It has been an unusually cold winter, and I am anxious<br />
for summer to arrive. The good news is we will have the<br />
protection of lifeguards again this year at Pelican <strong>Beach</strong><br />
Park. The schedule for 2010 is:<br />
• Weekends Only: Through May 23<br />
• Full-Time: May 24-August 6<br />
• Weekends Only: August 7-October 31.<br />
As they were due by <strong>April</strong> 1 (no fooling), by the time<br />
this article arrives everyone should have completed and<br />
returned their census. It is extremely important to our state<br />
and our congressional district that everyone is counted –<br />
keep in mind the census is used to determine funding and<br />
congressional seats for the next ten years. If you hear<br />
someone admit they didn’t fill theirs out – please<br />
encourage them to do so.<br />
I wanted to go over a recent development in the City’s<br />
efforts toward the undergrounding of power lines along<br />
A1A. With revenues at such low levels and the economy<br />
not yet looking to be gaining strength, the City Council<br />
decided this was not the appropriate time to proceed with<br />
this project. What has been accomplished to date toward<br />
the undergrounding is valuable design and cost information.<br />
This information will allow us to revisit this project when<br />
the economy improves. In the meantime, we will turn our<br />
focus toward other design criteria to keep the overall<br />
process moving with a reduced amount of investment.<br />
One of the items we will study is how our beach<br />
accesses connect to the west side of A1A and our<br />
neighborhoods. Another key item we will look at is what<br />
can be done to make our commercial properties more<br />
attractive for redevelopment.<br />
Our City’s roads were originally laid out without a<br />
central downtown. Our street grid was pretty simple: run<br />
the streets west from A1A. The distance between the<br />
streets connecting to A1A was established as the<br />
combined depth of two back-to-back residential properties.<br />
This resulted in the undersized, shallow commercial lots<br />
we have along A1A, which are not well-suited for<br />
commercial development. Over time, rules for the<br />
development of commercial property increased the amount<br />
of area required for landscape<br />
buffers, on-site storm<br />
drainage retention, the<br />
quantity of parking spaces,<br />
and setback distances for<br />
buildings and signage from<br />
property lines. What area<br />
was left over for the<br />
buildings was not<br />
economically feasible. This<br />
is why we have so many<br />
lots that are underutilized and, Vice-Mayor Jeff Fleis<br />
therefore, we are not maximizing our commercial potential<br />
and property tax revenue. As they exist, they are too small<br />
to be considered profitable for redevelopment. The<br />
success of future improvements to our commercial district<br />
will be dependent upon how we, as a community, address<br />
this issue.<br />
We can all be proud of the City’s continued efforts to<br />
purchase and preserve our oceanfront property. We<br />
continue to see progress along A1A with Pelican <strong>Beach</strong><br />
and Hightower Park improvements, the beach access<br />
improvements at Grant and DeSoto, and the ongoing<br />
monument sign replacement effort. Also, if you haven’t<br />
driven through the former PAFB South Housing area<br />
lately, take a moment to see the nice open spaces.<br />
I also wanted to provide an update on my efforts to buy<br />
from local merchants. I now purchase most of my gasoline<br />
and groceries here, and have changed my dentist to Dr.<br />
Jess Yates, a longtime local business owner. I have<br />
changed my personal physician, as well, to Dr. Caroliese<br />
Schmidt, a <strong>Satellite</strong> <strong>Beach</strong> resident. Dr. Schmidt, who<br />
specializes in Family Medicine, recently relocated her<br />
business to the City. A comment I receive frequently from<br />
residents is the need for additional banks in our City. In the<br />
not too distant past, there were seven (7) banks in <strong>Satellite</strong><br />
<strong>Beach</strong>. Now we have one bank. With so many banks<br />
leaving the City, many of our residents must now do their<br />
banking out of the City, which naturally results in<br />
combining errands and purchases made outside the City.<br />
This not the best scenario for our business community.<br />

