<strong>The</strong> <strong>Information</strong> <strong>Revolution</strong> <strong>in</strong> <strong>Education</strong><br />

Just as the Industrial <strong>Revolution</strong> transformed the world two centuries ago,<br />

the <strong>Information</strong> <strong>Revolution</strong> will transform our lives <strong>in</strong> the next millennium.<br />

<strong>The</strong> challenge for us <strong>in</strong> education is to exploit the excit<strong>in</strong>g possibilities that<br />

<strong>Information</strong> Technology offers to prepare our people for this <strong>in</strong>formation<br />

revolution. We need to provide an environment for students to use <strong>in</strong>formation<br />

effectively as well as to transform <strong>in</strong>formation <strong>in</strong>to knowledge.<br />

Perhaps the greatest impact for education is that<br />

technological developments have overcome the constra<strong>in</strong>ts<br />

of time and place, age and circumstance. In the past, people<br />

had to travel long distances to sit at the feet of great teachers<br />

to seek out knowledge. Great centres of learn<strong>in</strong>g grew up<br />

around monasteries and universities where precious<br />

manuscripts were hoarded <strong>in</strong> their libraries. <strong>The</strong> pr<strong>in</strong>t<strong>in</strong>g press<br />

changed that, br<strong>in</strong>g<strong>in</strong>g knowledge closer and mak<strong>in</strong>g it more<br />

accessible to people. Mass education became possible.<br />

Now <strong>in</strong>formation is available at the click of a mouse. It<br />

flows readily without regard for borders. Every teacher and<br />

every student can break out of the boundaries of his school<br />

and have access to great stores of knowledge all over the world.<br />

<strong>The</strong>re is too much to learn, too much to know.<br />

What is important now is to decide on the fundamental<br />

subject content and pr<strong>in</strong>ciples which a student needs to know,<br />

and upon which the acquisition of further knowledge is based.<br />

Beyond that, students need to be given the necessary tools<br />

and skills to access <strong>in</strong>formation, extract what is useful and<br />

relevant, and distill the <strong>in</strong>formation <strong>in</strong>to useful knowledge.<br />

For schools, this means that we must develop <strong>in</strong> every child<br />

the capacity to handle <strong>in</strong>formation and to learn <strong>in</strong>dependently.<br />

It is not just the quantity of <strong>in</strong>formation that has<br />

multiplied. Multi-media technology also provides the<br />

capability to present <strong>in</strong>formation <strong>in</strong> a number of new and<br />

<strong>in</strong>terest<strong>in</strong>g ways. Animations, visualizations and simulations<br />

offer engag<strong>in</strong>g and participative ways of learn<strong>in</strong>g and<br />

understand<strong>in</strong>g that make otherwise difficult or bor<strong>in</strong>g subjects<br />

suddenly come alive.<br />

<strong>Information</strong> Technology also allows this active learn<strong>in</strong>g<br />

to take place beyond the physical boundaries of the school. It<br />

allows students to reach out to form collaborations with<br />

counterparts anywhere <strong>in</strong> the world. This br<strong>in</strong>gs an immediacy<br />

and authenticity to learn<strong>in</strong>g that would not otherwise be<br />

possible.<br />

But it will not only be the young who will benefit from<br />

this <strong>Information</strong> <strong>Revolution</strong> <strong>in</strong> <strong>Education</strong>. <strong>Information</strong><br />

Technology will also be a big factor <strong>in</strong> the next major frontier<br />

of education – mass cont<strong>in</strong>u<strong>in</strong>g education. With rapid<br />

technological change, there will be a need for the whole<br />

workforce to cont<strong>in</strong>ually upgrade and learn new skills and<br />

knowledge.<br />

<strong>Information</strong> Technology will permit mass access to high<br />

quality courses delivered over broadband networks. This is<br />

particularly beneficial for mature students who have to juggle<br />

family commitments and work demands, <strong>in</strong>clud<strong>in</strong>g over-time<br />

and shift-work, while pursu<strong>in</strong>g upgrad<strong>in</strong>g courses. Such<br />

worker-students will save travell<strong>in</strong>g time and be able to flexibly<br />

tailor their own study schedule to pursue their courses from<br />

home or elsewhere at the times most convenient to them.<br />

<strong>The</strong>se worker-students can log <strong>in</strong> to lectures whenever they<br />

want to via video-on-demand. <strong>The</strong>y can take part <strong>in</strong> on-l<strong>in</strong>e<br />

tutorials and sem<strong>in</strong>ars. <strong>The</strong>y can carry out coursework and<br />

collaborative projects with other students.<br />

This year marks the beg<strong>in</strong>n<strong>in</strong>g of the f<strong>in</strong>al phase <strong>in</strong> the<br />

implementation of S<strong>in</strong>gapore’s IT Masterplan. Another 231<br />

schools will come on stream <strong>in</strong> this f<strong>in</strong>al phase, add<strong>in</strong>g to the<br />

