<strong>2008</strong> <strong>SDMS</strong> <strong>Election</strong> <strong>Results</strong><br />

The results <strong>of</strong> the <strong>2008</strong> elections have been certified and reported to the <strong>SDMS</strong> headquarters by the<br />

accounting firm <strong>of</strong> Sanford, Baumeister, and Frazier. <strong>Election</strong>s were held for the following positions:<br />

At Large Director (3), At Large Director-International (1), Finance Committee (1), and the Nominating<br />

Committee (2). The new board and committee members will start their terms following the <strong>SDMS</strong><br />

Annual Conference in Connecticut this October (Foxwoods Resort Casino).<br />

Letter From the President<br />

<strong>SDMS</strong> Members Speak, We Listen…<br />

<strong>SDMS</strong> News Wave July <strong>2008</strong> 2<br />

Earlier this year, in preparation for the <strong>SDMS</strong> Strategic Plan revision, the <strong>Society</strong><br />

conducted a ‘Needs & Interest Survey’ <strong>of</strong> its membership. The information<br />

generated from this survey, along with data from several other sources, served as<br />

the basis upon which the new Strategic Plan for the Association was developed<br />

(http://www.sdms.org/members/plan.asp). Perhaps the most important<br />

question in the survey was the identification <strong>of</strong> factors that led members to make<br />

their decision to join the <strong>SDMS</strong>. The top three factors identified in rank order <strong>of</strong> importance by current <strong>SDMS</strong><br />

members were:<br />

1. Free CME – it was evaluated as a ‘critically important’ factor by over 50% <strong>of</strong> the member respondents<br />

2. Staying informed – remaining current with sonography related research, practice and pr<strong>of</strong>essional issues<br />

3. Subscription to the Journal <strong>of</strong> <strong>Diagnostic</strong> <strong>Medical</strong> Sonography (JDMS)<br />

Another key issue cited by the membership is the need to have sonography-related information from a reliable<br />

source and is best described by the following statement; “<strong>SDMS</strong> is the true ‘home base’ for our pr<strong>of</strong>ession.”<br />

There were any number <strong>of</strong> other related comments; “<strong>SDMS</strong> is a very established organization, with a good<br />

reputation, good information and good meetings”, “It’s important for my career to be a part <strong>of</strong> the <strong>SDMS</strong>”.<br />

Additional important points noted by the members in regard to CME were the “quality <strong>of</strong> CME activities” as well<br />

as the “quantity <strong>of</strong> CME activities”. Members spoke and we listened. The number <strong>of</strong> FREE CME’s available to<br />

the membership has been expanded to over 80; representing educational content for all sonography specialty<br />

areas. This pipeline <strong>of</strong> Free CME is being continually refreshed. The CME benefits that are available exclusively<br />

to <strong>SDMS</strong> members don’t stop with Free CME; they also include participation in the <strong>SDMS</strong> CME Tracker program<br />

where not only are your CME credits, required to maintain your pr<strong>of</strong>essional credential in good standing,<br />

provided to you at no charge, but they are tracked automatically (all <strong>SDMS</strong> CME), and then reported directly to<br />

the ARDMS. The best description <strong>of</strong> this <strong>SDMS</strong> member benefit is best summed-up as ‘one-stop’ CME shopping;<br />

we provide all you need (overwhelmingly FREE), we track it for you, and then we report it for you.<br />

<strong>SDMS</strong> CME activities will be expanded even further in the near future when <strong>SDMS</strong> launches its memberrestricted<br />

<strong>SDMS</strong> Webinar series. More information on this new benefit will be provided in the near future. Again,<br />

as this program was being developed we listened to our members…<strong>SDMS</strong> Webinars will be available FREE to<br />

<strong>SDMS</strong> members.<br />

We also listened to the member message on the desire to “stay informed”. <strong>SDMS</strong> News Wave is going from<br />

a bi-monthly newsletter to a monthly publication. Additionally, educators will enjoy the new quarterly <strong>SDMS</strong><br />

newsletter, <strong>SDMS</strong> Sonography Mentor. If you are interested in keeping abreast <strong>of</strong> practice, pr<strong>of</strong>essional and/or<br />

clinical issues within the sonography pr<strong>of</strong>ession, <strong>SDMS</strong> is the answer.<br />

As for maintaining our position as your “pr<strong>of</strong>essional home base”, we have every intention <strong>of</strong> continuing to serve<br />