including the replacement of the antiquated heating/<br />
ventilation/air conditioning (HVAC) system in the Civic<br />
Center; replacement of lighting fixtures in the Civic<br />
Center with energy-efficient lights; replacement of the air<br />
handler portion of the City Hall HVAC system;<br />
adjustment of software which operates the HVAC<br />
system in the David R. Schechter Community Center to<br />
make it more efficient; and completion of energy audit<br />
on these three buildings. Total maximum grant: $250,000,<br />
with $224,000 from grant funds; $3,000 from City funds;<br />
and in-kind services from existing City staff of $23,000.<br />
• Authorized the submission of a Florida Justice<br />
Assistance Grant Direct Program Application in the<br />
amount of $2,786 for purchase of at least three Police<br />
Department notebook computers. Total project cost is<br />
to be funded through the grant, with no local match.<br />
• Authorized the submission of an EMS Matching Grant<br />
for Paramedic In-Home Elder Care Test Program in<br />
the total amount of $35,234, with $26,425 from grant<br />
funds and a City match of $8,809.<br />
• Approved a Matching Façade Grant Application for<br />
the commercial center located at 1116 –1132 Highway<br />
A1A for a maximum matching Façade Grant in the<br />
amount of $15,000 for replacement of existing nonconforming<br />
pole sign and other exterior improvements.<br />

UNITED STATES CENSUS 2010<br />
Warning About Fake Census Workers – Emails are circulating about the possibility of con artists<br />
impersonating Census Bureau workers for the purpose of fraud or identity theft. If a U.S. Census worker<br />
knocks on your door, he/she will have a badge, a Census Bureau canvas bag, and a confidentiality notice.<br />
The Census Bureau does not contact you by email or the Internet. It will never ask for your social<br />
security number, ask for money or a donation, send a request on behalf of a political party, or request PIN<br />
codes, passwords, or similar access information for credit cards, banks or other financial accounts.<br />
The best way to ensure that your information is being gathered by the Census Bureau is to fill out the<br />
census form when it is mailed to you. If you complete the form and mail it back, there is no need for<br />
anyone to come to your house and, therefore, little chance of being scammed.<br />
Seasonal Visitors – Some people live in one state, but spend the winter months in another state.<br />
The Census Bureau considers them to be on a yearly cycle of travel between the two residences. Your<br />
usual residence is not determined by where you pay taxes or where you have your driver’s license, it is<br />
based on how much time you live in each location. For example:<br />
➢ If you spend four months of the year in Florida and eight months in Maine, then your usual<br />
residence is Maine. You should be counted in Maine.<br />
➢ If you spend equal parts of the year in Florida and in New York, you have no usual residence. If<br />
you happen to be living in Florida on <strong>April</strong> 1, 2010, then you should be counted in Florida.<br />
My Census Questionnaire Was Addressed to “Melbourne” – This is a result of a cost-saving<br />
measure that streamlines how the forms are sorted and delivered. However, this will not affect how your<br />
responses are assigned, i.e., if you live in <strong>Satellite</strong> <strong>Beach</strong>, you will be counted in <strong>Satellite</strong> <strong>Beach</strong>. The<br />
bar codes on your form direct the information to the correct geographic location on Census Track Maps.<br />
City staff reviews the Track Maps annually, and Census workers physically confirmed the geographic<br />
information in 2008-2009.<br />
It Is Not Too Late – <strong>April</strong> 1 was the publicized date for returning your Census 2010 Questionnaire,<br />
but it is not too late to reply by mail. If you have not done so, fill in your questionnaire today and get it in the<br />
mail to ensure that <strong>Satellite</strong> <strong>Beach</strong>, Brevard County, and the State of Florida get their fair share of the Four<br />
Billion Dollars of Federal funds to be distributed based on Census numbers. The count for the State of<br />
Florida also determines the number of Representatives Florida has in the U.S. House of Representatives.<br />
BE COUNTED: It’s a matter of dollars and sense - It just makes sense to capture every dollar.<br />
Cassia Drainage Improvements Begin<br />
Construction will soon begin on Phases I and II of<br />
the Cassia Stormwater Improvements.<br />
The contractor has been issued a notice to proceed.<br />
The work will begin with Phase I, which encompasses<br />
portions of Temple Street, Ocean Spray Avenue, and<br />
Greenway Avenue. The scope of work will include<br />
drainage improvements, installation of two nutrient<br />
separating baffle boxes, and road resurfacing.<br />
The second phase of the project will include<br />
improvements to Thyme Street, Kale Street, and Temple<br />
Street, north of Cassia Boulevard to the intersection of<br />
Norwood Avenue. Phase II also includes improvements<br />
to the City Hall pond that will enable the2 removal of<br />
sediment and nutrients collected from the 156-acre<br />
Cassia watershed basin.<br />
Partial funding for these projects has been made<br />
possible through a Section 319h Stormwater Grant<br />
obtained from the Federal EPA and the FDEP. The bid<br />
was awarded to H&D Construction Company of Fort<br />
Pierce on January 27 in the amount of $913,760.50.<br />
Homeowners in the affected areas will be notified<br />
well in advance of commencement of construction<br />
operations. The Public Works Department will have a<br />
representative on site at all times during construction to<br />
answer any questions or concerns. The project is<br />
expected to be completed within 180 days.<br />

