*Geology and Soils: The geology of the islands generally consists of fractured bedrock and glacial<br />

till [mostly on Lopez Island]. The newly updated San Juan County soils maps can be found at:<br />

*Water Resources: San Juan County is designated as the WRIA 2 watershed planning area. Th<br />

County's numerous plans, reports and studies on water resources, including seawater intrusion risk<br />

areas, can be found at: www.co.san-juan.wa.us/health/ehswrm.asp<br />

*Fish and Aquatic Resources: San Juan County's marine waters are critical spawning, foraging,<br />

rearing and habitat grounds for forage fish, endangered marine mammals and salmon, as well as<br />

marine birds and other marine wildlife. Friends has worked to protect the critical eelgrass habitat and<br />

spawning grounds necessary to support the County's marine diversity in partnership with State<br />

agencies and the University of Washington using best available science. Friends has mapped


eelgrass habitat, forage fish spawning grounds, and has performed a nearshore impact assessment,<br />

the final reports and maps of which are available at: www.sanjuans.org/publications.htm. In addtion,<br />

please see attached list of scientific papers and studies, all of which are readily available to the<br />

public. The proceedings from the 2007 Georgia Basin Puget Sound Research Conference can be<br />

found at: www.engr.washington.edu/epp/psgb/2007proceedings/oral.html. Washington's Ocean<br />

Action Plan, Vols. 1 and 2, which discusses the importance of the State's marine resources and<br />

appropriate uses, is available at: www.ecy.wa.gov/programs/sea/ocea/index.html<br />

*Wetlands and Riparian Habitat: San Juan County has many terrestrial and estuarine wetlands. A<br />

map of these areas is available at: www.co.san-juan.wa.us/health/wtrshdpln/appendixb.html<br />

*Rare, Threatened and Endangered Species: San Juan County's marine waters were designed<br />

"summer core habitat" for the endangered Southern Resident Killer Whale population (Orcinus orca).<br />

Given that this endangered population spends a majority of its time in and around the County's<br />

marine waters, there is serious concern about the potential impacts to the whale population from any<br />

proposed tidal energy project or apparatus. A map of the Orcas' critical habitat area, the Recovery<br />

Plan, and a list of citations relied on by NOAA for the critical habitat designation can be obtained on<br />

NOAA's website at: www.noaa.gov Other endangered and threatened species utilize the County's<br />

marine waters as well, and a list of them and habitat protection plans and actions can be found on the<br />

Washington Department of Fish & Wildlife's website at: www.wdfw.wa.gov/wildlife.htm<br />

*Recreation and Land Use: San Juan County's economy is largely supported by the tourism industry.<br />

The County boasts opportunities for a wide range of land and sea-based recreational activities,<br />

- Wildlife Resources: Admiralty Inlet, with its adjacent waters, is extensively used by forage fish<br />

that salmon, marine birds, grey whales and countless other animals prey upon. For <strong>information</strong> on<br />

forage fish distribution and abundance in the Admiralty Inlet area, contact Dan Penttila of WA Dept<br />

- For <strong>information</strong> on the marine bird component of the Puget Sound Ambient Monitoring Program,<br />

- Nearby Protection Island National Wildlife Refuge, at the mouth of Discovery Bay, is home to<br />

breeding, nesting and flyway populations of numerous bird species: loons, phalaropes, mergansers,<br />

merlins, bald eagles, oystercatchers, harlequin ducks, murrelets, auklets, puffins and more. Over 85<br />

bird species and eight mammal species, including sea lions, elephant seals, minke whales and


harbour porpoises, have been sighted here. Contact Refuge Manager, Kevin Ryan, to get a listing of<br />

rare, threatened or endangered species that use the Island and adjacent waters: kevin_ryan@fws.gov<br />

- Many of these birds use Admiralty Inlet as a feeding area, diving deep for prey speciues. Their<br />

young feed in these waters before migrating out to sea or to other habitats.<br />

- Murre and rhinoceros auklet feeding assemblages (with redneck grebes, cormorants, marbled<br />

murrelets, and others) are definitely mobile up and down the areas from East Marrowstone County<br />

Park to Marrowstone Point and Point Wilson in Admiralty Inlet. [Reports of these sitings in these<br />

locations are common among bird specialists living in the area.] Nysewander of WDFW is an<br />

excellent resource for birds assemblages in Admiralty Inlet. He will be able to let you know which<br />

ones are listed as rare, threatened or endangered.<br />

- I'm not sure if deep water studies of salmon foraging and migration behaviors in Admiralty Inlet<br />

have been conducted. Wild Fish Conservancy (Micah Waite) has been looking at nearshore habitats<br />

along the west shore of Whidbey Island recently. I suggest you check with WDFW and NOAA (Kurt<br />

Fresh) to see if they may have conducted some earlier studies, or may be doing some survey work<br />

now. There are generalized references relating to migration in the PS Chinook Recovery Plan and<br />

in the Summer Chum Conservation Initiative.<br />

This is a preliminary survey of websites and books describing some specific and some general usage<br />

in each area. It is only a preliminary assessment. Further research will be required to determine<br />

specific use patterns by the dive community in each site. It is worth noting that Washington state<br />

ranks 4 th in the nation in terms of per capita dive participation. Consequently, dive usage across<br />

The State Board of Puget Sound Anglers, representing 16 chapters throughout the Puget Sound<br />

region, has taken the position that we need to follow closely the processes that may lead to<br />

implementation of Tidal Energy Projects. Our concerns are primarily that very little is known about<br />

what exactly the projects may entail and possible impacts to the ecosystem and marine life that<br />

might live in or pass through the project zones. As well, impacts to recreational fishing access are of<br />

concern.<br />

We understand and support the need to find alternative energy sources. However, sometimes the<br />

desire to bring new ventures online drives a timetable that is not condusive to good, peer-reviewed<br />

science. Many of us recall claims of cheap, clean energy made decades ago…we now live with the<br />

consequences (good and bad) of numerous dams on the Columbia River.<br />

We are hopefull that your proposed projects will deliver as hoped for. We, at this time, ask for due<br />

diligence!<br />
