GRENLEC’s supply-side energy efficiency results over the period have been mixed: fuel<br />
efficiency has not improved significantly over the past several years, but the company has<br />
successfully reduced its distribution losses from over 13% <strong>of</strong> net generation in 2000 to<br />
less than 9% in 2008.<br />
St George’s University (SGU) commenced operations in Grenada in 1977. It contributes<br />
10% <strong>of</strong> the national GDP and accounts for a significant proportion <strong>of</strong> the country’s total<br />
energy demand. In 2008, SGU consumed 15.1 GWh <strong>of</strong> electrical energy representing<br />
approximately 8.8% <strong>of</strong> the national demand. In 2009, SGU’s consumption increased to<br />
17.8 GWh. There is no self-generation at SGU; however, there is a stand-by generator. 17<br />
Energy Prices<br />
Fossil Fuel Prices:<br />
The dramatic run-up in fossil fuel prices experienced in 2008 caused a commensurate<br />
increase in energy prices. The cap on retail prices is adjusted monthly by the Energy<br />
Division, Ministry <strong>of</strong> Finance, using a formula based on the imported price <strong>of</strong> the fuel.<br />
It should be noted that although there are three “majors” in the retail market (Exxon,<br />
Texaco, SOL/formerly Shell) all <strong>of</strong> the fuel stations sell their products at the capped price.<br />
The lesson learned is that the introduction <strong>of</strong> other players in a small market does not<br />
necessarily lead to true competition and reduced prices to the consumer. The caps on<br />
retail prices <strong>of</strong> gasoline, diesel, kerosene and LPG, in imperial gallons, as <strong>of</strong> February 2010,<br />
were as follows:<br />