Community Redevelopment News<br />
Additional Assistance Available to Businesses<br />
To Replace Non-Conforming Signs<br />
Community input and concerns received over many years regarding freestanding pole signs resulted in the City’s<br />
sign code being changed to require all newly erected signs to be monument signs. The code also required the<br />
removal of all non-conforming signs by December 2009. In 2008, the City Council extended the deadline for an<br />
additional year to December 31, 2010, due to additional sign code review in 2009 that reaffirmed the requirement of<br />
monument signs and provided for increased sign area.<br />
Since 2005, the Community Redevelopment Agency (CRA) has offered matching grant funding up to $15,000 to<br />
assist property owners with the replacement of non-conforming signs. The matching grants include the removal,<br />
replacement or retrofitting of existing non-conforming freestanding signs. The grants are available through the<br />
remainder of this year. The source of the funds for the Façade Grant Program is from the Tax-Increment Trust<br />
Fund of the Redevelopment District. These funds can only be spent on redevelopment activities within the<br />
Redevelopment District.<br />
Since inception of the new regulations, the City has worked with the business community, resulting in 25 signs<br />
coming into compliance. The Façade Grant Program has assisted 17 owners with the replacement of non-conforming<br />
freestanding signs.<br />
In March, property and business owners were sent reminders that the deadline is approaching. City staff is visiting<br />
property and business owners to discuss the CR A’s Façade Grant Program that may assist, in some cases, with up to<br />
100% of the replacement costs.<br />
The program offers the following three options to owners:<br />
1. Approved Monument Sign – Reimbursement for replacement of a non-conforming freestanding sign with<br />
a new approved monument sign shall be paid at 50% of the total project cost, not to exceed $15,000.<br />
2. Approved Wall Signage – Reimbursement for replacement of a non-conforming freestanding sign with<br />
wall signage shall be paid at 100% of the wall sign cost, up to $5,000. The applicant shall choose a design of the<br />
envelope of the wall sign(s) from a selection of eligible designs chosen by the Façade Grant Committee. The<br />
recipient of a grant for wall signage shall be excluded from receiving additional façade funds for a monument sign.<br />
3. Approved Existing Freestanding Sign Retrofit – Reimbursement for retrofitting an existing nonconforming<br />
freestanding sign shall be paid at 100% of the total project cost, up to $5,000. Any costs above $5,000<br />
shall be paid by the owner.<br />
Options 2 and 3 above were recently established by the City Council to further assist the business community in<br />
meeting the requirements and time frame of the ordinance.<br />
City staff will continue to meet with property and business owners throughout the year to address specific sign<br />
issues that may be unique to their location and discuss opportunities available through the Façade Grant Program.<br />

