Settlement Hierarchy<br />

4.4 The existing settlement hierarchy is based on the principal town<br />

<strong>Selby</strong>, (as identified in the Regional Settlement Study 1 ) two smaller<br />

Local service Centres (Sherburn in Elmet and Tadcaster), and<br />

numerous villages and hamlets.<br />

Principal Town<br />

4.5 <strong>Selby</strong>* is the largest settlement in the <strong>District</strong>, supporting a<br />

population <strong>of</strong> about 13,000, which increases to over 20,000 if the<br />

three adjoining villages <strong>of</strong> Barlby, Brayton and Thorpe Willoughby<br />

are included. It provides the main focus for housing, employment,<br />

shopping, leisure, health and cultural facilities serving a large rural<br />

catchment. There has been significant recent investment in<br />

infrastructure, including a new bypass, modern flood defences, and<br />

improvements to the waste water treatment works and it is the<br />

main public transport hub in the <strong>District</strong> with direct trains to Leeds,<br />

Hull, Manchester, London and York, and a bus station located<br />

close to the railway station. It is the most self-contained settlement<br />

within the <strong>District</strong> and the most sustainable location for further<br />

growth.<br />

* References to <strong>Selby</strong> refer to the contiguous urban area <strong>of</strong> <strong>Selby</strong> which extends<br />

into parts <strong>of</strong> Barlby and Osgodby Parish and Brayton Parish. See Map 5.<br />

Local Service Centres<br />

4.6 The next two largest settlements are Sherburn in Elmet and<br />

Tadcaster which provide a smaller range <strong>of</strong> services and facilities<br />

serving more localised catchments, but with a large range <strong>of</strong><br />

employment opportunities. They provide an intermediate service<br />

centre function between the higher level functions <strong>of</strong> <strong>Selby</strong> and the<br />

village settlements in the <strong>District</strong>.<br />

4.8 Sherburn in Elmet is located in the western part <strong>of</strong> the <strong>District</strong> close<br />

to Leeds with rail access to Leeds, York, <strong>Selby</strong> and Sheffield.<br />

There has been significant employment growth in recent years,<br />

which benefits local traders. There is scope for continued growth<br />

and expansion <strong>of</strong> services although provision <strong>of</strong> additional<br />

infrastructure for police, fire and rescue services, recycling and<br />

leisure facilities, would be required to support major growth. The<br />

central shopping area is thriving although development for<br />

additional services and facilities is constrained by its physical limits.<br />

4.7 Tadcaster is located between Leeds and York serving the north<br />
