7.9 Do they take notice <strong>of</strong> such <strong>in</strong>formation <strong>and</strong> implement “good practice”?<br />

From our experience <strong>in</strong> both lectur<strong>in</strong>g to groups <strong>of</strong> farmers <strong>and</strong> talk<strong>in</strong>g to <strong>in</strong>dividual<br />

farmers over a period <strong>of</strong> 40+ years the answer to this is generally “yes”, especially<br />

when they receive practical affordable solutions that fit with<strong>in</strong> their farm<strong>in</strong>g system.<br />

<strong>The</strong> problem is, as mentioned before, the lack <strong>of</strong> providers. This was illustrated by a<br />

conversation with Carol<strong>in</strong>e Drummond <strong>of</strong> LEAF, <strong>in</strong> June 2008 at Cereals, where she<br />

was say<strong>in</strong>g that with the retirement <strong>of</strong> key <strong>in</strong>dividuals there was no one that she could<br />

recommend to her members to solve soil <strong>and</strong> water problems.<br />

Carol<strong>in</strong>e also states that “one <strong>of</strong> the key areas that drive farmers to change <strong>and</strong><br />

make decisions is legislation, the GAEC is hav<strong>in</strong>g a big impact on what farmers do -<br />

the other is the farm assurance schemes such as the Red Tractor <strong>and</strong> LEAF Marque<br />

for example. <strong>The</strong>y make key recommendations to farmers aga<strong>in</strong>st which they are<br />

<strong>in</strong>spected”.<br />

If not, what should be done <strong>and</strong> by whom to encourage this?<br />

Ensure that there are a sufficient number <strong>of</strong> tra<strong>in</strong>ed pr<strong>of</strong>essionals available to<br />

undertake development work <strong>and</strong> provide advice. This work should be centrally<br />

coord<strong>in</strong>ated either by DEFRA, one <strong>of</strong> its agencies, AHDB or the RASE act<strong>in</strong>g for <strong>and</strong><br />

supported by DEFRA coord<strong>in</strong>at<strong>in</strong>g an <strong>in</strong>dustry wide group. Such personnel would be<br />

the equivalent <strong>of</strong> the former ‘Dra<strong>in</strong>age Officers’ <strong>of</strong> the past, but many fewer <strong>in</strong> number<br />

<strong>and</strong> broader <strong>in</strong> remit.<br />

7.10 Are there specific knowledge transfer actions which the Royal Agricultural<br />

Society <strong>of</strong> Engl<strong>and</strong> should consider tak<strong>in</strong>g?<br />

Yes: Possible actions <strong>in</strong>clude the follow<strong>in</strong>g:<br />

1. Work to encourage DEFRA to be more pro-active to embrace production<br />

alongside environmental issues.<br />

To:<br />

i. Formulate an effective <strong>Soil</strong> <strong>and</strong> <strong>Water</strong> <strong>Management</strong> network to rek<strong>in</strong>dle the<br />

aims <strong>of</strong> SMI <strong>and</strong> SAWMA <strong>and</strong> its Journal, (see Appendix 2 for a typical table<br />

<strong>of</strong> contents) with farmer groups. If fund<strong>in</strong>g permits, the revised Journal should<br />

be <strong>in</strong> both hard copy <strong>and</strong> electronic format. <strong>The</strong> RASE should also consider<br />

mak<strong>in</strong>g available an electronic library <strong>of</strong> relevant soil <strong>and</strong> water management<br />

articles.<br />