Glad You Asked!<br />
A number of residents have inquired<br />
regarding the future of the <strong>Satellite</strong> <strong>Beach</strong><br />
Library. Specifically, individuals asked what they<br />
could do to ensure that their voice is heard regarding<br />
the funding of Library services.<br />
Some of the residents were surprised to learn that<br />
A the County, rather than the City, operates the<br />
<strong>Satellite</strong> <strong>Beach</strong> Library. Our Library is part of the<br />
countywide system.<br />
From a historical standpoint, the City of <strong>Satellite</strong><br />
<strong>Beach</strong> actually started the Library in the mid-1960s. In<br />
the mid-1970s, the <strong>Satellite</strong> <strong>Beach</strong> Library was merged<br />
with the Brevard County system and became a County<br />
run Library.<br />
Recent public discussion has centered on the financial<br />
challenges confronting local government. Brevard<br />
County is beginning to look at its County budget<br />
projections for the upcoming fiscal year. Brevard<br />
County Commissioner Mary Bolin reports that the<br />
County is being confronted with predicted revenue<br />
declines of approximately $37.5 million for the upcoming<br />
year. In order to inform and educate the public and<br />
obtain feedback, the County will sponsor three<br />
community meetings, which will be held in the north,<br />
central and southern areas of Brevard County. Also,<br />
citizens will be able to participate in an online “Town<br />
Hall.” Dates for these meetings have not yet been set.<br />

Now that the construction has been<br />
completed on the South Patrick Drive construction<br />
project, will there be landscaping enhancements<br />
and replacement of landscaping removed<br />
during the construction?<br />
The City of <strong>Satellite</strong> <strong>Beach</strong> and FDOT have<br />
A entered into a Joint Participation Agreement to<br />
fund landscaping along the South Patrick Drive corridor<br />
in <strong>Satellite</strong> <strong>Beach</strong>. Under the terms of the agreement,<br />
FDOT will reimburse the City $179,500 for landscaping<br />
improvements. Staff is preparing bid documents for the<br />
project. It is anticipated that the landscaping improvements<br />
will begin in August and be completed in late fall.<br />
There was much public discussion at the beginning<br />
of the project regarding the removal of landscaping<br />
along South Patrick Drive north of the City in the<br />
unincorporated area. Brevard County has a similar<br />
agreement with FDOT to replace the landscaping.<br />
Based on information provided by Commissioner<br />
Bolin’s office, Brevard County staff is preparing bid<br />
documents and the County anticipates a contract award<br />
in mid to late August. The project in the unincorporated<br />
area should be completed within 90 to 120 days of<br />
contract award.

A number of recent burglaries have been solved.<br />
Three burglary suspects have been arrested, clearing<br />
multiple cases and returning stolen property to the<br />
victims. The arrestees are repeat offenders, two of<br />
which remain in jail on no bond status. Three vehicles<br />
used in the commission of crimes were seized during<br />
this period. As a result of these arrests, burglaries of<br />
homes and cars have decreased.<br />
In early March, a search was conducted in a<br />
cooperative effort with Brevard County Sheriff’s<br />
deputies and officers for a suspect wanted in several<br />
burglaries. The suspect was apprehended, arrested,<br />
and remains in jail on no bond status.<br />
Board Members Wanted!<br />
Citizens are encouraged to take a leadership role in<br />
their local government by volunteering to serve on a<br />
City board. All eleven boards review issues in their<br />
area of expertise and make recommendations to City<br />
Council. Recommendations from boards are a vital<br />
part of the decision-making process. There are<br />
vacancies on the Code Enforcement Board (meets<br />
2nd Tuesday at 7:00 p.m.), Community Redevelopment<br />
Agency Advisory Committee (meets 4th<br />
Thursday at 6:30 p.m.), Planning and Zoning Advisory<br />
Board (meets 3rd Monday at 7:00 p.m.), Recreation<br />
Board (meets 1st Tuesday at 7:00 p.m.), and Samsons<br />
Island Park Committee (meets 2nd Tuesday at<br />
5:00 p.m.). Information regarding boards is available on<br />