CARE Bill Update<br />

Earlier this year, the U.S. Senate Health Education<br />

Labor and Pensions (HELP) Committee unanimously<br />

approved S. 1042, the “Consistency, Accuracy,<br />

Responsibility, and Excellence in <strong>Medical</strong> Imaging and<br />

Radiation Therapy Act <strong>of</strong> 2007,” the CARE bill. This bill<br />

directs the Secretary <strong>of</strong> Health and Human Services to<br />

establish standards for personnel performing medical<br />

imaging and radiation therapy services, including<br />

diagnostic medical sonographers. The language<br />

reflected in the CARE bill that was passed by the<br />

Senate HELP committee would require certification<br />

and education standards be established.<br />

<strong>SDMS</strong> supported the CARE bill as part <strong>of</strong> a 24<br />

member “Alliance” <strong>of</strong> allied health organizations.<br />

However, the CARE bill stalled in Congress. The<br />

stall was due, in part, to a separate bill pending in<br />

Congress, which dealt with Medicare issues and<br />

included ‘medical imaging’ standards provisions.<br />

The Medicare bill included a section establishing<br />

standards for personnel who perform “advanced<br />

diagnostic imaging services.” As defined in the<br />

Medicare bill, these ‘advanced imaging’services:<br />

• Included Computed Tomography (CT) scans,<br />

Magnetic Resonance Imaging (MRIs), Nuclear<br />

Medicine and Positron Emission Tomography (PET);<br />

and<br />

• Excluded X-ray, Fluoroscopy, and Ultrasound<br />

(Sonography) from the standard setting<br />

requirement.<br />

The <strong>SDMS</strong> had concerns with the Medicare bill<br />

establishing an arbitrarily defined two-tier system for<br />

imaging services; ‘advanced’ vs non-advanced, and<br />

objected to the exclusion <strong>of</strong> ultrasound services from<br />

the bill. This two-tier approach also appears to reflect<br />

a national trend by third-party private payers, such<br />

as Blue Cross/Blue Shield <strong>of</strong> Tennessee and United<br />

<strong>SDMS</strong> News Wave July <strong>2008</strong> 3<br />

Healthcare, to differentiate between higher and lower<br />

cost diagnostic imaging services.<br />

Further, the quality control standard required within<br />

the Medicare bill for the ‘advanced imaging’ services<br />

was accreditation. Lab, or facility, accreditation<br />

as a quality control standard for sonography is<br />

problematic because the two largest accrediting<br />

bodies for sonography, the Intersocietal Commission<br />

for Accreditation <strong>of</strong> Vascular Laboratories (ICAVL)<br />

and the Intersocietal Commission for Accreditation <strong>of</strong><br />

Echocardiography Laboratories (ICAEL), do not require<br />

the person performing the sonography exam to be<br />

certified (only the lab’s technical director must be<br />

certified - but are not required to be physically present<br />

in the facility during the examination). The lack <strong>of</strong><br />

sonographer certification requirements in the ICAVL<br />

and ICAEL accreditation processes is a significant<br />

‘Achilles Heel’ for using accreditation as the quality<br />

standard within the sonography community. Despite<br />

repeated requests from <strong>SDMS</strong> and others, both ICAEL<br />

and ICAVL have declined to require sonographer<br />

certification for all those performing sonograms as<br />

part <strong>of</strong> their accreditation program criteria.<br />

In July, Congress passed the Medicare bill (H.R. 6331)<br />

and regrettably excluded sonography from the quality<br />

standard requirements.<br />

The <strong>SDMS</strong> will continue to work with members <strong>of</strong><br />

Congress to support passage <strong>of</strong> the CARE bill to<br />

ensure that national certification and education<br />

standards for sonography are ultimately enacted. The<br />

<strong>SDMS</strong> believes that good public policy demands that<br />

all patients are provided with quality imaging services<br />

which include mandatory certification <strong>of</strong> the individual<br />

who holds the transducer. Good public policy also<br />

dictates that patients receive quality services<br />

regardless <strong>of</strong> the imaging modality being provided.


