ii. Organise an event; <strong>in</strong>tegrat<strong>in</strong>g sections on dra<strong>in</strong>age – irrigation – soil erosion<br />

control - tillage/compaction on an annual or biennial basis as a st<strong>and</strong>alone<br />

activity <strong>and</strong> to discuss work<strong>in</strong>g with AEA to extend the remit <strong>of</strong> the “Tillage”<br />

event. Historically SAWMA would have a ½ day Technical Workshop ahead<br />

<strong>of</strong> the annual Farmers Weekly “Dra<strong>in</strong>age Event”. Have a display at “Cereals”.<br />

iii.Consider the formation <strong>of</strong> a series <strong>of</strong> county, regional or catchment based<br />

“L<strong>and</strong>care” groups <strong>and</strong>/or <strong>Soil</strong> <strong>and</strong> <strong>Water</strong> <strong>Management</strong> Districts ak<strong>in</strong> to the<br />

Australian/New Zeal<strong>and</strong> <strong>and</strong> US models. <strong>The</strong> aim would be to stimulate soil<br />

<strong>and</strong> water related activity to enable pr<strong>of</strong>itable <strong>and</strong> efficient production together<br />

with good environmental management as reported by Palmer (2008). <strong>The</strong>se<br />

groups function extremely well, but they need a good coord<strong>in</strong>ator who is<br />

funded for their <strong>in</strong>put. This might be possible through the Regional<br />

Development Agencies such as Yorkshire Forward who have shown strong<br />

leadership <strong>in</strong> this area.<br />

3. Request that the Department for Children, Schools & Families ensures that<br />

agriculture <strong>and</strong> soil <strong>and</strong> water issues are <strong>in</strong>cluded <strong>in</strong> school syllabi.<br />

7.11 Are soil <strong>and</strong> water management issues understood <strong>and</strong> their importance<br />

taken <strong>in</strong>to account sufficiently by policy makers?<br />

Hav<strong>in</strong>g discussed this question with DEFRA it is fair to report that the key major<br />

national issues are well understood by the lead<strong>in</strong>g policy makers <strong>and</strong> where they<br />

require further assistance they refer to stakeholder <strong>and</strong> strategy forums which <strong>in</strong>clude<br />

ADAS, key universities, Rothamsted Research, Environment Agency <strong>and</strong> Natural<br />

Engl<strong>and</strong>, consultants <strong>and</strong> the NFU. Certa<strong>in</strong> issues, for example those concern<strong>in</strong>g<br />

ris<strong>in</strong>g sea levels, are considered <strong>in</strong> future Foresight projects.<br />

In recent years the <strong>of</strong>ficial policy has been focused on the environmental issues<br />

associated with climate change <strong>and</strong> the decl<strong>in</strong>e <strong>in</strong> levels <strong>of</strong> soil carbon, erosion risks<br />

<strong>and</strong> the protection <strong>of</strong> soil <strong>and</strong> water from diffuse pollution. Discussion with DEFRA<br />

<strong>in</strong>dicates that their proposed <strong>Soil</strong> Strategy does consider the anticipated national<br />

requirements to improve food security <strong>and</strong> to provide for the <strong>in</strong>crease <strong>in</strong> production <strong>of</strong><br />

bio fuels. <strong>The</strong>ir proposed strategy also covers the issues <strong>of</strong> soil <strong>and</strong> water<br />

management <strong>in</strong> the “built” as well as the rural environment.<br />

In order to manage policy <strong>in</strong> this area Defra developed a broad over arch<strong>in</strong>g First <strong>Soil</strong><br />

Action Plan for Engl<strong>and</strong> (2004-2006) <strong>and</strong> have followed this with a consultation<br />

document to develop a <strong>Soil</strong> Strategy for Engl<strong>and</strong> (2008) which was released on 31<br />

March 2008, with a deadl<strong>in</strong>e for responses <strong>of</strong> 23 June 2008. Responses are currently<br />

be<strong>in</strong>g analysed <strong>and</strong> the proposed Strategy revised. To quote the consultation draft <strong>of</strong><br />

the proposed Strategy, its purpose “is to maximise the benefits that soils can br<strong>in</strong>g to<br />

the economic <strong>and</strong> environmental well be<strong>in</strong>g <strong>of</strong> today’s generation <strong>and</strong> future<br />

generations, <strong>and</strong> one <strong>of</strong> the key benefits listed is the production <strong>of</strong> food <strong>and</strong> fibre.<br />

This aim relates to DEFRA’s wider aim for the populace to live with<strong>in</strong> our<br />

environmental means <strong>and</strong> reflects the key pr<strong>in</strong>ciples <strong>of</strong> the UK Susta<strong>in</strong>able<br />

Development Strategy, which <strong>in</strong>cludes liv<strong>in</strong>g with<strong>in</strong> our environmental limits”. In<br />

review<strong>in</strong>g these documents it is noted that there are general references to issues<br />

such as compaction damage, soil carbon <strong>and</strong> organic matter levels, erosion <strong>and</strong><br />

dra<strong>in</strong>age <strong>and</strong> the need to be aware <strong>of</strong> environmental implications especially with the<br />

dem<strong>and</strong>s <strong>of</strong> climate change.<br />