Stop By & Say Hi Program<br />
The <strong>Satellite</strong> <strong>Beach</strong> Police Department<br />
Volunteer Program has an innovative program<br />
called “Stop By & Say Hi.” The heart of this<br />
program offers friendship and support to a loved<br />
one, friend, family member, or neighbor of any age<br />
who reside in the City of <strong>Satellite</strong> <strong>Beach</strong>. These<br />
residents may be lonely, may have lost a loved one,<br />
may be a shut-in, or be a caregiver who would<br />
appreciate a social visit. Volunteers also visit<br />
residents going through chemotherapy and/or<br />
radiation by themselves.<br />
Recommendations are made by caring<br />
individuals who go the extra mile to show someone<br />
they care. Volunteers provide a package of<br />
community resources that are useful to our<br />
residents. By your participation in completing a<br />
Referral Form, you can be a part of this very rewarding<br />
program. Forms are available at City Hall,<br />
the Police Department, and the Recreation Department.<br />

Adult Heartsaver<br />
CPR Courses<br />
<strong>Satellite</strong> <strong>Beach</strong> Fire Department will be offering the<br />
following American Heart Association CPR 2-Year<br />
Certification Courses. The Fire Department is<br />
certified to teach Adult, Child/Infant, Choking CPR,<br />
and use of an Automated External Defibrillator.<br />
Classes are held at the <strong>Satellite</strong> <strong>Beach</strong> Fire<br />

Commander Don Hughes Sworn In As Fire Chief<br />
Commander Donald H. Hughes, Jr., was sworn in as the<br />
new <strong>Satellite</strong> <strong>Beach</strong> Fire Chief by Mayor Joe Ferrante.<br />
Donald H. Hughes, Jr., was sworn in as the new<br />
<strong>Satellite</strong> <strong>Beach</strong> Fire Chief on Wednesday, January 6,<br />
2010, at 7:00 p.m. Mayor Joe Ferrante delivered the<br />
oath of office to Chief Hughes in the Council Chambers.<br />
Fire Chief Hughes replaced retiring Fire Chief<br />
Daniel H. Rocque on January 1, 2010. Hughes started<br />
his career in fire service in 1984 as a Firefighter/EMT<br />
for Brevard County Fire Rescue. This was followed by<br />
a job at Saint Cloud, Florida, as a firefighter and<br />
paramedic. From 1989 to 1993, he was the Lieutenant<br />
Paramedic at the Osceola County Fire Department.<br />
Chief Hughes has a B.A. in Public Administration, is an<br />
Adjunct Instructor for Brevard Community College, and<br />
the Senior Adjunct Instructor at the National Fire<br />
Academy in Emmitsburg, Maryland.<br />
Currently, Chief Hughes holds the rank of Deputy<br />
Commander, NDMS, (National Disaster Medical<br />
System) Type I DMAT FL-6. From 1993 until December<br />
31, 2009, he held the rank of Commander of Operations<br />
for <strong>Satellite</strong> <strong>Beach</strong> Fire Department. He was responsible<br />
for the administration and operation of Fire/EMS,<br />
Emergency Management, and training activities for the<br />
Advanced Life Support provided by the Department.<br />
At the closing of the swearing-in ceremony, Chief<br />
Hughes was presented with a white helmet, which<br />
denotes the rank of Fire Chief.<br />

Brazilian pepper trees for beachside residents<br />

by to verify the species. He will then cut them down<br />

<strong>Satellite</strong> <strong>Beach</strong> PAL is proud to be hosting<br />
Operation NOW in the parking lot of the David R.<br />
Schechter Center on <strong>April</strong> 24 from 10:00 a.m. -<br />
1:00 p.m.<br />
Operation NOW is the idea of Rene Rubiella,<br />
who tragically saw his daughter Allie become one<br />
more statistic on the State of Florida’s traffic death<br />
website. Proving that one person can make a difference,<br />
he turned his grief into something positive and<br />
began a campaign to eliminate the needless teenage<br />
deaths which steal our most promising national<br />
resource each year, our children.<br />
The mission of Operation NOW is to demonstrate<br />
to teenagers, who are either driving or soon<br />
to be driving, the inherent dangers of driving while<br />
distracted. Reaching them at this initial stage of<br />
their driving lifetime allows good habits to be set<br />
as the foundation, rather than attempting to change<br />
bad habits later. In this way, Operation NOW is<br />
striving to create future generations of drivers that<br />
appreciate the awesome power and responsibility<br />
that goes with operating a motor vehicle and, at<br />
the same time, teaches them that the experience<br />
can be fun, as well as safe.<br />
In 2009, the program was opened up to the<br />
general public and continues to be a huge success.<br />
While the program focuses on alerting teens to the<br />
potential outcomes of driving while distracted, it is<br />
proving to remind adults of the bad habits they, too,<br />
slip into that can cause accidents, or even death.<br />
Operation NOW is a business devoted to saving<br />
lives. In 2005, there were ten teenage deaths due to<br />
auto accidents in Brevard County. Since the inception<br />
of Operation NOW, there were zero deaths in 2006<br />
and 2007. In 2008, there was one teen casualty.<br />

