreigners in
our
country, fills an important gap.
Thirty two million general purpose tourists and health tourists coming to our country can
receive -
services in their own languages 7/24. Such a practice is not common, and our country
has been a pioneer in the world.

VIII. LEGISLATION WORKS
In line with the development in health sector, sub-regulatory works started to avoid potential
problems in applications and to ensure the sustainability of the sector. Naturally, international
agreements on health and Tourism and laws in this regard form the basis of our works.
Done so far:
a) By the amendments in the Regulation on Private Hospitals and Outpatient Diagnosis and
Treatment of Private Health Institutions, establishment and operation of health units at the hotels
(for emergency situations), establishment and operation of health facilities at the accommodation
facilities (for Health Tourism services),
b) The health care and rehabilitation services at the spas,
c) The procedures and principles of remunerating the health services that will be provided to
the foreign patients at the public hospitals have been identified.
d) Records of the foreign patients are being kept.
e) By the organizational law, the labor division and mission definitions regarding the followup
of the Health Tourism at the center and field have been fixed. (In provinces health services will
be followed up by the branch directorates).
f) Regulation No. 28437 amending the Regulation on dialysis centers. It will be possible to
open dialysis centers at the accommodation facilities and at the clinic guest houses that would
serve the tourists and Health Tourism.
g) Promotion and informing in HealthTourism have been expanded.
