Your Official City Newsletter
April/
l/May 2010
From the Council Desk
by Vice-Mayor Jeff Fleis
It has been an unusually cold winter, and I am anxious
for summer to arrive. The good news is we will have the
protection of lifeguards again this year at Pelican Beach
Park. The schedule for 2010 is:
• Weekends Only: Through May 23
• Full-Time: May 24-August 6
• Weekends Only: August 7-October 31.
As they were due by April 1 (no fooling), by the time
this article arrives everyone should have completed and
returned their census. It is extremely important to our state
and our congressional district that everyone is counted –
keep in mind the census is used to determine funding and
congressional seats for the next ten years. If you hear
someone admit they didn’t fill theirs out – please
encourage them to do so.
I wanted to go over a recent development in the City’s
efforts toward the undergrounding of power lines along
A1A. With revenues at such low levels and the economy
not yet looking to be gaining strength, the City Council
decided this was not the appropriate time to proceed with
this project. What has been accomplished to date toward
the undergrounding is valuable design and cost information.
This information will allow us to revisit this project when
the economy improves. In the meantime, we will turn our
focus toward other design criteria to keep the overall
process moving with a reduced amount of investment.
One of the items we will study is how our beach
accesses connect to the west side of A1A and our
neighborhoods. Another key item we will look at is what
can be done to make our commercial properties more
attractive for redevelopment.
Our City’s roads were originally laid out without a
central downtown. Our street grid was pretty simple: run
the streets west from A1A. The distance between the
streets connecting to A1A was established as the
combined depth of two back-to-back residential properties.
This resulted in the undersized, shallow commercial lots
we have along A1A, which are not well-suited for
commercial development. Over time, rules for the
development of commercial property increased the amount
of area required for landscape
buffers, on-site storm
drainage retention, the
quantity of parking spaces,
and setback distances for
buildings and signage from
property lines. What area
was left over for the
buildings was not
economically feasible. This
is why we have so many
lots that are underutilized and, Vice-Mayor Jeff Fleis
therefore, we are not maximizing our commercial potential
and property tax revenue. As they exist, they are too small
to be considered profitable for redevelopment. The
success of future improvements to our commercial district
will be dependent upon how we, as a community, address
this issue.
We can all be proud of the City’s continued efforts to
purchase and preserve our oceanfront property. We
continue to see progress along A1A with Pelican Beach
and Hightower Park improvements, the beach access
improvements at Grant and DeSoto, and the ongoing
monument sign replacement effort. Also, if you haven’t
driven through the former PAFB South Housing area
lately, take a moment to see the nice open spaces.
I also wanted to provide an update on my efforts to buy
from local merchants. I now purchase most of my gasoline
and groceries here, and have changed my dentist to Dr.
Jess Yates, a longtime local business owner. I have
changed my personal physician, as well, to Dr. Caroliese
Schmidt, a Satellite Beach resident. Dr. Schmidt, who
specializes in Family Medicine, recently relocated her
business to the City. A comment I receive frequently from
residents is the need for additional banks in our City. In the
not too distant past, there were seven (7) banks in Satellite
Beach. Now we have one bank. With so many banks
leaving the City, many of our residents must now do their
banking out of the City, which naturally results in
combining errands and purchases made outside the City.
This not the best scenario for our business community.
Congratulations to our City Manager Michael Crotty
for receiving the Credentialed Manager designation from
the International City/County Management Association
UNITED STATES CENSUS 2010
Warning About Fake Census Workers – Emails are circulating about the possibility of con artists
impersonating Census Bureau workers for the purpose of fraud or identity theft. If a U.S. Census worker
knocks on your door, he/she will have a badge, a Census Bureau canvas bag, and a confidentiality notice.
The Census Bureau does not contact you by email or the Internet. It will never ask for your social
security number, ask for money or a donation, send a request on behalf of a political party, or request PIN
codes, passwords, or similar access information for credit cards, banks or other financial accounts.
The best way to ensure that your information is being gathered by the Census Bureau is to fill out the
census form when it is mailed to you. If you complete the form and mail it back, there is no need for
anyone to come to your house and, therefore, little chance of being scammed.
Seasonal Visitors – Some people live in one state, but spend the winter months in another state.
The Census Bureau considers them to be on a yearly cycle of travel between the two residences. Your
usual residence is not determined by where you pay taxes or where you have your driver’s license, it is
based on how much time you live in each location. For example:
➢ If you spend four months of the year in Florida and eight months in Maine, then your usual
residence is Maine. You should be counted in Maine.
➢ If you spend equal parts of the year in Florida and in New York, you have no usual residence. If
you happen to be living in Florida on April 1, 2010, then you should be counted in Florida.