<strong>SDMS</strong> & ASRT<br />

Executive Staff<br />

Meet<br />

In June, the executive staff <strong>of</strong> the <strong>SDMS</strong><br />

traveled to Albuquerque, New Mexico to meet<br />

with the Senior Staff <strong>of</strong> the American <strong>Society</strong> <strong>of</strong><br />

Radiologic Technologists (ASRT) at their national<br />

headquarters. Discussions over the two-day<br />

visit included governance, membership services,<br />

association technology trends, continuing and<br />

pr<strong>of</strong>essional education, web site management,<br />

educator & student needs, foundation activities,<br />

events and meeting management, legislative &<br />

regulatory initiatives, and future collaboration.<br />

Passage <strong>of</strong> the CARE bill, acquisition <strong>of</strong> practice<br />

and expense data, and the direction <strong>of</strong> state-based<br />

imaging licensure efforts were all on the ‘short list’<br />

<strong>of</strong> future-oriented cooperative efforts.<br />

Denise Lewis, Receptionist<br />

Denise previously worked for 12 years at Cingular Wireless as a Regional<br />

Safety Manager. Denise will be working with the <strong>SDMS</strong> to provide great<br />

customer service to its members, vendors and customers.<br />

working with the <strong>SDMS</strong> IT Department providing desktop support, computer<br />

<strong>SDMS</strong> Helps<br />

Rwanda Initiative<br />

The <strong>Society</strong> <strong>of</strong> <strong>Diagnostic</strong> <strong>Medical</strong> Sonography strives<br />

to be the preeminent source <strong>of</strong> sonography information<br />

for the public and medical community. The <strong>SDMS</strong><br />

Strategic Plan further develops this goal as follows.<br />

<strong>SDMS</strong> Strategic Plan<br />

B. Awareness<br />

<strong>SDMS</strong> will be the recognized source for information to<br />

the general public and medical community regarding<br />

the sonography pr<strong>of</strong>ession.<br />

1. Expand members’ knowledge <strong>of</strong> issues relating to<br />

sonography<br />

2. Ensure awareness among prospective students <strong>of</strong><br />

the value <strong>of</strong> accredited sonography educational<br />

programs<br />

3. Increase public awareness <strong>of</strong> diagnostic medical<br />

sonography services<br />

4. Increase the medical community’s understanding<br />

<strong>of</strong> the diagnostic medical sonography pr<strong>of</strong>ession<br />

From time to time <strong>SDMS</strong> receives requests from its<br />

members, institutions, start-up programs and other organizations<br />

for support <strong>of</strong> a specific initiative. <strong>SDMS</strong> is delighted<br />

with the opportunity to promote the sonography<br />

pr<strong>of</strong>ession and has <strong>of</strong>ten responded to these requests<br />

by providing donations such as educational and<br />

sonography pride products and/or monetary donations.<br />

In April <strong>SDMS</strong> member, Leif Penrose, BA, RT(R)(CT),<br />

RDMS, RDCS, RVT posted a request on the <strong>SDMS</strong><br />

Discussion Forum asking for donations to support the<br />

Kigali Health Institute in Kigali, Rwanda. He explained<br />

that the Kigali Health Institute is planning on starting<br />

a sonography school within the next couple <strong>of</strong> years. In<br />

March he received an invitation from Terry Konn, PhD,<br />

RT(R), Senior Fulbright Scholar, and the Kigali Health<br />

Institute asking for his help in teaching radiographers<br />

how to perform ultrasounds.<br />

Radiologists and obstetricians are currently the only<br />

ones scanning in the two main hospitals with ultrasound<br />

units. Penrose began his stay by cross training some<br />

<strong>of</strong> the radiographers in other specialty areas. Most <strong>of</strong><br />

the 26 district hospitals have ultrasound units that are<br />

being operated by general practitioners with minimal<br />

training and experience in sonography. He gave a<br />

seminar to those physicians in ultrasound physics and<br />

instrumentation as well as obstetrical and gynecological<br />

<strong>SDMS</strong> News Wave July <strong>2008</strong> 7<br />

sonography. He also traveled to other district hospitals to<br />

give in-services on operating their specific ultrasound units.<br />

Penrose requested a variety <strong>of</strong> items from equipment to<br />

educational PowerPoints, books, DVDs, VHSs, any type <strong>of</strong><br />

resource that would be helpful to the Institute. He would<br />

use these items to teach the radiographers in the area and<br />

then the items would be placed in their resource library<br />

for reference and future use. <strong>SDMS</strong> donated a set <strong>of</strong> our<br />

