As is <strong>the</strong> case <strong>in</strong> many States, Florida had no central location for nonprofits to learn about all of <strong>the</strong><br />

State’s fund<strong>in</strong>g opportunities. Florida’s State agency leaders streaml<strong>in</strong>ed <strong>the</strong> grants/contract notification<br />

process and required that all notifications be made available at an onl<strong>in</strong>e vendor bidd<strong>in</strong>g system, www.<br />

MyFloridaMarketplace.<br />

<strong>The</strong> State of New Jersey has reduced <strong>the</strong> barrier of access to fund<strong>in</strong>g opportunities for its Supplemental<br />

Nutritional Program for Women, Infants and Children (WIC). State officials recognized that FBCOs<br />

were spend<strong>in</strong>g more time process<strong>in</strong>g grant applications than actually deliver<strong>in</strong>g <strong>the</strong> services supported<br />

by <strong>the</strong>ir grant. <strong>The</strong> State simplified and streaml<strong>in</strong>ed <strong>the</strong> process for applicants seek<strong>in</strong>g $25,000 or less<br />

<strong>in</strong> grant funds. <strong>The</strong> new process is straightforward and provides greater access to fund<strong>in</strong>g necessary to<br />

deliver WIC services.<br />

Capacity-Build<strong>in</strong>g Efforts Led by <strong>the</strong> States<br />

Several States have made a concerted effort to build <strong>the</strong> capacity of FBCOs to serve <strong>the</strong>ir neighbors <strong>in</strong><br />

need, with or without <strong>the</strong>se nonprofit organizations hav<strong>in</strong>g a formal connection to government. <strong>The</strong>se<br />

efforts have largely centered on improv<strong>in</strong>g access to <strong>in</strong>formation about government grant opportunities<br />

and on equipp<strong>in</strong>g FBCOs to make competitive proposals for public or private sources. Four States and<br />

one municipal office 76 of faith-based and community <strong>in</strong>itiatives received Federal Compassion Capital<br />

Fund Demonstration Program grants s<strong>in</strong>ce 2004 to serve as <strong>in</strong>termediary organizations and boost <strong>the</strong>ir<br />

ability to streng<strong>the</strong>n FBCOs. <strong>The</strong>se grants enabled <strong>the</strong> <strong>in</strong>termediaries to leverage local <strong>in</strong>vestments to<br />

provide significant tra<strong>in</strong><strong>in</strong>g, technical assistance, and m<strong>in</strong>i-grants to help expand <strong>the</strong> reach of much<br />

needed social services.<br />
