‣ Even where safety works are <str<strong>on</strong>g>in</str<strong>on</strong>g>cluded as paid items the<br />
resp<strong>on</strong>se has been far from satisfactory.<br />
‣ Even <str<strong>on</strong>g>in</str<strong>on</strong>g> PPP projects <str<strong>on</strong>g>Safety</str<strong>on</strong>g> is c<strong>on</strong>sidered as the last<br />
priority; especially dur<str<strong>on</strong>g>in</str<strong>on</strong>g>g c<strong>on</strong>structi<strong>on</strong> o period.<br />
‣ The C<strong>on</strong>cessi<strong>on</strong>aire often compla<str<strong>on</strong>g>in</str<strong>on</strong>g> of theft/vandalism as<br />
excuse for not <str<strong>on</strong>g>in</str<strong>on</strong>g>stall<str<strong>on</strong>g>in</str<strong>on</strong>g>g adequate safety devices<br />
‣ There is often dispute about the safety requirements<br />
dur<str<strong>on</strong>g>in</str<strong>on</strong>g>g c<strong>on</strong>structi<strong>on</strong> period.<br />
‣ There is no penalty for n<strong>on</strong>-compliance of safety<br />
requirements<br />
‣ Some provisi<strong>on</strong>s of M<str<strong>on</strong>g>in</str<strong>on</strong>g>istry’s s circular of April 2011 are<br />
not found acceptance by highway professi<strong>on</strong>als/agencies<br />
as too much expensive and require to be deliberated.