Boy Scout Troop 309<br />
Troop 309 welcomed eleven new Scouts into the<br />
Troop during the crossover season in March from two<br />
other Cub Scout Packs, and one Scout who is new to<br />
Scouting.<br />
The Troop had a campout at Samsons Island and<br />
another at Scout Island in March. They are also<br />
preparing for two Summer Camps this year, one<br />
locally and one in North Carolina.<br />
The Troop would like to thank their Charter<br />
Organization, <strong>Satellite</strong> <strong>Beach</strong> United Methodist<br />
Church (SBUMC), for helping make their pancake<br />
breakfast a success.<br />
The Troop would like to invite the whole<br />
community to their Annual Garage Sale, Cookout,<br />
and Carnival on <strong>April</strong> 24 in the parking lot of<br />
SBUMC located at 450 Lee Avenue. Come enjoy<br />
hamburgers and hotdogs and play carnival games run<br />
by the Scouts! There will also be a Troop camping<br />
area set up with demonstrations of Scout skills<br />

Sea Park Elementary School celebrated “Read<br />
Across America” with Dr. Brian Binggeli, Brevard<br />
County School Superintendent, Amy Kneessy, School<br />
Board Chairman, and community members by reading<br />
Dr. Seuss stories to the students.<br />
Sea Park’s annual Field Days, one of the highlights of<br />
the year, will be held on <strong>April</strong> 22 and 23. Parents are<br />
encouraged to come and cheer on their student.<br />
Kindergarten Open House for incoming Sea Park<br />
students will be held in the cafeteria on Tuesday, <strong>April</strong> 27.<br />
Mrs. Vicki Thacker, art teacher, and Mrs. Lori<br />
Jackson, fourth grade teacher, have joined the staff.<br />
Ocean Breeze Elementary School fifth and sixth<br />
grade students participated in the District Future Problem<br />
Solving Competition, sponsored by Joy Delmar, gifted<br />
student teacher. Rachel Lewis, Matthew Linguanti,<br />
Emma Kent, and Sarah Shivamber, sixth graders, will<br />
compete in the State Future Problem Solving Competition<br />
at the Radisson Resort, Cape Canaveral.<br />
Registration for children entering Kindergarten at<br />
Ocean Breeze in August 2010 will be held August 12-16.<br />

Up on <strong>April</strong> 22. Volunteer Appreciation is <strong>April</strong> 25-30.<br />
Ocean Breeze has received the Golden School Award<br />
for its dedicated team of volunteers who give over 9,000<br />
hours each year.<br />
DeLaura Middle School participated in a clothing<br />
drive to help with the Haitian relief effort. Michelle<br />
Lugo, school parent, coordinated the emergency project.<br />
In less than three days, caring folks and students gathered<br />
hundreds of bags containing shoes, socks, T-shirts, and<br />
other needed supplies. According to Jeremy Salmon,<br />
Principal, the clothing drive is affiliated with Harvest<br />
Network International.<br />

