Part 1 outlines the legislative framework that, until this year, guaranteed the rights to<br />

freedom of association, assembly and demonstration in <strong>Algeria</strong>, which was put in place<br />

during the democratic opening of 1989-90, as well as the limitations of that framework.<br />

In Part 2, we look at the impact of the state of emergency on freedom of association<br />

and at the way in which it exacerbated legal inadequacies and gave rise to extensive<br />

restrictions of public freedoms.<br />

Part 3 is devoted to an assessment of the status of freedom of association, assembly and<br />

demonstration following the repeal of the emergency law, and of the relevance of the<br />

reforms already under way or announced by the president of <strong>Algeria</strong>.<br />

On the basis of these findings, we present recommendations that could lead to greater<br />

respect for basic freedoms in <strong>Algeria</strong>, in particular for freedoms of association, assembly<br />

and demonstration.<br />