130 schools <strong>in</strong> the first two phases. At the end of this phase


World <strong>Education</strong> Market<br />

<strong>The</strong> World <strong>Education</strong> Market, organized by Reed Midem Organization will be<br />

held for the first time <strong>in</strong> Vancouver, British Columbia, Canada from 24-27 May,<br />

2000. It will be the first commercial forum for public and private sector players<br />

from all areas of education, serv<strong>in</strong>g learners of all ages.<br />

which will last 2 years, all schools <strong>in</strong> S<strong>in</strong>gapore will be equipped<br />

with an IT-enriched learn<strong>in</strong>g environment which will <strong>in</strong>clude<br />

whole-school network<strong>in</strong>g, funds to buy software and on-l<strong>in</strong>e<br />

services, and a start-up pupil computer ratio of 6.6 to 1 for<br />

primary schools and 5 to 1 for secondary schools and junior<br />

colleges. Schools which are ready can go beyond this start-up<br />

ratio and achieve the target ratio of one computer for every 2<br />

students by the year 2002.<br />

More significantly, 13,500 teachers will be tra<strong>in</strong>ed <strong>in</strong> the<br />

pedagogical aspects of us<strong>in</strong>g <strong>Information</strong> Technology <strong>in</strong> the<br />

classroom. When they have completed their tra<strong>in</strong><strong>in</strong>g, they<br />

will jo<strong>in</strong> their 9,500 colleagues who were tra<strong>in</strong>ed <strong>in</strong> the last<br />

two years. All teachers <strong>in</strong> our schools will by then have between<br />

30 and 50 hours of such tra<strong>in</strong><strong>in</strong>g. <strong>The</strong>y are the ones who will<br />

use the technology with their students and make it mean<strong>in</strong>gful<br />

for student learn<strong>in</strong>g.<br />

<strong>Information</strong> Technology has added another dimension<br />

to leadership roles <strong>in</strong> education – the management of change.<br />

<strong>The</strong> <strong>in</strong>tegration of technology <strong>in</strong>to the curriculum is very much<br />

about change. Pr<strong>in</strong>cipals are key leaders <strong>in</strong> creat<strong>in</strong>g a shared<br />

vision and sett<strong>in</strong>g strategic directions for systematic change.<br />

<strong>The</strong> key to the success of technology <strong>in</strong>tegration is people.<br />

Pr<strong>in</strong>cipals as school reform leaders will have to nurture their<br />

staff and provide a system that is supportive of learn<strong>in</strong>g and<br />

change, for example, through organiz<strong>in</strong>g professional shar<strong>in</strong>g<br />

sessions and sem<strong>in</strong>ars.<br />

We have learned much after 2 years of implement<strong>in</strong>g the<br />

Masterplan. <strong>The</strong> <strong>in</strong>itial signs are encourag<strong>in</strong>g. All our schools<br />

have multiple Internet access po<strong>in</strong>ts, and broadband access<br />

via S<strong>in</strong>gapore One. Many have established l<strong>in</strong>kages with<br />

schools <strong>in</strong> other parts of the world, <strong>in</strong>clud<strong>in</strong>g those <strong>in</strong><br />

Southeast Asia. Our students are beg<strong>in</strong>n<strong>in</strong>g to make their<br />

mark <strong>in</strong> cyberspace and have done well <strong>in</strong> <strong>in</strong>ternational website<br />

design competitions such as Th<strong>in</strong>kquest.<br />

Our teachers are also more confident and competent <strong>in</strong><br />

the use of <strong>Information</strong> Technology, com<strong>in</strong>g up with many<br />

new and <strong>in</strong>novative ideas. <strong>The</strong>y have also shared their best<br />

practices with other teachers <strong>in</strong> a series of <strong>Information</strong><br />

Technology <strong>in</strong> <strong>Education</strong> Sem<strong>in</strong>ars organized throughout the<br />

year.<br />

<strong>The</strong> wide scale implementation of the Masterplan has<br />

also provided many opportunities for <strong>in</strong>dustry and<br />

<strong>Information</strong> Technology organizations to work collaboratively<br />

with schools to <strong>in</strong>troduce new technologies and ideas for<br />

teach<strong>in</strong>g, learn<strong>in</strong>g and educational adm<strong>in</strong>istration. <strong>The</strong><br />

M<strong>in</strong>istry is also work<strong>in</strong>g with local multimedia companies to<br />

produce education software for our schools. An excit<strong>in</strong>g future<br />

awaits students and teachers as they explore the opportunities<br />

opened up by <strong>in</strong>formation technology.<br />