Surfside Elementary School Future Problem<br />
Solvers Teams competed in Regional Competitions on<br />
February 25 and 26. Team A placed first in Presentation<br />
of Action Plan and Team B placed second in Booklet<br />
Competition. The Future Problem Solving Program is<br />
international, and is oriented to futuristic solutions to<br />
real-life challenges. Both teams pictured will compete in<br />
State Competition at the Radisson Resort in Cape<br />
Canaveral.<br />

annual Tree and Plant Sale on Saturday, May 8, from<br />
9 a.m. - 3 p.m. at the David R. Schechter Community<br />
Center, 1089 South Patrick Drive. Ray Green’s Nursery<br />
and Okie LoPresti will offer a wide variety of plants, from<br />
orchids and flowering shrubs to fruit and palm trees. It’s a<br />
great opportunity to begin landscaping your yard, now that<br />
the warm weather has finally arrived.<br />
Jeanne Roach, <strong>Satellite</strong> <strong>Beach</strong> Woman’s Club<br />
(SBWC) President, witnessed another example of Club<br />
members fulfilling her theme for 2008-2010. “Angels are<br />
those who serve with hope and love.” Members responded<br />
to an appeal for donations of diapers. After the need for<br />
diapers was verified by the Salvation Army and South<br />
Brevard Sharing Center, almost 2,300 diapers were<br />
delivered for distribution to young couples who are struggling<br />
to provide necessities for their children. Donations of<br />
cash or diapers for the Club’s project will be greatly<br />

Ruth and Jim Bentley have earned the Community<br />
Service Award from Rufus Fairbanks Chapter,<br />
Daughters of the American Revolution (DAR).<br />
Betty Green, Chairman, National Society DAR<br />
Community Service Award, announced the honor at a<br />
recent meeting. Ruth and Jim are well known throughout<br />
the Red Cross for their service as dedicated volunteer<br />
leaders. Over the years, they have devoted their time<br />
nationally and, working with the Space Coast, they have<br />
responded to disasters and provided food, shelter, and<br />
comfort to those displaced from their homes.<br />
“Ruth and Jim are highly respected for the length,<br />
breath, and quality of their Red Cross volunteer involvement,<br />
and an excellent candidate for this award,” said<br />
Joseph C. Becker, Senior Vice President, American<br />
Red Cross Disaster Services. Also at the meeting, Susan<br />
Hunt, Regent, announced that Gregory F. Mann,<br />
Brevard Association for the Advancement of the Blind,<br />
located at 674 South Patrick Drive, celebrates 43 years<br />
of incorporation. Marge Pailleron and Ruth Schler were<br />
the organizers. The voluntary, non-profit staff provides all<br />
services free to the blind and visually impaired.<br />

Rufus Fairbanks Chapter, Daughters of the<br />
American Revolution (DAR), held its annual fashion
<strong>April</strong> / May 2010<br />
show to raise money for a scholarship fund for a senior at<br />
<strong>Satellite</strong> High School. Jessica Hudgins was selected and<br />
will be given $1,500 toward entry to the University of<br />
Florida. According to Susan Hunt, DAR Regent, the<br />
award will be presented at the annual awards ceremony on<br />
May 3 at 6 p.m. in the School Theater. Fashions were<br />
donated by Season Ticket Boutique, Cocoa <strong>Beach</strong>.<br />
DAR officers for the 2010-2012 term will be installed<br />
at the May 3 meeting.<br />
<strong>Satellite</strong> <strong>Beach</strong> Woman’s Club returned from the<br />
District 6 Art Festival in DeLand, capturing first place awards.<br />
Winners are Rebecca Castillo, stained glass category, and<br />
Audrey Garnett, for a white lace child’s dress. Ms.<br />
Garnett also won second place for artwork featuring a girl<br />
jumping rope, and honorable mention for a portrait photo.<br />
Their art will be entered in the State Competition.<br />