National Certification Examination Review books and the<br />

full set <strong>of</strong> our DVD and VHS collections, along with three<br />

textbooks and several pregnancy calculation wheels.<br />

Many other individuals and organizations donated items<br />

as well, including Terry & Ann Needham, <strong>Society</strong> for<br />

Vascular Ultrasound (SVU), Sound Ergonomics, Pegasus<br />

Lectures, Gulf Coast Ultrasound, and American Institute<br />

<strong>of</strong> Ultrasound Medicine (AIUM). Coosa Valley Technical<br />

College in Rome, GA, where Penrose is faculty, was kind<br />

enough to cover the shipping cost incurred from shipping<br />

all <strong>of</strong> the donated items to the Kigali Health Institute in<br />

Rwanda.<br />

It recaps the trip from start to finish detailing everything<br />

from the first 24 hours, to the hospital and living<br />

conditions. You can also view a complete list <strong>of</strong> donors and<br />

supporters.<br />

<strong>SDMS</strong> looks forward to being able to help other members<br />

and start-up programs in the future. It is our hope that<br />

this donation, in conjunction with other organizations’<br />

donations provide the start-up support required to ensure<br />

the program’s future viability.<br />

the American Institute <strong>of</strong> Ultrasound in Medicine (AIUM),<br />

American Registry for <strong>Diagnostic</strong> <strong>Medical</strong> Sonography<br />

(ARDMS), American <strong>Society</strong> <strong>of</strong> Echocardiography (ASE),<br />

Cardiovascular Credentialing International (CCI), <strong>Society</strong> <strong>of</strong><br />

<strong>Diagnostic</strong> <strong>Medical</strong> Sonography (<strong>SDMS</strong>), and <strong>Society</strong> for<br />

Vascular Ultrasound (SVU).


Is it a Match?<br />

With the expansion <strong>of</strong> the <strong>SDMS</strong> CME Tracker system<br />

and the resumption <strong>of</strong> CME credit reporting to the<br />

ARDMS (for <strong>SDMS</strong> members only), it is even more<br />

critical that <strong>SDMS</strong> members have accurate and<br />

identical information on record with both <strong>SDMS</strong> and<br />

ARDMS.<br />

<strong>SDMS</strong> uses three pieces <strong>of</strong> information to ensure a<br />

record match with ARDMS:<br />

1. Last Name<br />

2. Date <strong>of</strong> Birth<br />

3. ARDMS number<br />

The most common problem with reporting <strong>SDMS</strong> CME<br />

credits to the ARDMS is caused by a difference in<br />

the last name in the <strong>SDMS</strong> and ARDMS databases.<br />

Many sonographers simply fail to update their <strong>SDMS</strong><br />

membership record or ARDMS record when their last<br />

name changes (due to marriage, divorce, etc.) or their<br />

last name is different in each database (Jones-Garcia<br />

vs Garcia). These differences could result in your<br />

<strong>SDMS</strong> CME credits being rejected by ARDMS!<br />

Please make sure both your <strong>SDMS</strong> and<br />

ARDMS records have the most current<br />

(and matching) information.<br />

Call for JDMS Section Editors<br />

<strong>SDMS</strong> News Wave July <strong>2008</strong> 10<br />

The Journal <strong>of</strong> <strong>Diagnostic</strong> <strong>Medical</strong> Sonography<br />

(JDMS) will go through an editorial restructuring<br />

process during the last quarter <strong>of</strong> <strong>2008</strong>. This<br />

restructuring process will result in the appointment <strong>of</strong><br />

four Section Editors, rather than one Associate Editor.<br />

Section Editors will be named for:<br />

• Abdomen<br />

• Cardiac<br />

• Ob/Gyn<br />

• Vascular<br />

Beginning in January 2009, the Section Editors will<br />

primarily be responsible for managing sonography<br />

specialty section manuscripts through the peer review<br />

and publication process in the JDMS. They will also<br />

be responsible for personally publishing at least one<br />

article per year in the JDMS. Section Editors will<br />

serve in a support capacity and report to the JDMS<br />

Editor-in-Chief, Michelle Bierig.<br />

If you are interested in being considered for one <strong>of</strong><br />

the Section Editor positions, letters <strong>of</strong> interest and the<br />

submission <strong>of</strong> pr<strong>of</strong>essional CVs are currently being<br />

