III. CONSOLIDATION OF THE<br />
STRUCTURE<br />
By May 1996, Sungkar and some of the Afghan<br />
veterans had consolidated the structure of Jemaah<br />
Islamiyah and documented it <strong>in</strong> a book, General<br />
Guidel<strong>in</strong>es for the Jemaah Islamiyah Struggle, that<br />
prosecutors <strong>in</strong>variably refer to by its Indonesian<br />
acronym, PUPJI. 39<br />
At the apex of the JI structure sits the amir, a<br />
position then held Abdullah Sungkar. 40 Beneath<br />
him are four councils, a govern<strong>in</strong>g council (majelis<br />
qiyadah), a religious council (majelis syuro), a<br />
fatwa council, and a discipl<strong>in</strong>ary council (majelis<br />
hisbah), all appo<strong>in</strong>ted by the amir and subject to his<br />
control. The govern<strong>in</strong>g council is headed by a<br />
central command (qiyadah markaziyah) that <strong>in</strong> turn<br />
exerts authority over the leaders of the four<br />
mantiqis and the heads of the wakalahs. 41<br />
The division <strong>in</strong>to four mantiqis may have reflected<br />
the need to change gears as JI moved out of<br />
Afghanistan. Mantiqi I covered S<strong>in</strong>gapore and<br />
Malaysia and was seen as provid<strong>in</strong>g the economic<br />
wherewithal for JI operations; Hambali was its<br />
head until early 2002, accord<strong>in</strong>g to the testimony of<br />
deta<strong>in</strong>ed JI members, when he was replaced by<br />
Mukhlas. Mantiqi II covered most of Indonesia and<br />
was considered the target of jihad efforts; it was<br />
reportedly led by Abdullah Anshori, alias Abu<br />
Fatih, who rema<strong>in</strong>s at large. Mantiqi III covered<br />
M<strong>in</strong>danao, Sabah, and Sulawesi and was<br />
responsible for tra<strong>in</strong><strong>in</strong>g. It was led by Mustopa, the<br />
man arrested <strong>in</strong> a raid <strong>in</strong> mid-July 2003 outside<br />
Jakarta. Mantiqi IV, cover<strong>in</strong>g Papua and Australia,<br />
was responsible for fund-rais<strong>in</strong>g and was led by a<br />
man called Abdul Rohim. Hambali was the overall<br />
head of the mantiqis, accord<strong>in</strong>g to one of the<br />
S<strong>in</strong>gapore JI deta<strong>in</strong>ees. 42<br />

The mantiqis and their subdivisions have usually<br />
been described as a territorially-based<br />
adm<strong>in</strong>istrative structure. Thus, the mantiqis were<br />
equivalent to regions, wakalah to districts, and so<br />
on, down to the fiah or cells.<br />
But ICG learned that it is probably more<br />
appropriate to th<strong>in</strong>k of JI as a military structure,<br />
befitt<strong>in</strong>g a guerrilla army, with brigades (mantiqi);<br />
battalions (wakalah); companies (khatibah);<br />
platoons (qirdas); and squads (fiah). The size of the<br />
central command is not known <strong>but</strong> it <strong>in</strong>cludes<br />
Zulkarnaen and Afghanistan veteran Mustaqim and<br />
<strong>in</strong>cluded Mukhlas, Mustopa and Abu Rusdan<br />
before their arrests.<br />
JI also has a special operations unit, Laskar Khos, that<br />
came to public attention after the August 2003<br />
Marriott bomb<strong>in</strong>g <strong>in</strong> Jakarta. Indonesian police said<br />
that Asmar Lat<strong>in</strong> Sani, whose severed head was found<br />
on the fifth floor of the hotel, could have been a<br />
suicide bomber belong<strong>in</strong>g to Laskar Khos. Indonesian<br />
police sources also reported that Mustopa, arrested <strong>in</strong><br />
mid-July, had confessed to lead<strong>in</strong>g Laskar Khos,<br />
although if, as was reported, he only commanded<br />
about fifteen men, it may be that he was head of a<br />
sub-unit. 43 ICG understands that Zulkarnaen, JI’s<br />
military chief, as the overall commander, has ultimate<br />
control over special operations.<br />
Wan M<strong>in</strong> h<strong>in</strong>ted at a special operations unit when<br />
he told police <strong>in</strong>terrogators that even as a wakalah<br />
head he never knew plans for specific actions:<br />
The jihad operations were run by a special team<br />
that was not directly connected with wakalah<br />
activities. These were all done <strong>in</strong> secret, and<br />
even though I was head of wakalah Johor, I<br />
wasn’t part of the operations team. The details<br />
of the jihad operations were never expla<strong>in</strong>ed to<br />
me. If my people were needed, I was only told<br />
that certa<strong>in</strong> personnel were go<strong>in</strong>g to be used, I<br />
wasn’t told for what purpose. This was to<br />
protect security. 44<br />
His testimony suggests that the special operations<br />
unit is not a suicide brigade per se, although suicide<br />
bombers have been systematically recruited <strong>in</strong>to JI.<br />