My Census Questionnaire Was Addressed to “Melbourne” – This is a result of a cost-saving
measure that streamlines how the forms are sorted and delivered. However, this will not affect how your
responses are assigned, i.e., if you live in Satellite Beach, you will be counted in Satellite Beach. The
bar codes on your form direct the information to the correct geographic location on Census Track Maps.
City staff reviews the Track Maps annually, and Census workers physically confirmed the geographic
information in 2008-2009.
It Is Not Too Late – April 1 was the publicized date for returning your Census 2010 Questionnaire,
but it is not too late to reply by mail. If you have not done so, fill in your questionnaire today and get it in the
mail to ensure that Satellite Beach, Brevard County, and the State of Florida get their fair share of the Four
Billion Dollars of Federal funds to be distributed based on Census numbers. The count for the State of
Florida also determines the number of Representatives Florida has in the U.S. House of Representatives.
BE COUNTED: It’s a matter of dollars and sense - It just makes sense to capture every dollar.
Cassia Drainage Improvements Begin
Construction will soon begin on Phases I and II of
the Cassia Stormwater Improvements.
The contractor has been issued a notice to proceed.
The work will begin with Phase I, which encompasses
portions of Temple Street, Ocean Spray Avenue, and
Greenway Avenue. The scope of work will include
drainage improvements, installation of two nutrient
separating baffle boxes, and road resurfacing.
The second phase of the project will include
improvements to Thyme Street, Kale Street, and Temple
Street, north of Cassia Boulevard to the intersection of
Norwood Avenue. Phase II also includes improvements
to the City Hall pond that will enable the2 removal of
sediment and nutrients collected from the 156-acre
Cassia watershed basin.
Partial funding for these projects has been made
possible through a Section 319h Stormwater Grant
obtained from the Federal EPA and the FDEP. The bid
was awarded to H&D Construction Company of Fort
Pierce on January 27 in the amount of $913,760.50.
Homeowners in the affected areas will be notified
well in advance of commencement of construction
operations. The Public Works Department will have a
representative on site at all times during construction to
answer any questions or concerns. The project is
expected to be completed within 180 days.
If you have any questions regarding this or any
other Public Works project, please contact them at
777-2309 (7:00 a.m. to 3:30 p.m.) or via email at
Community Redevelopment News
Additional Assistance Available to Businesses
To Replace Non-Conforming Signs
Community input and concerns received over many years regarding freestanding pole signs resulted in the City’s
sign code being changed to require all newly erected signs to be monument signs. The code also required the
removal of all non-conforming signs by December 2009. In 2008, the City Council extended the deadline for an
additional year to December 31, 2010, due to additional sign code review in 2009 that reaffirmed the requirement of
monument signs and provided for increased sign area.
Since 2005, the Community Redevelopment Agency (CRA) has offered matching grant funding up to $15,000 to
assist property owners with the replacement of non-conforming signs. The matching grants include the removal,
replacement or retrofitting of existing non-conforming freestanding signs. The grants are available through the
remainder of this year. The source of the funds for the Façade Grant Program is from the Tax-Increment Trust
Fund of the Redevelopment District. These funds can only be spent on redevelopment activities within the
Redevelopment District.
Since inception of the new regulations, the City has worked with the business community, resulting in 25 signs
coming into compliance. The Façade Grant Program has assisted 17 owners with the replacement of non-conforming
freestanding signs.
In March, property and business owners were sent reminders that the deadline is approaching. City staff is visiting
property and business owners to discuss the CR A’s Façade Grant Program that may assist, in some cases, with up to
100% of the replacement costs.
The program offers the following three options to owners:
1. Approved Monument Sign – Reimbursement for replacement of a non-conforming freestanding sign with
a new approved monument sign shall be paid at 50% of the total project cost, not to exceed $15,000.
2. Approved Wall Signage – Reimbursement for replacement of a non-conforming freestanding sign with
wall signage shall be paid at 100% of the wall sign cost, up to $5,000. The applicant shall choose a design of the
envelope of the wall sign(s) from a selection of eligible designs chosen by the Façade Grant Committee. The
recipient of a grant for wall signage shall be excluded from receiving additional façade funds for a monument sign.
3. Approved Existing Freestanding Sign Retrofit – Reimbursement for retrofitting an existing nonconforming
freestanding sign shall be paid at 100% of the total project cost, up to $5,000. Any costs above $5,000
shall be paid by the owner.
Options 2 and 3 above were recently established by the City Council to further assist the business community in
meeting the requirements and time frame of the ordinance.
City staff will continue to meet with property and business owners throughout the year to address specific sign
issues that may be unique to their location and discuss opportunities available through the Façade Grant Program.
Town Hall Meeting
Thursday, May 20
Plan to attend the second Town Hall Meeting of
2010, which will be hosted by Vice-Mayor Jeff Fleis.