New Member<br />

SCAN<br />

<strong>SDMS</strong> has changed its bi-monthly newsletter, News<br />

Wave, to an electronic format thereby creating the<br />

opportunity to provide information to members more<br />

frequently; monthly starting with the July <strong>2008</strong> issue.<br />

One thing won’t change though; recognition <strong>of</strong> those<br />

sonographers who have recently joined the <strong>SDMS</strong><br />

membership ‘family’. Publication <strong>of</strong> the names <strong>of</strong> your<br />

colleagues who had joined the <strong>SDMS</strong> will continue to<br />

be a part <strong>of</strong> the ‘new’ News Wave. The new member<br />

listing will include the names <strong>of</strong> those members who<br />

have joined during the previous month, instead <strong>of</strong> the<br />

previous two months.<br />

News Wave will also feature a new column, “New<br />

Member Scan”; where a new <strong>SDMS</strong> member,<br />

selected at random, will be pr<strong>of</strong>iled. Information in the<br />

New Member Scan will include: who they are, what<br />

brought them to the sonography pr<strong>of</strong>ession, what<br />

sonography specialty work they do, why they became<br />

an <strong>SDMS</strong> member, and what their vision is for the<br />

future <strong>of</strong> the pr<strong>of</strong>ession.<br />

This month’s “New<br />

Member Scan” pr<strong>of</strong>iles<br />

Bernard “Ben” Smith,<br />

MBA, RT(R), RDMS,<br />

RDCS, RVT <strong>of</strong> Gilbert,<br />

Arizona.<br />

Ben and his family enjoy<br />

a little bit <strong>of</strong> traveling,<br />

and in his spare time,<br />

which he confesses is<br />

not much because he<br />

likes to work, Ben reads<br />

and collects comic books. Ben credits his military<br />

service has having provided the opportunity to do<br />

some cross-training in radiography in 1989. He was<br />

quick to identify the evolving need for sonography<br />

and changed his pr<strong>of</strong>essional course to become a<br />

sonographer in 1990. Ben says he was incredibly<br />

lucky to have been given great opportunities through<br />

on-the-job and one-on-one training, plus a lot <strong>of</strong> study<br />

time that allowed him to acquire his first credential in<br />

1994. Ben is now triple-credentialed and has worked<br />

in Abdomen, Breast, Adult Cardiac, Ob/Gyn, and<br />

Vascular sonography.<br />

Ben has served as Director <strong>of</strong> <strong>Medical</strong> Imaging and<br />

has now taken on a new role as an Educational Program<br />

Director <strong>of</strong> a new, startup sonography program.<br />

Ben readily admits to being a hands-on patient care<br />

provider, and expresses concern for sonographers<br />

because <strong>of</strong> what he describes as limited career path<br />

for options. Teaching will allow Ben to help to ensure<br />

there are competent sonographers working in the<br />

pr<strong>of</strong>ession and providing quality patient care. Ben<br />

is very passionate about his career and says, “I love<br />

sonography, it’s kind <strong>of</strong> like a marriage. It has its ups<br />

and downs, but for the most part it’s good!”<br />

When asked why he joined the <strong>SDMS</strong>, Ben’s reply<br />

was that he was actually a returning member. Ben<br />

said that he had “lost touch a number <strong>of</strong> years ago”,<br />

and now felt the need to get up-to-date information<br />

and <strong>SDMS</strong> was his logical choice. Ben mentioned the<br />

“continuing need for CMEs,” but his motivation for<br />

joining was because he felt he needed to get up-todate<br />

on the pr<strong>of</strong>ession, its issues, and have access<br />

to information. Ben was quite animated when talking<br />

about the upcoming <strong>SDMS</strong> Annual Conference at the<br />

Foxwoods Resort and Casino scheduled for October<br />

<strong>of</strong> this year. He plans to go, specifically to attend the<br />

Educators Tutorial and network with other sonography<br />

educators. As Ben said, “Who wouldn’t want to go to<br />

the Foxwoods in the fall?”<br />

Although Ben has enjoyed his career and looks<br />

forward to new challenges, he is concerned for<br />

sonography. He expressed trepidation over “nonsonographers<br />

doing sonography.” He says he has<br />

seen these people do limited exams and then pr<strong>of</strong>ess<br />

to have produced the basis for an accurate diagnosis,<br />

which worries him. Ben is not sure where sonography<br />

will be in 10 years, but he is optimistic and feels<br />

that we need to take steps to ensure that “nonsonographers”<br />

do not have a place in the sonography<br />

pr<strong>of</strong>ession.<br />