The <strong><strong>Beach</strong>caster</strong> is mailed every other month.<br />
The June/July edition news deadline is May 10, and it<br />
will be mailed to residents and business owners in the<br />
confines of the City June 15. I want to get the news<br />
published about the “21-Day Salute to the Flag,”<br />
which begins June 14 (Flag Day) and ends July 4<br />
(Independence Day). With this approach, my volunteer<br />
community family will be aware of our patriotic<br />
endeavor. Please call 773-8391 so your names are on<br />
my date book. Fifty-one flags are raised at 7:30 a.m.<br />
and retired at 5:30 p.m. at the Scotty Culp Municipal<br />
Complex (Civic Center), 565 Cassia Boulevard. Don’t<br />
wait for my call!<br />
Look What Others Are Saying ...<br />
Each year, the National Park Service presents an Annual Report to Congress on its Land and Water<br />
Conservation Fund. The City of <strong>Satellite</strong> <strong>Beach</strong> received a $200,000 Land and Water Conservation Grant, which<br />
assisted in the improvement project at Hightower <strong>Beach</strong> Park.<br />
The National Park Service’s Annual Report has been prepared in magazine format, and the cover of the Annual<br />
Report to Congress showcases the new raised nature boardwalk at Hightower <strong>Beach</strong> Park.<br />
The City was able to undertake this project during difficult financial times due to the unique partnerships which<br />
assisted in the funding. In addition to the $200,000 Land and Water Conservation Grant, the City received<br />
$400,000 from the developer of the housing project known as Montecito, across A1A from Hightower <strong>Beach</strong> Park.<br />
Also, the City’s Community Redevelopment Agency provided $200,000 in funding.<br />
The National Park Service highlighted this project in its report to Congress by stating:<br />
With natural areas becoming increasingly rare along Florida’s urbanized Atlantic coast,<br />
Hightower <strong>Beach</strong> Park is a gem. This extraordinary 18-acre park conserves a beautiful halfmile<br />
of ocean beach and ecologically-important dune system, features a nature trail, boardwalk,<br />
pergolas and a picnic pavilion. The park also provides a good place for whale watching and<br />
preserves an undisturbed stretch of beach habitat needed for nesting green and loggerhead<br />
turtles; both federally-listed endangered species.<br />

Samsons Island Adopt-A-Park<br />
Program – Samsons Island Nature<br />
Park is a 52-acre island located in the<br />
Indian River Lagoon. Since 1991, City<br />
volunteers and staff have worked<br />
diligently to re-vegetate this spoil<br />
island. The City’s Adopt-A-Park<br />
program recruits individuals, families<br />
and local organizations to lend a hand<br />
with park duties that suit their ability<br />
level. Individuals and families can<br />
volunteer on a schedule that suits<br />
them, while organizations are asked to<br />
commit to work parties at least twice a<br />
year. Those interested in volunteering<br />
on Samsons Island can contact Kerry<br />

Reduce, Reuse, Recycle<br />
The Recreation<br />
Department is taking the<br />
lead in a city-wide effort<br />
to promote the Three R’s,<br />
Reduce, Reuse & Recycle. In<br />
addition to educating folks on the<br />
benefits of recycling, we will be<br />
providing and coordinating expanded<br />
recycling opportunities. The DRS<br />
Community Center, 1089 South Patrick<br />
Drive, will serve as a stage for<br />
community recycling efforts. The<br />
<strong><strong>Beach</strong>caster</strong>, Recreation Activity<br />
Brochures, and the City’s website<br />
will provide listings of recycling<br />
opportunities in and about our<br />
<strong>Beach</strong>side Communities.<br />
How can you help the Recycle<br />
effort? As a citizen, support the<br />
Three R’s effort and educate others<br />
about the opportunities. As a business,<br />
let us know how you are already<br />
recycling, and we will include this in<br />

Many residents have come to<br />
depend on Neighbor Helping<br />
Neighbor (NHN) for nonprofessional<br />
assistance with daily<br />
activities they can no longer<br />
manage by themselves. NHN<br />
volunteers provide transportation<br />
to doctor appointments or<br />
shopping, temporary light<br />
housekeeping, occasional yard<br />
work, and small handyman jobs.<br />
In many cases, those that<br />
volunteered when they were<br />
younger are now being assisted.<br />
We need additional<br />
volunteers to help dispatch. To<br />
join our pool of volunteers or<br />

The Friends of the <strong>Satellite</strong> <strong>Beach</strong> Library raised<br />
$6,727.25 at the 2010 Annual Book Sale and $250.00 from<br />
the Rag Quilt Raffle. Jan Teal, a former volunteer at the<br />
Library, won the rag quilt. Teen volunteers and members of<br />
the Teen Advisory Council were a great help before, during<br />
and after the sale! A big THANK YOU to all the Friends<br />
and volunteers who helped with the book sale.<br />

Library is still in need of volunteers. Help is needed in each<br />