Date: Thursday, May 20
Time: 6:30 p.m. – 7:30 p.m.
Place: Pelican Beach Clubhouse
1495 Highway A1A
Vice-Mayor Fleis will discuss the City’s
redevelopment program and issues impacting
our commercial corridors. This will be a good
opportunity for citizens to share their ideas
and thoughts on these topics.
Q
Glad You Asked!
A number of residents have inquired
regarding the future of the Satellite Beach
Library. Specifically, individuals asked what they
could do to ensure that their voice is heard regarding
the funding of Library services.
Some of the residents were surprised to learn that
A the County, rather than the City, operates the
Satellite Beach Library. Our Library is part of the
countywide system.
From a historical standpoint, the City of Satellite
Beach actually started the Library in the mid-1960s. In
the mid-1970s, the Satellite Beach Library was merged
with the Brevard County system and became a County
run Library.
Recent public discussion has centered on the financial
challenges confronting local government. Brevard
County is beginning to look at its County budget
projections for the upcoming fiscal year. Brevard
County Commissioner Mary Bolin reports that the
County is being confronted with predicted revenue
declines of approximately $37.5 million for the upcoming
year. In order to inform and educate the public and
obtain feedback, the County will sponsor three
community meetings, which will be held in the north,
central and southern areas of Brevard County. Also,
citizens will be able to participate in an online “Town
Hall.” Dates for these meetings have not yet been set.
Watch local media for the announcement.
Commissioner Bolin’s office is receptive to citizens’
Q
City Council Meetings
City Council meetings are regularly held the
first and third Wednesday of each month at 7:00
p.m. in the Council Chambers, 565 Cassia
Boulevard. The agenda for each Council meeting
is posted at City Hall and is available on the
City Hotline (779-8924) and the City Website
(www.satellitebeach.org).
The complete agenda package for each
regular meeting is available in the Reference
Section of the Satellite Beach Library beginning
the Saturday prior to each regular meeting, at
Satellite Beach City Hall during normal business
hours (Monday - Friday, 8:00 a.m. - 4:30 p.m.),
and on the City Website.
ideas and input regarding the Library or other County
services. She encourages you to call her office
(633-2044) or email Mary.Bolin@BrevardCounty.us
with your suggestions.
Now that the construction has been
completed on the South Patrick Drive construction
project, will there be landscaping enhancements
and replacement of landscaping removed
during the construction?
The City of Satellite Beach and FDOT have
A entered into a Joint Participation Agreement to
fund landscaping along the South Patrick Drive corridor
in Satellite Beach. Under the terms of the agreement,
FDOT will reimburse the City $179,500 for landscaping
improvements. Staff is preparing bid documents for the
project. It is anticipated that the landscaping improvements
will begin in August and be completed in late fall.
There was much public discussion at the beginning
of the project regarding the removal of landscaping
along South Patrick Drive north of the City in the
unincorporated area. Brevard County has a similar
agreement with FDOT to replace the landscaping.
Based on information provided by Commissioner
Bolin’s office, Brevard County staff is preparing bid
documents and the County anticipates a contract award
in mid to late August. The project in the unincorporated
area should be completed within 90 to 120 days of
contract award.

Stop By & Say Hi Program
The Satellite Beach Police Department
Volunteer Program has an innovative program
called “Stop By & Say Hi.” The heart of this
program offers friendship and support to a loved
one, friend, family member, or neighbor of any age
who reside in the City of Satellite Beach. These
residents may be lonely, may have lost a loved one,
may be a shut-in, or be a caregiver who would
appreciate a social visit. Volunteers also visit
residents going through chemotherapy and/or
radiation by themselves.
Recommendations are made by caring
individuals who go the extra mile to show someone
they care. Volunteers provide a package of
community resources that are useful to our
residents. By your participation in completing a
Referral Form, you can be a part of this very rewarding
program. Forms are available at City Hall,
Commander Don Hughes Sworn In As Fire Chief
Commander Donald H. Hughes, Jr., was sworn in as the
new Satellite Beach Fire Chief by Mayor Joe Ferrante.
Donald H. Hughes, Jr., was sworn in as the new
Satellite Beach Fire Chief on Wednesday, January 6,
2010, at 7:00 p.m. Mayor Joe Ferrante delivered the
oath of office to Chief Hughes in the Council Chambers.
Fire Chief Hughes replaced retiring Fire Chief
Daniel H. Rocque on January 1, 2010. Hughes started
his career in fire service in 1984 as a Firefighter/EMT
for Brevard County Fire Rescue. This was followed by
a job at Saint Cloud, Florida, as a firefighter and
paramedic. From 1989 to 1993, he was the Lieutenant
Paramedic at the Osceola County Fire Department.
Satellite Beach PAL is proud to be hosting
Operation NOW in the parking lot of the David R.
Schechter Center on April 24 from 10:00 a.m. -
1:00 p.m.
Operation NOW is the idea of Rene Rubiella,
who tragically saw his daughter Allie become one
more statistic on the State of Florida’s traffic death
website. Proving that one person can make a difference,
he turned his grief into something positive and
began a campaign to eliminate the needless teenage
deaths which steal our most promising national
resource each year, our children.
The mission of Operation NOW is to demonstrate
to teenagers, who are either driving or soon
to be driving, the inherent dangers of driving while
distracted. Reaching them at this initial stage of
their driving lifetime allows good habits to be set
as the foundation, rather than attempting to change
bad habits later. In this way, Operation NOW is
striving to create future generations of drivers that
appreciate the awesome power and responsibility
that goes with operating a motor vehicle and, at
the same time, teaches them that the experience
can be fun, as well as safe.
In 2009, the program was opened up to the
general public and continues to be a huge success.
While the program focuses on alerting teens to the
potential outcomes of driving while distracted, it is
proving to remind adults of the bad habits they, too,
slip into that can cause accidents, or even death.
Operation NOW is a business devoted to saving
lives. In 2005, there were ten teenage deaths due to
auto accidents in Brevard County. Since the inception
of Operation NOW, there were zero deaths in 2006
and 2007. In 2008, there was one teen casualty.
Look What Others Are Saying ...
Each year, the National Park Service presents an Annual Report to Congress on its Land and Water
Conservation Fund. The City of Satellite Beach received a $200,000 Land and Water Conservation Grant, which
assisted in the improvement project at Hightower Beach Park.
The National Park Service’s Annual Report has been prepared in magazine format, and the cover of the Annual
Report to Congress showcases the new raised nature boardwalk at Hightower Beach Park.
The City was able to undertake this project during difficult financial times due to the unique partnerships which
assisted in the funding. In addition to the $200,000 Land and Water Conservation Grant, the City received
$400,000 from the developer of the housing project known as Montecito, across A1A from Hightower Beach Park.
Also, the City’s Community Redevelopment Agency provided $200,000 in funding.
The National Park Service highlighted this project in its report to Congress by stating:
With natural areas becoming increasingly rare along Florida’s urbanized Atlantic coast,
Hightower Beach Park is a gem. This extraordinary 18-acre park conserves a beautiful halfmile
of ocean beach and ecologically-important dune system, features a nature trail, boardwalk,
pergolas and a picnic pavilion. The park also provides a good place for whale watching and
preserves an undisturbed stretch of beach habitat needed for nesting green and loggerhead
turtles; both federally-listed endangered species.
COMMUNITY UPDATES
Samsons Island Adopt-A-Park
Program – Samsons Island Nature
Park is a 52-acre island located in the
Indian River Lagoon. Since 1991, City
volunteers and staff have worked
diligently to re-vegetate this spoil
island. The City’s Adopt-A-Park
program recruits individuals, families
and local organizations to lend a hand
with park duties that suit their ability
level. Individuals and families can
volunteer on a schedule that suits
them, while organizations are asked to
commit to work parties at least twice a
year. Those interested in volunteering
on Samsons Island can contact Kerry
Stoms, at 773-6458 or
kstoms@satellitebeach.org.
Reduce, Reuse, Recycle
The Recreation
Department is taking the
lead in a city-wide effort
to promote the Three R’s,
Reduce, Reuse & Recycle. In
addition to educating folks on the
benefits of recycling, we will be
providing and coordinating expanded
recycling opportunities. The DRS
Community Center, 1089 South Patrick
Drive, will serve as a stage for
community recycling efforts. The
Beachcaster, Recreation Activity
Brochures, and the City’s website
will provide listings of recycling
opportunities in and about our
Beachside Communities.
How can you help the Recycle
effort? As a citizen, support the
Three R’s effort and educate others
about the opportunities. As a business,
let us know how you are already
recycling, and we will include this in
our business listing.
Neighbor Helping
Neighbor Program
Many residents have come to
depend on Neighbor Helping
Neighbor (NHN) for nonprofessional
assistance with daily
activities they can no longer
manage by themselves. NHN
volunteers provide transportation
to doctor appointments or
shopping, temporary light
housekeeping, occasional yard
work, and small handyman jobs.
In many cases, those that
volunteered when they were
younger are now being assisted.
We need additional
volunteers to help dispatch. To
join our pool of volunteers or
seek assistance, please call the
Recreation Department at
773-6458 and leave a message.
Thank you to current and
future volunteers willing to lend a
helping hand for neighbors in
need.
